Screening designs are used in the early stages of industrial and computer experiments to find the most important input factors affecting a system's output. They provide an economical way to remove unimportant factors from further, potentially costly, experimentation. However, when an experiment has a large number of control factors and limited number of available runs, it is infeasible to run a traditional screening design. In these situations, experimenters can use supersaturated designs. A supersaturated design is a fractional factorial design that can screen a set of k factors in n runs, where k is greater than n -1. Thermal emission, exhibiting antenna-like directivity, has been generated by a wide variety of both simple and complex micro-structures. The basic demonstrations of directional emission, and specific device performance evaluations, have been conducted at elevated temperatures, typically several hundred degrees Celsius. The most common applications for these high-temperature designs are thermal photo-voltaic and spectroscopic sources. A wide range of lower temperature applications, such as spacecraft thermal management and mid- to far-infrared optical train stray light management, are precluded by the cost and complexity of the fabrication processes employed. Results from electron paramagnetic resonance (EPR) and electron-nuclear double resonance (ENDOR) experiments are used to establish the model for the ground state of the singly ionized oxygen vacancy in the interior of bulk rutile TiO2 crystals. Hyperfine from 47Ti and 49Ti nuclei show that the unpaired electron in this S = 1/2 defect is localized on one titanium ion adjacent to the oxygen vacancy (i.e., the spin is not shared by two titanium ions). These defects are formed at low temperature (∼35 K) in as-grown oxidized crystals when sub-band-gap 442 nm laser light converts doubly ionized nonparamagnetic …

The Fast, Inexpensive, Simple, and Tiny (FIST) framework proposes a broad set of organizational values, but provides limited guidance on practical implementation. Implementing FIST principles requires clarifying the definitions of “fast,” “inexpensive,” and “simple,” recognizing where FIST does and does not apply. Additionally, a subset of the FIST heuristics was expanded upon to increase their usefulness for practitioners. The primary research findings are that FIST principles are less conducive for highly complex or novel systems, immature technologies, future needs, acquisitions in early development phases, or when performance is the foremost value. The biological defense community needs to take a hard look at the requirements and assumptions we use to develop our biological sensors. Today the point sensors currently deployed or in development can offer at best “near real time” detection. This translates into approximately 10-20 minutes from the time an agent passes over the device until an alarm is issued. Why are we working to develop detection hardware which in reality contributes little to no advantage to an operational environment? Numerous disruptive technologies are being hampered by the insufficient modern methods of cooling electrically neutral atoms and molecules. Microchip-based magnetic deceleration provides a cooling mechanism to slow most neutral atoms and molecules within the cost and size requirements of a real-world device. Simulations of a novel deceleration technique show 90% removal of kinetic energy from an atomic beam. An experiment is built which creates a time-dependent, decelerating magnetic field to slow an atomic beam. This work introduces a new routing problem called the Dynamic Multi-Objective Multi-vehicle Covering Tour Problem (DMOMCTP). The DMOMCTPs is a combinatorial optimization problem that represents the problem of routing multiple vehicles to survey an area in which unpredictable target nodes may appear during execution. The formulation includes multiple objectives that include minimizing the cost of the combined tour cost, minimizing the longest tour cost, minimizing the distance to nodes to be covered and maximizing the distance to hazardous nodes. The continual battle for network dominance between attackers and defenders is considered to be a complex game. Hypergame theory is an extension of game theory that addresses the kind of games where misperception exists, as is often the case in military engagements. Characterization of the excited state argon population in an argon-helium discharge is of crucial importance to the development of a continuous wave Discharge Assisted Noble Gas Laser. Experiments were conducted in the Richard W. Davis Advanced Laser Facility at AFRL on Kirtland Air Force Base, Albuquerque, NM. During these tests the capability to maintain a capactively-coupled and inductively-coupled radio-frequency discharge at pressures of 300 Torr was demonstrated. This paper offers improvements to adaptive matched filter (AMF) performance by addressing correlation and non-homogeneity problems inherent to hyperspectral imagery (HSI). The estimation of the mean vector and covariance matrix of the background should be calculated using “target-free” data. This statement reflects the difficulty that including target data in estimates of the mean vector and covariance matrix of the background could entail. This data could act as statistical outliers and severely contaminate the estimators. Temperature (T)-dependent photoluminescence (PL) has been investigated for both p-Ge and n-Ge1-ySny films grown on Si substrates. For the p-Ge, strong direct bandgap (ED) along with weak indirect bandgap related (EID) PL at low temperatures (LTs) and strong ED PL at room temperature (RT) were observed. In contrast, for the n-Ge1-ySny, very strong dominant EID PL at LT and strong ED PL were observed at RT. Image annotation research has demonstrated success on test data for focused domains. Unfortunately, extending these techniques to the broader topics found in real world data often results in poor performance. This paper proposes a novel approach that leverages WordNet and ImageNet capabilities to annotate images based on local text and image features. Signatures generated from ImageNet images based on WordNet synonymous sets are compared using Earth Mover's Distance against the query image and used to rank order surrounding words by relevancy. We find Mn surface segregation for single crystals of Mn doped Li2B4O7, nominally Li1.95Mn0.05B4O7(001), but as the temperature increases, evidence of this Mn surface segregation diminishes significantly. At room temperature, the surface photovoltaic charging is significant for this pyroelectric material but is quenched at a temperature well below that seen for the undoped Li2B4O7 samples. We address the design, development, and testing of a pointer/tracker as a probe beam for the purpose of making high-speed, aero-optical measurements of the flow over a scaled beam director turret. The tracker uses retro-reflection of the probe beam off of a Reflexite annulus surrounding the turret. The constraints of the design required a near-total-commercial off the shelf system that could be quickly installed and removed in a rented aircraft. Baseline measurements of environmental vibrations are used to predict pointing performance; mitigation of line-of-sight jitter on the probe beam is achieved through passive isolation and the design of relay optics. …

This thesis is a parameter study of the effects of branching fraction uncertainty from nuclear decay on isotope quantities at later times. Development of how to calculate and accurately draw random samples of branching fractions is done. Overall effects as well as isotope quantity uncertainty distributions are also explored. Isotope quantities are calculated using exponential moments methods with transmutation matrices. Uncertainty from both half-lives and branching fractions is carried through these calculations by Monte Carlo methods. Results of the study show that uncertainty from branching fractions dominates most isotopes present from neutron fission after approximately one month. Another result is …

The Department of Defense is interested in lithium tetraborate (Li2B4O7) crystals for their possible use as a solid state neutron detection material. With large concentrations of 6Li and 10B, it has a high neutron capture cross section. Furthermore, the crystal fluoresces in the presence of ionizing radiation, making it an attractive candidate for a scintillating detection device. This research will examine the optimal maintenance and replacement policies for a generic machine with periodic inspection intervals. The considered reliability models consist of a single machine that can fail during operation or else may be found to be inoperative during regularly-scheduled maintenance inspections. A distinction will be made between spontaneously-occurring failures during operation and those that are discovered during inspections. Since the elapsed time between inspections is constant, the resulting stochastic reliability process becomes non-Markovian, and thus a Semi-Markov Decision Process (SMDP) framework must be employed in order to determine the cost-optimal stationary policy consisting of repair and replace …

Forty years of innovations have greatly improved Helmet-Mounted Displays (HMDs) and their integration into military systems. However, a significant issue with HMDs is the effect of vibration and the associated Vestibulo-Ocular Reflex (VOR). When a human’s head is subject to low-frequency vibration, the VOR stabilizes the eye with respect to objects in the external environment. However, this response is inappropriate in HMDs as the display moves with the user’s head and the VOR blurs the image as it is projected on the human retina. Cyber attacks are compromising networks faster than administrators can respond. Network defenders are unable to become oriented with these attacks, determine the potential impacts, and assess the damages in a timely manner. Since the observations of network sensors are normally disjointed, analysis of the data is overwhelming and time is not spent efficiently. In cyberspace, attackers commonly infect computer systems with malware to gain capabilities such as remote access, keylogging, and stealth. Many malware samples include rootkit functionality to hide attacker activities on the target system. After detection, users can remove the rootkit and associated malware from the system with commercial tools. This research describes, implements, and evaluates a clean boot method using two partitions to detect rootkits on a system. A stacked array of segmented micro-structured semiconductor neutron detectors (MSNDs) has been fabricated to perform as a neutron spectrometer simultaneously capable of differentiating fast and thermal neutrons. The MSND devices consist of thin-film perforated diodes constructed from LiF powder back-filled into an etched silicon wafer. Geant4 simulations demonstrate than an eight-layer spectrometer consisting of alternating layers of MSND and hydrogenous moderator can successfully resolve neutron energies at a resolution dependent upon the number of layers and the thickness of the adjacent moderating materials. This research investigated the effects of electron damage on single walled carbon nanotube (CNT) thin films. CNT thin films were irradiated by electrons with energies of 500 keV and 1 MeV to determine what damage was created in the CNT thin film structure, how it affected conductivity, and what changes were evident in the Raman spectra.

Hydrothermal synthesis of ThO2 and UxTh1-xO2, and UOx at temperatures between 670°C and 700°C has been demonstrated. Synthesis at these temperatures is 50-80°C below prior crystal growths and represents a new lower bound of successful growth. Hydrothermal synthesis represents a cost effective, environmentally friendly way of growing bulk actinide materials of optical quality. These refractory oxide single crystals offer potential applications in thorium nuclear fuel technology, wide-band-gap uranium-based direct-conversion solid state neutron detectors, and understanding how actinide fuels age with time. The Schottky barrier height (SBH) was measured on GaN based diodes with three different dopant types; Gd, Er and Yb. Two methods were used to determine the SBH. The first method was the Juergen Werner method to evaluate the I-V characteristics. The calculated SBH of the diodes using this method was 1.41 ± 0.20eV, 1.71 ± 0.25eV and 1.75 ± 0.28eV for the Gd-, Er- and Yb-doped diodes respectively. It was observed that using an ad-hoc effective Richardson constant value of 0.006Axcm-2xK-2 to calculate the SBH rendered results that were in no greater than 2% disagreement (neglecting …

Composite materials offer a greater degree of flexibility in design and engineering of specialized space vehicle shielding applications compared to aluminum. A new design for shielding materials has been developed by including specific neutron absorbers and conductive materials into the composite structure. In this research, the neutron shielding capability of two types of custom-designed nanocomposite materials are compared to that of T6061 aluminum.

Single surface multipactor in high power microwave systems was investigated computationally and analytically. The research focused upon understanding the cause and parametric dependence of the multipactor process leading to suggested methods of mitigation. System damage due to reaction was also assessed. All simulations were performed using the PIC code developed by AFRL, known as ICEPIC. In recreating the susceptibility curves that define regions of multipactor growth and decay, a discrepancy was found between previous published results and those observed in the current simulation. Experimental validation of neutron fluence models of fusion events at the National Ignition Facility is necessary to predict radiation damage to measurement electronics. Due to programmatic and facility limitations, traditional neutron measurement techniques are not well suited for this application. Notably, a low cost and passive measurement technique that provides a permanent record is preferred. A detector was designed using gadolinium oxide contained within an aluminum reservoir. As the arsenal of weapons managed by the Department of Defense (DoD) ages, the country's leadership is forced to make decisions regarding what to do with current and projected funding to maintain military defensive and offensive capabilities. The acquisition community at many levels has stated that O&S costs are about 70 percent of the total life-cycle costs of the average system, the other 30 percent being spent in the acquisition phase. This golden ratio does not appear to come from empirical evidence. There has been little research into the actual ratio of O&S-to-acquisition costs. This research found a significant departure …
