In the face of numerous proposals for privatizing, marketing, and changing the management of public lands, the Natural Resources Law Center will hold its third annual fall public lands conference October 11-13, at the CU School of Law in Boulder.

A panel of public land users and neighbors, including timber, grazing, mining, recreation, and environmental interests, will address current discontent with public land policy and management. There will also be discussion …

Several species of Licuala occur in the Merimbun area of Tutong district, Brunei Darussalam. One kind of Licuala, called benjiru by the local Dusun population, is often collected for sale as a vegetable. While Licuala is not generally considered an important economic plant, overharvesting in the Merimbun area suggests that conservation measures may be needed to protect it from local extinction. Besides benjiru, other kinds of Licuala recognized by the Dusun are called silad and ukang. The three kinds of Licuala do not have one overall name in the Dusun language, but constitute a covert category at the "intermediate" ethnobotanical …

Shifting policy objectives and management approaches for the public lands of the West are provoking heated debate about how these decisions should be made and implemented. Curricula in the natural resource professions are placing increased emphasis on course work dealing with the larger philosophical and value-related questions surrounding resource management. This development presents a challenge to instructors, particularly in terms of encouraging active student involvement in such courses. The use of tournament debate format provides one useful means for fostering such involvement while also aiding in the development of oral communication skills. The authors' experience with the use of debate suggests that certain modifications to traditional debate format aid in its successful classroom use.

This thesis examined how cross-country skiers perceive and prepare for winter hazards. A self-completion questionnaire was administered to cross-country skiers in northern Utah. The questions on the questionnaire were designed to explore the relationships that affect how skiers perceive and prepare for winter hazards. Additionally, the situation where skiers put themselves at risk due to lack of information as opposed to skiers placing themselves at risk through the desire to confront nature's dangers was explored. Variables that were contained in these relationships were correlated and the degree of correlation was measured.

Distributive Effects Of Forest Service Attempts To Maintain Community Stability, Steven E. Daniels, William F. Hyde, David N. Wear

Community stability is an objective of USDA Forest Service timber sales. This paper examines that objective, and the success the Forest Service can have in attaining it, through its intended maintenance of a constant volume timber harvest schedule. We apply a three-factor, two-sector modified general equilibrium model with empirical evidence from the timber-based counties of western Montana. Departure from a market responsive timber policy can have positive impacts on the wood products sector, but the net effects on the local community are very small. The costs to the public treasury of pursuing such a policy dwarf these small community benefits.

Landowner Reports Of Deer Hunter Damage In Arkansas, Richard A. Kluender, T. Bentley Wigley Jr.

Damage to property from deer hunters, though usually not discovered immediately, is a problem for many Arkansans. A questionnaire survey was mailed to 3,773 rural landowners in Arkansas to determine the type and cost of damage suffered from hunters. Thirty-five percent reported minor problems, and 15% reported severe damage from hunters. The most common problems caused by hunters were fence cutting (33%), severe littering (16%), road damage (13%), crop damage (10%), cattle shot (8%), gates left open (6%), and trespassing (6%). Eighty-three (5%) of the landowners reported damage costs of $500 or more; one sustained a $15,000 loss. Total state-wide …

A hunger fast, dubbed Fast Action, was staged in front of the Japanese Consulate General in Honolulu on July 20 to protest the destruction of the most ancient and biologically diverse ecosystem on Earth. Organized by Hawai'i Earth First! and the O'ahu Rainforest Action Group, Fast Action was designed to alert people to the destruction of tropical rainforests in Sarawak, Malaysia. Protesters demanded on immediate moratorium on the cutting of rainforests in,which the Penan and other-native peoples live.

Questionnaires which assessed attitudes toward wilderness policies and behavioral norms were distributed to individuals at the Irish Wilderness, in the surrounding communities, and to conservation groups. Questions were designed to describe general wilderness policies and also those policies specific to the Irish Wilderness. The Irish Wilderness, located in southeastern Missouri, was designated as a national wilderness area in 1984. Prior to this 1986 study, no previous studies had been conducted in the area to describe visitor characteristics and attitudes toward wilderness management policies. Three dates of Landsat digital data were classified and then analyzed using a geographic information system (GIS). The intent of this study was to determine if differences in burn severity relate to later vegetative cover within a northern pines forest. The May 5, 1980, Mack Lake Fire in the Huron National Forest, Michigan, was selected as the study site for this research. This wildfire burned over 9000 hectares of jack pine, red pine, and mixed deciduous forest within a six-hour period. Landsat MSS data from June 1973 and TM data from October 1982 were classified using an unsupervised approach to …
