Gill nets have been used in coastal marine and estuarine waters of Western Australia to take fish for sale and/or domestic consumption since the State was first settled. However, over recent years, as the usage of these coastal waters has continued to increase, and the competition for fish resources becomes more intense, fishing methods, such as unattended gill nets that are indiscriminate with respect to target species, and generally ,wasteful of resources have become less tolerated by the general community.

The Offshore Constitutional Settlement OCS is a legal arrangement between the Commonwealth and State Governments, and defines control over the fisheries which operate off each State of Australia. For the Western Australian coast, the first set of arrangements took effect in 1987. The OCS of 1995 specifies five arrangements, under which the fisheries inside the 200 nautical mile approximately 370 km limit of the Australian Fishing Zone AFZ come under either State, Commonwealth, or joint control.

In June 1995, a self-completion survey of fishermen in the rock lobster fishery was sent out by The Marketing Centre to 589 licensees. A total of 206 valid responses were received. The questionnaire was fairly long and dealt with a number of complex issues. As such, this response rate of 36.0% compares favorably with the average for postal surveys of around 40.0%. The following represents the main findings from the survey.

Systematics and parasite biodiversity provide power and predictability in broad studies of history, ecology and biogeography in marine systems. Parasitic helminths are elegant markers of contemporary and historical ecological relationships, geographic distribution and host-phylogeny. Complex life cycles of helminths are strongly correlated with intricate food-webs. Dependence on a series of intermediate, paratenic, and definitive hosts indicates that each parasite species represents an array of organisms within a community and tracks broadly and predictably across many trophic levels. Host and geographic ranges of parasites are historically constrained by genealogical and ecological associations, and these determinents interact resulting in characteristic parasite community …

For the 1993/94 western rock lobster fishing season several new management strategies were introduced. The objective of the changes to the management package was to protect the rock lobster fishery. It was also to provide sufficient breeding stock to ensure viability of the industry. The most significant new measure was a temporary (two seasons) 18 percent pot reduction. Other changes were also made. There were considered sound reasons for reviewing and changing the previous management package. Despite this, some fishermen were critical of the new management package, and claimed that it unfairly disadvantaged smaller operators. Against this background, the Department …

The purpose of this management plan is to regulate fishing for rock lobsters (Family Palimuridae) in waters off the west coast of Western Australia such that the breeding stock of rock lobsters is maintained at a level known to have generated adequate recruitment of young lobsters in the past. This paper was originally prepared for the first National Fisheries Managers Conference in 1993. It is now updated and includes the current bag and size limits from around Australia as at 1 July, 1995. It is fairly obvious from this paper that there is a need for more cooperation between the states, particularly for species which have wide distributions. However, regional solutions can be a good approach for specific management needs, while general rules can be made more consistent in a number of cases.

At the Annual Management Meeting of the Shark Bay Snapper Limited Entry Fishery held on 22 July 1994 industry put forward a proposal that supplementary and non-transferable quota that was "lost" to the fishery when a licence holding non-transferable quota was transferred should be retained by the Fisheries Department and leased back to licence holders on an annual basis. This paper discusses aspects of aquaculture development in countries visited during an international study tour, with particular reference to implications for the developing aquaculture industry in Western Australia.

The reasons for aquaculture development, including protein production, employment, fisheries enhancement, tradition/religion, conservation and revenue are discussed from an international perspective, along with case histories and models of development undertaken outside Australia.

Historical Biogeography And Modes Of Speciation Across High-Latitude Seas Of The Holarctic: Concepts For Host-Parasite Coevolution Among The Phocini (Phocidae) And Tetrabothriidae (Eucestoda), Eric P. Hoberg

Species of Anophryocephalus are host-specific parasites of pinnipeds in the Holarctic. Phylogenetic analysis of 7 species postulates A. anophrys as the basal taxon and A. inuitorum as basal to A. skrjabini; A. arcticensis is basal to A. nunivakensis and A. eumetopii + A. ochotensis (single tree; consistency index = 74.4%; homoplasy slope ratio = 36.45%). Evaluation of host and geographic distributions postulates ringed seals of the Atlantic-Arctic as ancestral hosts, and the Arctic basin as a paraphyletic area with respect to the North Pacific. Cospeciation within this assemblage was dependent on intense isolation of small effective populations of definitive hosts …

Anophryocephalus inuitorum sp. nov. and A. arcticensis sp. nov. are described from ringed seals (Phoca hispida hispida) in the eastern Canadian Arctic; the latter species is also reported from harp seals (Phoca groenlandica) in the Gulf of St. Lawrence. Anophryocephalus inuitorum is most similar to A. skrjabini, but can be distinguished by fewer testes (14-27) and smaller dimensions of the strobila, neck (3.0-5.9 mm long), and cirrus sac (31-70 μm long), diameter of the genital atrium (44 -68 pm), and length of the male canal (23-42 μm long). Anophyrocephulus arcticensis resembles A. nunivakensis in the …

The failures of past restrictions on fishing effort to fully halt the decline of the breeding stock led to the formation of a sub-committee of the Rock Lobster Industry Advisory Committee. The prime objective of the sub-committee is to evaluate effective long term strategies for managing the fishery so that breeding stock is maintained at an adequate level despite the inevitable increases in catching efficiency. The purpose of this report is firstly to advise industry of the management proposals for the 1994/95 seasons and secondly to form a basis for industry consultation on management arrangements for the 1995/96 season.
