The FLAME Act of 2009 requires the U.S. Department of Agriculture Forest Service and the U.S. Department of Interior to submit to Congress a Cohesive Wildfire Management Strategy. In this report, we explore the general science available for a risk-based approach to fire and fuels management and suggest analyses that may be applied at multiple scales to inform decisionmaking and tradeoff analysis. We discuss scientific strengths and limitations of wildfire risk assessment frameworks, including the benefit of broad scalability as demonstrated by four recent case studies. We further highlight the role of comparative risk assessment, which extends the analysis to …

Both field transects and imagery grid plots were analyzed with the goal of creating a community classification map for the mangrove forest of Parque Nacional Lagunas de Chacahua. In total, data was collected in 49 sites throughout the park, recording measures such as DBH, basal area, estimated dominance, frequency, cover and relative dominance. Requirements for describing coniferous forests are changing in response to wildfire concerns, bio-energy needs, and climate change interests. At the same time, technology advancements are transforming how forest properties can be measured. Terrestrial Laser Scanning (TLS) is yielding promising results for measuring tree biomass parameters that, historically, have required costly destructive sampling and resulted in small sample sizes. Here we investigate whether TLS intensity data can be used to distinguish foliage and small branches (less than or equal to 0.635 cm diameter; coincident with the one-hour timelag fuel size class) from larger branchwood (>0.635 cm) in Douglas-fir (Pseudotsuga …

The best available science is of little use if it gathers dust on the shelves of library stacks or is deeply embedded on an obscure website. A key part of the Joint Fire Science Program (JFSP) mission is to ensure research on wildland fire science is readily available to practitioners in a useful format so it can help support sound management decisions. Development of appropriate management strategies for escaped wildland fires is complex. Fire managers need the ability to identify, in real time, the likelihood that wildfire will affect valuable developed and natural resources (e.g., private structures, public infrastructure, and natural and cultural resources). These determinations help guide where and when aggressive suppression is required to protect values and when fire may be allowed to burn to enhance ecosystem conditions. This article describes the primary components of the Wildland Fire Decision Support System (WFDSS), a geospatial decision support system developed by the US Forest Service. The assessment team was made up of a diverse group - eight undergraduate PSU students, two graduate teaching assistants and one instructor - representing all ages, interests and fields of study. However, one thing everyone had in common was an interest in learning about collaboration and how it might be used to improve the state of Oregon, the nation and even the world. The hispid cotton rat (Sigmodon hispidus) is a common field rodent throughout the southeastern US, where volunteer loblolly pine trees (Pinus taeda) invade open space and begin the process of ecological succession from field to pine forest. Recent analysis of the diet of S. hispidus indicates that loblolly pine bark is stripped and eaten during the winter months. In this study, we explored the extent of rodent girdling on a 1.23 ha grid in a successional pine forest in southeastern Virginia. Since the majority of oak woodlands are currently under private management, it is important to educate landowners about the importance and value of preserving this unique type of forest, especially in California. The study region takes place in Varian Ranch, Arroyo Grande, California. This project aims to promote the health of rangeland oaks with a three-pronged approach: regeneration, rehabilitation, and conservation. Common issues associated with the decline of oaks include, but are not limited to, invasive/exotic plant species, changes in land use, overgrazing, and soil compaction. Species distribution model (SDM) projections under future climate scenarios are increasingly being used to inform resource management and conservation strategies. A critical assumption for projecting climate change responses is that SDMs are transferable through time, an assumption that is largely untested because investigators often lack temporally independent data for assessing transferability. Further, understanding how the ecology of species influences temporal transferability is critical yet almost wholly lacking. This raises two questions. (1) Are SDM projections transferable in time? (2) Does temporal transferability relate to species ecological traits? To address these questions we developed SDMs for 133 vascular plant species using …

Even before firefighters have left a burn site, a second wave of specialists is deployed. Their task: to assess the burn site; determine the level of risk to life, property, and ecological resources; and determine quickly the most effective postfire treatments for emergency stabilization and initial rehabilitation of the site. For the past 13 years, the Joint Fire Science Program (JFSP) has funded research on this critical phase of work, which often goes unnoticed after the fire is out.
