State Agency Promising Practice: The Tennessee Employment Consortium (Tec) - A Statewide Collaboration For Change, Jean Winsor, Thinkwork! At The Institute For Community Inclusion At Umass Boston

The Tennessee Employment Consortium (TEC) is a statewide organization focused on increasing the number of Tennesseans in integrated employment. The consortium comprises volunteers from the state’s Division of Mental Retardation Services (DMRS) and Division of Rehabilitation Services (DRS), the Tennessee Council on Developmental Disabilities, the ARC of Tennessee, the Center on Disability and Employment at the University of Tennessee, community rehabilitation providers (CRPs), family members, and other stakeholders. TEC’s ability to organize collaborative activities across state agencies, advocacy organizations, and CRPs has played an important role in increasing integrated employment outcomes.

Beliefs and practices concerning death have changed throughout human history. In pre-modern times, death at a young age was common due to living conditions and medical practices. As medical science has advanced and helped humans live longer, attitudes and responses to death also have changed. In modern Western societies, death is often ignored or feared. Changes in lifestyles and improved medical science have depersonalized death and made it an encroachment on life instead of part of life. This has left many people ill equipped to deal with death when it touches their lives.

The discussion will provide commentary regarding the similarities between different religious beliefs and experiences concerning death, as well as between religious interpretations of near-death experiences.

This E-Book will examine some perspectives on fear, the fears of death, and constructs used to overcome or deal with the fears of death. By examining the literature on fear in general, a framework can be developed to understand how individuals become fearful. In the section, “Fears of Death,” what people fear about death and why they fear it will be discussed.

This monograph presents the results of secondary analysis of the RSA-911 database from the Rehabilitation Services Administration. All successful VR closures for individuals with mental retardation, cerebral palsy, and epilepsy for six data points between 1985 and 1998 were investigated. Trends in competitive labor market and extended employment (sheltered workshops) closures were examined. The use of supported employment in the VR system and its outcomes were also discussed. Findings include increased incidence of competitive labor market closures and supported employment services, with a decrease in extended employment closures.

This project examined research on health, rehabilitation, independent living, and education issues that affect people with disabilities living in Indian Country. The report discusses views and perspectives of American Indialaska Native people with disabilities, tribal leaders, and federal agency representatives identified as productive in meeting the needs of people with disabilities residing in tribal lands. This report also assesses and recommends government-to-government (state to sovereign tribal to U.S. government) improvements in relationships needed for effective coordination across existing federally funded projects/programs. This monograph reports on a study investigating the characteristics of effective state service systems. Findings are based on the experiences of individuals with disabilities who have used a state agency (Vocational Rehabilitation, Department of Mental Retardation, Department of Mental Health, or One Stop Center) to find employment. Interviews were conducted to examine individuals' experiences with employment services including job search, job entry, strategies that facilitated involvement, supports provided, and barriers experienced. Findings indicated five key components to effective service delivery, including agency culture, consumer-directedness, access to resources, quality personnel, and coordinated services. The worth of rehabilitation programs should be measured in terms of their lasting impact on long-term employment. Vocational rehabilitation programs nationally and internationally appear to be falling short of their goal of long-term gainful employment. Competitive employment options for the injured worker appear to have leveled out, the pool of unemployed disabled workers appears to be rising, litigation and adversarial relationships are beginning to dominate the rehabilitation process, and costs of vocational rehabilitation are escalating. Public Law 565 in 1954 affected the placement activities provided for the handicapped by State Employment Security (ES) agencies following vocational rehabilitation services rendered by State Vocational Rehabilitation (DVR) agencies. Problems relating to standardization and uniformity in referral transmittals of handicapped persons between the two agencies would be expected to arise. With effective and sustained employment of clients following placement service a mutual goal of both agencies, it is important that each group should agree to basic psychological, vocational, social, educational and medical referral items and methodology involved.
