The Department of Fisheries (Department) is proposing a new simplified management approach which focuses on fishing as the core criteria in the new licensing framework. Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. The Department is of the view that these activities can be adequately managed by regulations that have broader application across the community.

Habitat enhancement structures range widely in design. They generally aim to enhance fish habitat by providing a structure for fish and other aquatic life to colonise and potentially lead to an increase in their biological production.

The primary function of an artificial reef is to provide additional structure and habitat to support an increased production of fish ad other aquatic organisms.

Following the setting of a 40 tonne Total Allowable Recreational Catch (TARC) for the Perth recreational abalone fishery, a working group was formed to examine future management options.

The Metropolitan Roe’s Abalone Recreational Fishery Working Group (“the Working Group”) examined historical management, key principles, amenity of fishing, bag limits, license numbers, season length and timing of the season to assist its deliberations. A questionnaire was also sent out to 1,000 abalone recreational licence holders, with 20 per cent of licensees providing a detailed response.

In its discussion paper (Fisheries Management Paper No.198), which was widely distributed and publicised, the Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) of the Recreational Fishing Advisory Committee (RFAC) put forward a range of proposals for community discussion. These proposals were developed after an assessment of historic catch information and the consideration of scientific advice. The proposals also took into account the outcomes and recommendations of the previous review of the recreational marron fishery that was undertaken in 2002. The review of the Recreational Marron Fishery is now complete and I would like to thank all members of the RFAC Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) for their efforts in what has been a challenging task. I would also like to thank those members of the community who made submissions on the draft discussion paper. After careful consideration of the Recreational Freshwater Fisheries Stakeholder Sub-Committee’s recommendations and the wide range of issues raised in submissions, I have made my decisions in respect to the future management arrangements for recreational marron fishing.

While some of the factors threatening the future of the marron fishery can be managed via traditional fisheries controls, many fall outside of the Department of Fisheries’ jurisdiction and require a ‘whole of Government’ approach to management. To help ensure a quality future for the recreational marron fishery, the Recreational Freshwater Fisheries Stakeholder Sub-committee (RFFSS) has now developed a set of draft management proposals designed to form the basis of a five-year management plan for the fishery.

Fishing activity on the Cocos is essentially unmanaged at present and there has been some condern by the local community that a number of species, such as coral trout, have declined in numbers over the last decade. This report is the first in a series of Integrated Fisheries Management (IFM) reports required under the 2004 Government Policy on IFM. Under this policy, the Executive Director of Fisheries is required to approve a sustainability report for each fishery, which includes a clear statement on the harvest level. The Department of Fisheries has prepared this draft aquaculture plan for Shark Bay to provide an agreed framework for future management of aquaculture. The final plan will assist prospective aquaculturists in preparing proposals and will guide the Department of Fisheries in the decision making process for aquaculture licence and lease applications. The plan identifies constraints to aquaculture development and areas where aquaculture may occur. It also identifies species that may be used for aquaculture development. Implementation of this plan will ensure that aquaculture can occur in a sustainable manner, while retaining the unique features of Shark Bay.

About 40 boats in Western Australia gain some of their income from taking recreational fishing parties out on charter. Half of these charter boats are also licensed commercial fishing boats. There are few Fisheries Department controls over charter boat fishing at present. The number of marron that may be caught each year without seriously jeopardising the long term future of fishery is limited. The situation deteriorated still further after another winter of low rainfall in 1987 and as the 1987-88 summer drew closer it became doubtful whether the State's marron stocks could withstand another season of hard fishing pressure. Thus, it was considered necessary to ban all fishing for marron during the 1987-88 season.
