The Malheur National Forest is located in the Blue Mountains on Oregon’s eastern side, the portion of the state that lies east of the Cascade Crest. In the mid 1990s, researchers and land managers conceived a suite of experiments to explore the effects of prescribed fi re on forest health. The studies were designed to coincide with prescribed burns conducted by the USDA Forest Service. The experiments took place in the Emigrant Creek Ranger District, a remote area dominated by ponderosa pine. The massive Cedar and Otay fires of 2003 in southern California offered researchers an unexpected opportunity to examine the effects of fi re on mammal communities. Jay Diffendorfer and his colleagues had already been sampling small mammal communities at the Rancho Jamul Ecological Reserve where the Otay fi re broke out. There the researchers could see the difference in small mammal communities, pre- and postfire and the impacts of postfire, exotic grass invasion. In Alaska, the unusually warm, dry summer of 2004 brought wildfires that burned a record setting 6.7 million acres, mostly in the flammable black spruce forests of the interior. Less fl ammable deciduous tree species were known to sometimes replace black spruce in areas where fire was severe enough to burn away the organic layer. Based on study of the 2004 fires, researchers developed methods for measuring the depth of pre-fi re organic layers, and predicting patterns of post-fire regeneration and future forest flammability. The Fire Emissions Production Simulator (FEPS) is an open source, user—friendly computer program designed for a wide range of users. The software manages data about consumption, emissions, and heat release characteristics of wildland fires and prescribed burns on an hourly basis. Forest managers have a standard set of tools they use to reduce fire hazard: mechanical thinning, brush clearing, mechanical treatment of slash (small woody debris), prescribed fire, and various combinations and timings of the use of these tools. Although these tools are widely used, the science is sketchy on the benefits and tradeoffs of the different treatments. In response, the national Fire and Fire Surrogates Study (FFS) set up a national network of research sites to study the effects of fire “surrogates,” such as mechanical thinning, mechanical slash treatments, and prescribed fire on forests. Historically, frequent low-intensity, dormant-season fire shaped the landscape across a variety of forests in the United States, from eastern hardwood and hardwood/conifer mixtures to western coniferous forests. Decades of fire exclusion have resulted in heavy fuel loads and increased threat of severe wildfire compared to historic conditions in most forest types and also resulted in changes in forest composition compared to historic conditions. The Fire and Fire Surrogates Study (FFS) is the first to apply a standard experimental design to compare thinning, thinning followed by prescribed fire, and prescribed fire alone across a wide spectrum of ecological and economic variables. …

This synthesis provides an overview of hazardous fuels management in loblolly pine (Pinus taeda) forests, as well as a reference guide on prescribed burning and alternative fuel management treatments. Available information is presented on treatment feasibility, approximate costs, and effects on soil, water quality, and wildlife. The objectives of fuel management in loblolly pine forests are to reduce the density of some targeted plant vegetation and change the structural condition of the forest, or both. Interest in woody biomass from forests has increased because of rising fossil fuel costs, concerns about greenhouse gas emissions from fossil fuels, and the threat of catastrophic wildfires. However, getting woody biomass from the forest to the consumer presents economic and logistical challenges. Woody biomass is the lowest-value material removed from the forest, usually logging slash, small-diameter trees, tops, limbs, or trees that can not be sold as timber. Live fuels are a key component to the wildland fuel complex but little is know about their contribution to fire danger or fire behavior. This review attempts to quantify our current understanding of the role that live fuels play in combustion and how those characteristics are quantified into prediction systems that fire managers use to assess fire danger or fire behavior as well as how live fuel parameters for those systems are measured. This project was conducted in response to the need identified under Task 1 (RFP 2005-4)—extension of technology transfer activities beyond the conclusion of successfully completed JFSP funded projects or other applicable wildland fire research. Development of the BehavePlus fire modeling system and the FlamMap fire behavior analysis and mapping system and supporting technology transfer material was funded in part under JFSP project #98-1-8-02. After successful completion of that project, development of those systems and supporting material continued under other funding. This project delivers up-to-date, science-based information about species nominated by wildland managers for revision in or addition to the Fire Effects Information System (FEIS). FEIS now provides 1,081 literature reviews covering 1,139 taxa. This JFSP task has supported the rewriting of 9% of FEIS reviews, addition of reviews that increase FEIS content by 9%, and small updates to 25% of the database. Each FEIS species review addresses the basic biology of the species, fire regimes, fire's role in the life history and persistence of the species, competition and successional patterns, and issues regarding fuel management, prescribed fire, and postfire rehabilitation. …

As wildfires becomes an increasingly important issue affecting our nation’s landscapes, fire managers must quickly assess possible adverse fire effects to efficiently allocate resources for rehabilitation or remediation. While burn severity maps derived from satellite imagery can provide a landscape view of relative fire impacts, fire effects simulation models can also provide spatial fire severity estimates along with the biotic context in which to interpret severity. We developed 3-year post-fire mortality models for 12 western conifer species by pooling data collected from multiple fire-injury studies. Models were developed for white fir, red fir, subalpine fir, incense cedar, western larch, lodgepole pine, whitebark pine, ponderosa pine, Jeffrey pine, sugar pine, Engelmann spruce, and Douglas-fir. Two sets of models were created, one for use in pre-fire planning where only crown injury and DBH were potential variables, and a second, optimal model for use in post-fire planning that used all significant variables. The first clear indication that unnaturally dense forest conditions existed in ponderosa pine – Douglas-fir forests of the Colorado Front Range was the Buffalo Creek Fire, a large, catastrophic wildfire that burned in 1996. Ongoing research in the Front Range indicated that the Buffalo Creek Fire likely would have burned very differently under pre-settlement forest conditions; early photographs and written descriptions, as well as fire history and stand reconstruction data, all suggested that historically these forests were characterized by a matrix of low-density forests and shrubland or grassland openings that was created and maintained by a mixed-severity fire regime. Forest managers have begun to restore ecosystem structure and function in fire-prone ecosystems that have experienced fire exclusion, commodity based resource extraction, and extensive grazing during much of the 20th century. Mechanical thinning and prescribed burning are the primary tools for thinning dense stands and restoring pre-settlement forest structure, reducing the likelihood of devastating crown fires. Mechanical thinning can be costly when trees are nonmerchantable and prescribed burning can be risky unless fuel loadings are first reduced. Furthermore, stands that remain dense after commercial thinning can produce undesirable wildland fire- or even prescribed fire- effects on vegetation and soils. Land …

Post-fire slope stabilization treatments are often prescribed for severely burned areas of a wildfire, through burned area emergency response (BAER), to reduce erosion, maintain soil productivity, protect water quality, and reduce risks to human life and property. Prescribed slope stabilization treatments can include seeding of cereal grains or grasses, fertilization, mulching, and installation of physical barriers across slope contours (e.g., contour-felled logs and straw wattles). Seeding and fertilization treatments have been proposed following several high severity wildfires in the Pacific Northwest. Effects of postfire management are becoming more important as wildfire frequency, extent and severity appear to be increasing. Researchers set out to measure the effects of postfire salvage logging on fuel loads, vegetation, and wildlife communities in the Klamath-Siskiyou region of the Pacific Northwest. Natural recovery processes revealed some important findings that provide viable options for managers whose objectives include regenerating forests, sustaining natural processes, and maintaining landscape biodiversity. The researchers found that the mixed-severity fire regime of the region, which includes patches of repeated severe fire, supports abundant, natural postfire conifer regeneration and regionally significant biodiversity. Northern spotted owls are known to spend time in areas burned by wildfire, but there has been little scientifi c investigation of how and why they use these landscapes. A trio of wildfi res in southwestern Oregon during the summers of 2001 and 2002 burned through dozens of documented spotted owl territories, providing a rare opportunity to study many important aspects of how these raptors respond to wildfi re in dry forest ecosystems. Strong scientific evidence has long been needed on the effectiveness of fuel treatments when subsequent wildfires encounter treated areas. This project studied what happened when wildfires met fuel treatments, using results from five large wildfires in mixed-conifer forests in the Western United States. The relation between fuel treatment effectiveness and wildfire severity differed by treatment type. Recent treatments (less than 10 years old) that reduced surface fuels were generally effective, whether or not thinning had been done first. Combination treatments, with thinning followed by slash disposal, showed the most impressive results, and in fact the effectiveness of combination treatments increased …

We have synthesized existing knowledge from the peer-reviewed literature and administrative studies and acquired local knowledge through a series of discussions with fuels treatment practitioners. We describe specific treatments, the circumstances under which they can be applied, and treatment effects. We provide recommendations related to where, how, and how often fuels treatments may be prescribed to achieve desired outcomes. Desired outcomes address social, political, economic, and ecological factors.

Predictions of smoke impacts on communities and ecosystems are currently being made by the BlueSky smoke forecast system; providing real-time predictions of surface smoke concentrations from prescribed fire, wildfire, and agricultural burn activities. Currently operational in the Pacific Northwest, BlueSky has already a demonstrated success regarding what inter-agency collaboration can accomplish. A critical component of BlueSky that needed to be addressed was the development of an automated verification system to evaluate predicted impacts from smoke on communities and ecosystems. Previous studies of wildland fire potential under a perturbed climate have focused on potential changes in near-surface atmospheric parameters (e.g., temperature, humidity, and precipitation) and vegetation changes. However, above-ground atmospheric conditions, such as atmospheric stability, also play a critical role in fire behavior, especially for larger fires. This study employed the widely-used Haines Index as a measure of above-ground conditions relevant to wildland fire and investigated the potential changes in the Haines Index over the next 100 years. Most wildfire education programs have relied primarily on homeowner information and education. This project focuses on the role of business professionals who are often hired to design, build, maintain or mitigate the home and surrounding landscape or who otherwise advise homeowners and affect their decisions. Such professionals include architects, builders, insurance agents, landscape architects and contractors, planners, media, real estate professionals and others. The findings of this project were three-fold.
