This document outlines the revised edition of the Framework for sustainable pastoral management, with a particular emphasis on the land condition components, including the monitoring, assessment and compliance processes. These processes are now being used to guide the management of land condition on all pastoral leases and stations within Western Australia (WA), which cover 860,000 km2 and represents over 40% of WA’s extensive rangeland area.

This guide is for lessees and station managers who wish to establish rangeland condition monitoring programs for their pastoral leases. The guide outlines the main principles to consider for establishing monitoring sites, and the collecting and recording data to monitor changes over time of rangeland condition within a grassland environment.

Identifying and ongoing monitoring of representative sites can be used to objectively assess the effect of livestock numbers, fire and seasonal conditions on the health of the perennial vegetation and soil. Importantly, monitoring can assist lessees demonstrate whether their current land management practices are appropriate for achieving acceptable rangeland condition.

This interactive guide has been produced as a tool for assessing pasture condition over a range of pasture types in the Kimberley. A pasture type is a distinctive mix of plant species, soil type and landscape position. For example, the Mitchell Grass Alluvial Plain Pasture type is a mixture of Mitchell grasses and other species occurring on black soil alluvial plains. Pasture condition is an important factor affecting the potential of the rangelands for animal production and is a useful indicator for the sustainability of production.

Regeneration work on severely damaged country in what is now known as the Ord River Regeneration Reserve (ORRR) commenced in 1960. The ORRR is in the East Kimberley area of Western Australia with an associated small area in the Northern Territory. The work included strip contour cultivation and seeding (which proceeded at various levels of intensity during the 1960s, 1970s and 1980s), fencing and destocking of cattle by mustering over many years, and the eradication of donkeys.

Ways to identity and reconcile opportunities tor different land uses while protecting biologically sensitive areas were researched within the Western Australian rangeland from1995 to 2000. The research was undertaken within a framework of community-based regional planning and was underpinned by policies of ecological sustainable development.The research and community structures arising from the work were collectively named the Rangeways project. The purpose was to resolve land use problems through a structural approach to land use planning and the development of processes rather than to devise 'The Plan'.

This report covers about 94,700 square kilometres of rangelands in the Sandstone-Yalgoo-Paynes Find area of Western Australia. The area lies within 27°S and 30°S latitudes, and 115°30'E and 120°E longitudes and includes the towns of Sandstone, Yalgoo and Paynes Find. The northern, southern, and eastern limits of the survey area are largely defined by the boundaries of the 1:250,000 scale series map sheets.The western limit is the boundary between the pastoral and agricultural area.

Parts of Western Australia's rangelands have been degraded by inappropriately high stocking rates, often associated with large numbers of native or feral animals, poor seasonal plant growth, or the ravages of cyclones, floods or fire. Today, most pastoralists are keen to rehabilitate the degradation of the past, as indicated by the proliferation of Land Conservation Districts (LCDs) throughout the pastoral zones.

There is no 'quick fix' to regenerating the rangelands. It may take many years to achieve the desired result.

Mining activity occurs very widely over relatively small areas of the rangelands. However, it is an intense landuse which can create significant offsite effects. Mining activity is most common around metamorphic 'greenstone' belts and broad drainages. Pastoralists reported both benefits and adverse affects as a consequence of mining activity. The main grievances related to unnecessary and excessive disturbance of pastoral land and the failure of operators to inform the pastoralist of their intentions.

An inadequate distribution of watering points in our pastoral lands, particularly in the saltbush/bluebush pasture, has caused localisized land degradation close to waters and reduced animal productivity (particularly in stressful times). When large numbers of domestic livestock are superimposed on native vegetation in semi-arid and arid areas of the world, the ecological balance inevitably changes. In extreme cases these changes include such degradation as drastic losses of vegetation and active soil erosion. Areas affected in this way are unproductive for most purposes.

Western Australia's Fitzroy River valley has deteriorated in this way. Today, this once-­productive grazing country is so degraded that it has become a matter of concern to Governments, the pastoral industry and others.

Ten land systems were identified, descriped and mapped. potential feed status was assessed for each land system. The land systems were then ranked accordingly and stocking rates allocated. Wongdong saline shrublands was considered to be the most productive system and Narryer hills, outcrops and breakaways the least productive. An assessment was made of the range condition and erosion status of the least. These assessments indicated that most of the pastures had been heavily utilized in the past.

The report reassesses the condition of formerly valuable grazing lands of the Fitzroy River valley frontage lands. It is hoped that the submission will promote discussion on the problems of degenerated pastoral land and increase the resolve of all concerned to take the necessary action for their restoration. The frontage lands flank the major rivers of the area, the Fitzroy, the Margaret and the Meda and their tributaries. Severe flooding in Carnarvon followed heavy rains on the Gascoyne Catchment in February 1961. The flooding and erosion were extensive enough to suggest that run-off from the catchment was excessive. Lightfoot (1961)* reported that excess run-off was due to degradation of the catchment area. This report will describe the catchment area in terms of the degradation of its rangeland and its susceptibility to erosion.

The project was financed by the Rural Credits Development Fund and the C.S.l.R.O. Rangelands Research Unit.

This article deals in a general way with the possible use of aerial photography in rangeland administration.
