The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process. We examined tree rings from Douglas-fir (Pseudotsuga menziesii var. glauca (Beissn.) Franco) timbers in the Salt Lake Tabernacle, constructed from 1863–1867 in Salt Lake City, Utah. A seismic upgrade to the Tabernacle initiated in 2005 required the replacement of wooden timbers with steel beams. Our objectives were to 1) determine cutting dates for the timbers to identify logs that may have been salvaged from previous structures, and consequently would have greater historical significance, 2) identify the species and provenance of the timbers, and 3) develop a chronology that could extend or strengthen the existing tree-ring record for environmental and …

The monitoring network has been described in the network reviews from 1982 through 2007. A complete description of each station is located in the station file at the Air Monitoring Center and is available upon request. This network review will focus on the adequacy of the existing network and the changes that are needed. The existing or proposed monitoring stations are reviewed to see if the objectives are being met. The most recent emissions inventories for each pollutant are reviewed along with ambient data gathered in the area and, when available, current computer air pollution dispersion modeling is also reviewed. …

We studied home-range characteristics of adult Mexican Spotted Owls (Slyix occidentalis lucida) in southern Utah. Twenty-eight adult owls were radio-tracked using a ground-based telemetry system during 1991-95. Five males arid eight females molted tail feathers and dropped transmitters within 4 wk. We estimated cumulative home ranges for 15 Spotted Owls (12 males, 3 females). The mean estimate of cumulative home-range size was not statistically different between the minimum convex polygon and adaptive kernel (AK) 95% isopleth. Both estimators yielded relatively high SD, and male and fernale range sizes varied widely. For 12 owls tracked during both the breeding and nonbreeding …

Utah has a 10-year history of local conservation planning for sage-grouse populations. The San Juan County Gunnison Sage-Grouse Local Working Group (SWOG) was formed in 1996 and completed a local conservation plan in 2000; the Parker Mountain Adaptive Resource Management Local Working Group (PARM) was established in 1998 and has been a model for sagegrouse conservation planning throughout the state. In July 2006, most of Utah’s 12 adaptive resource management local working groups completed local conservation plans for sage-grouse that address the unique issues affecting their respective areas. Sage-grouse occupy less than 8% of their historic range. To address these declines, the western states and provinces have implemented sage-grouse management plans. These plans identified the need for local working groups (LWGs) to develop and implement conservation plans to address high priority issues. To facilitate LWGs in Utah, the Division of Wildlife Resources entered into a cooperative agreement with Utah State University Extension in 2001 to develop a Utah Community-Based Conservation (CBCP) program. Because sage-grouse occupy diverse landscapes each exhibiting different land ownership patterns, each of the sage-grouse management areas are somewhat unique. Thus, we believe the success of …

Aerial telemetry is commonly used to locate wildlife in remote areas (Gilmer et al. 1981, White and Garrott 1990, Samuel and Fuller 1996). If locations are used to determine home range, habitat use, or similar parameters, error associated with locations must be estimated (Cederlund et al. 1979, Laundre et al. 1987, White and Garrott 1990, Carrel et al. 1997). Typically, aerial locations are subject to 2 sources of error. If the transmitter-equipped animals are not sighted from the aircraft, their ground location must be estimated. This environmental assessment I assessment of effect examines in detail two alternatives: no action and the National Park Service preferred alternative. The preferred alternative considers rehabilitation of the roadway and associated structures on either side of Route 10 (Zion-Mt. Carmel Highway) tunnel. The road work would primarily occur on the east side of the tunnel in a 0.25-mile segment beginning at the east tunnel entrance. To examine how salinity and nutrient supply interact to control phytoplankton community composition, nutrient limitation, and dinitrogen (N2) fixation rates in the Great Salt Lake (Utah, USA), we conducted a series of bioassay experiments with plankton from both Gilbert Bay, where salinities are near 160 g·L–1, and Farmington Bay, where salinities range from 10 to 90 g·L–1. Six-day nutrient addition bioassay experiments showed that the extant phyto plankton communities in both bays were limited by nitrogen (N). However, in 28- to 30-day factorial bioassay experiments in which both salinities and nutrient supply were manipulated, phosphorus stimulated chlorophyll a as much …

The Golden Throne Quadrangle is located within Capitol Reef National Park, south-central Utah. Geologic mapping of this 1:24,000 scale 7.5 minute quadrangle began in 2003 as the National Parks Service desired to have geologic maps at this scale produced within the park. Stratigraphically, ten bedrock formations and ten Quaternary deposits are exposed within the Golden Throne Quadrangle. Geologic formations range in age from Permian to Jurassic. This map contains details not included on previous geologic maps including; the members of the Carmel, Chinle, and Moenkopi Formations. The landscape evolution of the northeastern Uinta Mountains and the manner in which climatic and tectonic forcing have influenced it are not well constrained. Surficial deposits covering ~325 km2 below the glacial termini in the Henrys Fork and ~50 km2 along the Green River in western Browns Park were mapped at 1:24,000 scale to develop a Quaternary stratigraphic framework for the northeastern Uinta Mountains.
The Henrys Fork mapping area spans from late Wisconsinan moraines to Flaming Gorge Reservoir. The Henrys Fork stratigraphy contains 10 mainstem gravels, six piedmont gravels, and landslide deposits. Terraces preserved along the Henrys Fork …

The Bridal Veil Falls Limestone (lowest 400 meters of the Permo-Carboniferous Oquirrh Group) is well exposed on the flanks of Cascade Mountain (Wasatch Front and adjacent mountain ranges) near Provo, Utah. Because of its excellent exposure and location in the heart of the Oquirrh depocenter, this area was selected to develop a sequence stratigraphic framework for Morrowan rocks that may be applied throughout the Oquirrh basin (NW Utah and southern Idaho) as well as the adjacent Ely and Bird Springs troughs. In addition to a loss of potential revenues from Utah's $393 million sport fishing industry, the state expends millions of dollars every year on costs associated with whirling disease mitigation and prevention. A state fish hatchery at Midway, Utah was closed when the shallow unconfined aquifer being used for fish culture by spring discharge was deemed to be contaminated by whirling disease. An alternative water source may exist in a confined aquifer below this contaminated unconfined aquifer.
