Protecting water quality is essential to preserve the many beneficial uses of western water resources. This conference addresses the dominant federal requirements in the Clean Water Act, including the important major revisions enacted by Congress in 1987, with special attention to western problems regarding nonpoint source pollution. Developments in groundwater quality regulation are considered, as are selected issues concerning the implications of state and federal water quality regulation for the traditional exercise of water rights.

A computer program for estimating per acre yield for loblolly and slash pine plantations In East Texas ls presented. The interactive program, DIAYLDSUR. is written in FORTRAN and ls resigned to run on a main-frame computer. An option in DIAYLDSUR allows the user to Impose mortality rates on the pine plantations for both fusiform rust infected tree stems and disease- free stems.

Information from five surveys of slash pine ( Pinus ellioitti Engelm. ) and loblolly ( Pinus taeda L. ) pine plantations in East Texas between 1969 and 1987 indicated that infection rates for fusiform rust ( Cranatlium quercuum (Berle) Miyabe ex Shirai f. sp. fusiforme) have increased to about 50~ for slash pine and are continuing to increase for loblolly pine to current levels of 10- I 5:t.

Douglas-fir beetle brood production was studied on Douglas-fir (Pseudotsuga menziesii [Mirb.] Franco) trees defoliated by the western spruce budworm between 1983 and 1985. Tallies were made of the number of attacks, total length and number of egg galleries, number of eggs deposited, number of larval tunnels, number of pupal chambers, and number of emerging beetles (per female and per unit area). Data analysis showed no significant differences among the three years studied. The number of emerging beetles per female parent was 0.59, and emergence per 90 cm2 was 2.32 beetles. Lodgepole pine stands were thinned in the Shoshone National Forest of northwestern Wyoming in 1979 and 1980 using different forms of partial cutting. Average losses of trees 5 inches diameter at breast height and larger to mountain pine beetles during the 5 years following thinning ranged from less than 1 percent in spaced thinnings to 7.4 percent in the 12-inch diameter limit cut, compared to 26.5 percent in check stands. Residual trees increased radial growth significantly, but change in growth efficiency is slow. Regeneration 5 years after thinning ranged between 1,160 and 3,560 seedlings per acre, with pine being favored …

Timber harvesting and transport are crucial components of the cost of delivered wood to forest products processing facilities. In fact, harvesting and delivering wood often costs more than the entire costs of growing wood until harvest. As such, timber harvesting research and development are important. Additionally, research in this area is worthwhile because efficiency gains, cost improvements, and environmental benefits due to timber harvesting research can be realized in a very short time period, rather than the decades-long wait required for research investments in timber growing.

The forests of Taiwan vary from lush subtropical vegetation to subalpine coniferous associations. Topography is exceedingly rugged, and stands border on the verge of silvicultural inoperability. In the 1950s and 1960s, the wood products industry in the Republic of China was of paramount importance; the production of high-quality sawtimber from old-growth cypress (Cupressaceae) stands provided the financial capital that built one of the most prosperous national economies in the modern world. Wildfire statistics for Arkansas Forestry Commission District I in southeastern Arkansas were analyzed for the period 1 984 through 1987. A mean of 313 fires and 1103 hectares burned annually during the study period. Most (87%) of the land burned was forested. The greatest number (90%) of wildfires occurred when fire-danger was moderate to high. Most fires were started (90%) and detected (51%) by local residents. Arson was responsible for the majority of fires (68%) and hectares burned (65%). A disproportionately high number (43%) of the incendiary fires occurred in Ashley County. Mean fire size was smaller in this county. …

Demand for forest products continues to rise. Arkansas provides about 4% of the U.S. total forest production and about 12% of the south central region production. Questions exist about the ability of current forest resources to completely meet anticipated future demand. In 1985, the U.S. Forest Service and the Arkansas Timber Study Committee began to analyze the existing forest base to determine whether future demand could be met from the current forest, or if not, what management changes were needed to help meet future demand. In 1985, Arkansas forests covered approximately 48% of the total land area of the state. …
