In the Eastern Wheatbelt of Western Australia, there are seven major soil groups (acid sands, good soilplain soils, gravelly sands, duplex soils, medium-heavy soils, heavy non-friable soils and heavy friable soils. This report considers the ability of various soils to store or retain water in an attempt to partially determine the yield potential of crops.

In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.

Maintaining reliable on-farm water supplies is an on-going challenge for landholders throughout Western Australia. Improving reliability of dams by constructing a roaded catchment is one of the most cost-effective methods of improving the performance and reliability of a farm water supply.

A roaded catchment is a water-harvesting structure designed to increase the amount of run-off from the catchment above a dam. The 'roads' of a roaded catchment are parallel ridges of earth with batters (or side slopes) that cause run-off to be directed into troughs or channels. The proposed effort reduction management package presented in this paper was developed in close co-operation with rock lobster industry to address the short-term sustainability concerns regarding the level of breeding stock in the northern region.

The management package does not address the serious long-term sustainability or socio-economic issues (e.g. cost pressures and related fleet capacity) facing the industry. If the fishery stays with input controls there will need to be regular reviews of the level of exploitation and its impact on the breeding stock. Season 2001/2002 produced 8,983 tonnes, a far cry from last season’s catch of 11,300 t. The sharp decline in catch was most likely the result of unfavourable environmental conditions throughout much of the season. The catches by the three zones were 1,651 tonnes in zone A, 2,800 tonnes in zone B and 4,532 tonnes in zone C. The sharp decline in total catch on the previous season was also reflected in declining catches in the three zones. Nominal effort also declined slightly from 10.487 million pot lifts in 2000/2001 to 10.367 million pot lifts in 2001/2002. Following the very low …

Pulses, like most other temperate crops, are ideally suited to environments with mild temperatures, adequate rainfall and free draining soils that have a deep uniform profile, a medium to fine texture and slightly acid to neutral pH (6.5-7.5). Pulses when grown on these soils and in these environments produce reliable yields, are relatively easy to manage and achieve good returns on investment.

Pulses can be grown very successfully in less ideal situations, but must then be managed carefully to ensure reliable yields. The different pulse species, and even different varieties of the same species, vary in how tolerant they are …

Fishing activity on the Cocos is essentially unmanaged at present and there has been some condern by the local community that a number of species, such as coral trout, have declined in numbers over the last decade. This draft strategy was developed by the Western Australian Department of Fisheries who now has responsibility for managing recreational fishing on behalf of the Commonwealth Department of Transport and Regional Services.

Analysis of historical patterns of abundance of the Australian sea lion on the west coast of Western Australia suggests that the population size was greater prior to the impacts of colonization and commercial sealing/whaling between the 18th and 20th centuries. In addition, it is evident that there has been a reduction in the number of breeding sites along the west coast, particularly around the greater Perth metropolitan area. There is limited evidence of the impact of indigenous hunting on the abundance and distribution of this species. This report is the first in a series of Integrated Fisheries Management (IFM) reports required under the 2004 Government Policy on IFM. Under this policy, the Executive Director of Fisheries is required to approve a sustainability report for each fishery, which includes a clear statement on the harvest level. The sustainable harvest level is that total catch, or catch range, that is to be allocated among the various user groups identified for that particular fishery.
