Effects Of Tactical Responses And Risk Aversion On Farm Wheat Supply, Ross S. Kingwell

A discrete stochastic programming model of the farming system of the eastern wheatbelt of Western Australia is used to examine the effect of tactical responses and risk aversion on wheat supply. Including within-season tactical changes to wheat areas decreases the own-price elasticity of supply. By contrast, introducing risk aversion has no consistent effect on the own-price elasticity of supply. The implications for supply models are discussed.

The Geonics EM38 is a portable instrument designed to take in situ field measurements of soil conductivity to about 1.5 m depth. If used correctly, the EM38 allows rapid, reliable estimates of soil salinity to be obtained from large areas without intensive soil sampling. The meter is very useful for delineating the extent and relative severity of saline areas. Although soil salinity has the dominant effect on the EM38 signal, other soil physical factors such as clay content, moisture content and temperature can affect the response. Over the last 20 years the Department of Agriculture has focused on finding plant species that can grow on salt/and to produce sheep feed, and on techniques for establishing plantations of saltbushes. Some research has been in response to farmer reports of success in using revegetated salt/and to provide autumn forage, while other work has resulted from the apparent importance of saltbushes in rangeland areas.

Objective measurements of wool production have been taken only recently. Three years research at Katanning indicates that while saltbush material is selected and eaten by sheep, its value for wool production is not high. It …

Buntine West/Wubin land Conservation District was formed when a number of landholders wanted to extend and join on to some existing deep drains. At first the group concentrated on the deep drains with some farmers joining on anda project to connect the drains up througha naturally occurring saline area and to run the main drain into a salt lake system. Funding was attained for 50% of the project and farmers with drains paid for the rest. It was considered unfair for landowners whose land this drain went through to pay all the cost as it was not draining arable land. …

On Thursday 11 May 1995, a low pressure system with central barometric pressure of 990 hPa formed of south-western Australia. This depression directed gale force winds over the South-West Land Division for some seven hours.

This survey of the Bencubbin area is part of the Agriculture Western Australia's regional land resource mapping program, and covers approximately 1.5 million hectares in the Merredin, Trayning, Koorda, Mount Marshall, Mukinbudin, Westonia and Nungarin Shires of Western Australia. The climate is Mediterranean, with hot dry summers and cool winters. Land is used for winter cereal production and grazing, and about 60% is cropped each year. Wheat is the main crop and is grown in rotation with lupins, field peas, barley and medic pasture. The development of agriculture in south-western Australia has been characterised by the replacement of deep-rooted, perennial species of native vegetation with shallow-rooted, annual species. Except for the high rainfall areas, the native vegetation was able to intercept and transpire nearly all of the rainfall resulting in low stream flows and recharge to a groundwater system which was typically deep and restricted to the major valleys. The lack of surface or groundwater movement out of inland catchments used large quantities of cyclic salts to become stored in the regolith. Managing the rangelands is complex. Soils and vegetation can vary considerably over short distances in distinct or subtle ways. Separating climatic from management influences on the condition of the land has always been difficult. The Kent River Catchment is located in the South-West of Western Australia, approximately between latitudes 34° 15' and 35° 10' South and longitudes 116° 45" and 117° 50° East. The north-eastern boundary of the catchment stretches to the Albany Highway at Tenterden, and from there the catchment curves towards Rocky Gully before continuing to the South Coast (Figure 1.1.1). The catchment is located within the Shires of Cranbrook, Plantagenet and Denmark.

Site selection -Paddock selection is critical for a successful canola crop. Avoid paddocks with waterlogging, wind erosion and broadleaf weeds - particularly wild radish, turnip, mustard and doublegees.

Soil type - Canela grows well on most soil types, however it prefers well drained gravel soils, red loams, sandy _loams and deeper duplex soils. Soil pH levels (in CaCl2) of 4.5 to 8.0 are suitable. Soil test paddock for pH, phosphorus, and potassium levels.

A seminar and workshop was held at Fitzroy Crossing in October 1993 to address the consequences of flooding to landholders and communities.

Damage to flood plain fencing was identified as one of the major concerns to landholders.

An outcome from the workshop was the decision to draw on local knowledge and collate information on options for fence and floodgate designs.
