In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.

The Department does not recommend having any finer scale zoning of the allocations, or the creation of exclusive recreational fishing areas. …

The proposed effort reduction management package presented in this paper was developed in close co-operation with rock lobster industry to address the short-term sustainability concerns regarding the level of breeding stock in the northern region.

The management package does not address the serious long-term sustainability or socio-economic issues (e.g. cost pressures and related fleet capacity) facing the industry. If the fishery stays with input controls there will need to be regular reviews of the level of exploitation and its impact on the breeding stock. The West Australian Pearling industry is one of Australia's most valuable aquaculture industries, currently generating around $120 - $160 million annually. The majority of pearl shell used to culture pearls come from the pearling beds in the inshore waters near Broome. The fishery for pearl oysters preferentially targets smaller (120mm - 165mm DVM) shell (hereafter defined as 'culture' shell), that are more suitable for culturing of pearls, leaving larger MOP oysters (175mm+) on the pearling grounds. Barramundi nutrition research has been undertaken since 1988. Since that time the requirements for most nutrients, energy demand, ingredient utilisation and the effects of nutrition on flesh quality aspects have all been examined to varying extents.

Optimal protein content of diets has been shown to vary with diet energy density and also the size of fish which are being fed. Most studies have suggested a protein requirement from 45% to 55%. What is a gonad?

"Gonad" is a general term for a reproductive organ, and is used to describe both ovaries and testes. In male and female fish, the gonad is an elongated organ lying along the upper wall of the gut cavity (i.e. running immediately under the vertebral column). The gonad gonad has 2 lobes. Both lobes are attached to the body near the anus and extend forward inside the gut cavity.

A telephone survey of Department of Fisheries' stakeholders was conducted in November 2002 in order to evaluate their perception of the Department's management of commercial and recreational fishing, pearling and aquaculture, and fish and fish habitat protection. The survey also assessed satisfaction with the level of service provided to stakeholders and their involvement in the decision making process.

The sample comprised of 149 interviews - 40 representing the commercial fishing sector, 40 representing the recreational fishing sector, 40 representing fish and fish habitat protection, and 29 representing aquaculture and pearling.

This project has drawn together existing research data relating to natural and human impacts on the Abrolhos Islands marine habitats. It has surveyed current uses of these habitats and placed anthropogenic impacts within the context of natural perturbations. Through public forum presentation and debate, this work has allowed real issues, not perceptions, to surface and be addressed properly. This was achieved by defining a strategic programme of research through a scientific workshop process involving all community stakeholders. A two volume Fisheries Research Report (WA) summarizes current knowledge and details the workshop proceedings and strategic research plan.

Pink snapper are distributed along much of the temperate and tropical coasts of Western Australia from east of Esperance on the south coast to north of Shark Bay on the west (Paulin 1990). The annual value of the pearl oyster fishery off the north coast of Western Australia is in the vicinity of 153 million dollars. Most pearl oyster fishing occurs in the Broome area. This area is managed on a quota system with a total allowable catch of 512,000 shells in 1996, during which 511,716 shells were taken. This required 12,775 hours of dive time at a catch rate of 40 shell per hour.

Pilchards have been the primary target of purse seine fisheries along the south and lower west coasts of WA for nearly 15 years. Western Australia’s pilchard population consists of separate west coast and south coast breeding stocks. The adult pilchards in the south coast stock can, in turn, be further divided into three separate assemblages. These adult assemblages correspond to the purse seine fisheries at Albany, Bremer Bay and Esperance. A survey of recreational boat-based and shore-based fishing in the Peel-Harvey Estuary was conducted between August 1998 and July 1999. During the survey 1,996 interviews were conducted at boat ramps. Of these, 1,136 boats had been crabbing and 136 angling in the estuary (43 were both crabbing and angling). In addition to the interviews at boat ramps, 909 shore-based fishing parties were interviewed.

The survey estimated the total annual boat-based recreational fishing effort as 126,000 fisher days, with 88% of this effort targeting blue swimmer crabs. The total annual shore-based recreational fishing effort was estimated to be 191,000 fisher days, …

A survey of recreational boat-based and shore-based fishing in the Swan-Canning Estuary Basin was conducted between August 1998 and July 1999. During the survey 1,302 interviews were conducted at boat ramps. The majority of these (62%) were not involved in fishing or crabbing activities, with a further 18 per cent fishing in the adjacent ocean. Of the remainder, 139 boats had been crabbing and 154 angling (29 were both crabbing and angling) within the Swan-Canning Estuary Basin. In addition to the interviews at boat ramps, 378 shore-based fishing parties were interviewed.

China and Taiwan are the major producers of cultured abalone; with annual production estimated at 3,500 and 3,000 tonnes respectively. The world production of cultured abalone sold in 1999 was 7,775 tonnes. Australian farm production was still relatively low (89 tonne in 1999) but numerous abalone farms have been proposed and many have been constructed. On a national scale, Tasmania and South Australia are the major states involved in temperate abalone culture; however, new projects have commenced in Victoria and considerable interest exists in New South Wales. The aim of this project was to collate all historical information regarding fishing activities relevant to the Northern Demersal Scalefish Fishery. Three primary sources of information were identified; foreign Taiwanese pair-trawl fishing activities; traditional Indonesian fishing activities; and fishery-independent (CSIRO) survey data.

The Taiwanese pair-trawl fishing catch and effort from 1980 to 1990 was concentrated into two main regions, the Broome area (120°-122°E) and the Holothuria Banks area (124°-126°E) in the north. The majority of trawls were undertaken in the mid-continental shelf region (60-100 m). The total catch of these vessels reached a peak of 4,394 tonnes in 1985. Effort …

During 1995, a study was undertaken to monitor and evaluate the recovery of Swan River black bream stock which had been supplemented with fish produced from a captive-breeding program. Fish were individually tagged and subsequently released into the Swan River. The objectives of the study were (a) to determine both the survival and the growth rate to a size at which hatchery-reared fish could enter the recreational fishery and (b) whether they could then be caught by the recreational fishers. This report summarises the existing studies which have provided information on the biology, population characteristics and exploitation of the blue swimmer crab, Portunus pelagicus, in Western Australia. Gaps in the existing knowledge are also highlighted to assist in targeting new research initiatives. Portunus pelagicus matures at about one year and in temperate regions females mate only once a year. This is because mature crabs moult only once a year. It appears from studies to date that Western Australian crabs are one genetic population. This is being further investigated.
