Fuel Dynamics In Southern Pine Beetle-Killed Stands And Their Implication To Fire Behavior, Jennifer Evans

The increase in both southern pine beetle (SPB) (Dendroctonus frontalis Zimm) outbreak and wildfire occurrence in recent decades has resulted in a growing concern regarding possible interactions. Few studies have quantified fuel characteristics of SPB-killed stands, and none has studied the dynamics of this fuel complex over time. Moreover, how changes in these fuels affect fire behavior remains unknown. To address this lack of empirical data, field measurements and modeling were combined to study fuel dynamics and potential fire behavior within control and post-outbreak loblolly pine-dominated forest stands across a chronosequence ranging from 0 to 8 years since outbreak. This state-of-knowledge review provides a synthesis of the effects of fire on cultural resources, which can be used by fire managers, cultural resource (CR) specialists, and archaeologists to more effectively manage wildland vegetation, fuels, and fire. Research activities focused on estimating the direct emissions of carbon from wildland fires across North America are reviewed as part of the North American Carbon Program disturbance synthesis. A comparison of methods to estimate the loss of carbon from the terrestrial biosphere to the atmosphere from wildland fires is presented. Published studies on emissions from recent and historic time periods and five specific cases are summarized, and new emissions estimates are made using contemporary methods for a set of specific fire events. Results from as many as six terrestrial models are compared. We find that methods generally produce similar results …

As the incidence of devastating fires rises, managing the risk posed by these fires has become critical. This report provides important information to examine the ways that different groups or disaster subcultures develop the mentalities or perceived realities that affect their views and responses concerning risk and disaster preparedness. Fire risk beliefs and attitudes of individuals and groups from four geographic areas in the Southwest (U.S. Department of Agriculture, Forest Service, Region 3, Arizona and New Mexico) surrounding the Kaibab, Tonto, Santa Fe, and Lincoln National Forests are presented. We synthesized post-fire road treatment information to assist BAER specialists in making road rehabilitation decisions. We developed a questionnaire; conducted 30 interviews of BAER team engineers and hydrologists; acquired and analyzed gray literature and other relevant publications; and reviewed road rehabilitation procedures and analysis tools. Post-fire road treatments are implemented if the values at risk warrant the treatment and based on regional characteristics, including the timing of first damaging storm and window of implementation. Post-fire peak flow estimation is important when selecting road treatments. Interview results indicate that USGS methods are used for larger watersheds (>5 mi2) …

There is a significant gap between the acceptability of management practices in theory and the confidence that citizens have in land managers' abilities to use those practices safely and effectively. But since most citizens are willing to accept the use of multiple practices on a small scale, opportunities exist for land managers to build citizens’ confidence in their activities while gradually reducing the risk of wildfire to the Great Basin’s most susceptible communities.

The objective of this paper is to present recommendations for fuels treatments in ponderosa pine forests in the Southwest, Colorado Front Range, and Black Hills of South Dakota. We have synthesized existing knowledge from the peer-reviewed literature and administrative studies and acquired local knowledge through a series of discussions with fuels treatment practitioners. We describe specific treatments, the circumstances under which they can be applied, and treatment effects. We provide recommendations related to where, how, and how often fuels treatments may be prescribed to achieve desired outcomes. Desired outcomes address social, political, economic, and ecological factors.

Wildland fires can cause shifts in understory species composition and production. Many studies have examined short-term changes in understory vegetation following a wildfire; however, very few long term studies are available. The objective of this study was to examine changes in understory (herb and shrub) species composition and production since the 1972 Rattle Burn wildfire on the Coconino National Forest near Flagstaff, Arizona. The impetus for this research was the increasing threat of catastrophic wildfires resulting from the accumulation of fuels across the West. Guided by the priorities, goals, and guiding principles outlined by the national fire plan (NFP), the objective was to identify those areas within a pinyon-juniper woodland-dominated landscape with the highest hazard of catastrophic wildfire. The intent was to help managers prioritize proactive fuels management efforts outside of the wildland urban interface (WUI). Decay and fire play interactive roles in recycling wood and other organic materials in forest ecosystems, and contribute to the development of high quality soils in the Northern Rocky Mountains. Decayed wood, charcoal, and other decomposed organic matter are the principal media for ectomycorrhizal and nonsymbiotic nitrogen fixing microbes. The activities of these microbes are critical to the growth of forest trees. The balance between decay and fire, as it affects the amount, distribution, and type of organic matter, controls the ability of forest soils to support the growth of trees.
