Harvest strategies establish the decision rules that determine the appropriate harvest levels for all sectors to meet the ecological, economic and social objectives established for a resource. The development and implementation of formal harvest strategies is considered sound practice in contemporary fisheries management. A number of recent legislative (new Aquatic Resources Management Act, ARMA) and policy (Marine Stewardship Council, MSC) initiatives require the development of formal harvest strategies for the key aquatic resources in Western Australia (WA).

The objectives of ESD are reflected in the objects of the Fish Resources Management Act 1994 (FRMA), Section 3, and the draft Aquatic Resources Management Bill 2013 (ARMB), Clause 9, which will replace the FRMA once enacted.

Bycatch is described as the part of the catch which is returned to the sea (usually referred to as non-retained or discarded) either because it has no commercial value or because legislative requirements preclude it being retained. Thus, this Bycatch Action Plan (BAP) includes unmarketable finfish and invertebrate species, along with endangered, threatened and protected (ETP) species, such as marine mammals, reptiles and some elasmobranchs.

This fishery-specific harvest strategy has been developed in line with the Department of Fisheries' (Department) over-arching Harvest Strategy Policy for Aquatic Resources (Department of Fisheries in prep.) and in consultation with licensees. The broad scope of the Harvest Strategy Policy for Aquatic Resources is consistent with the National Harvest Strategy Guidelines but as well as considering all retained target species, it also incorporates retained non-target species, bycatch' and other ecological components to ensure the risks to these elements are managed effectively.

Integrated Fisheries Management (IFM) is an initiative aimed at addressing the issue of how fish resources in WesternAustralia can be best shared between competing users within the broad context of “Ecologically Sustainable Development”, or ESD, so that they can be managed on a sustainable basis.

The Minister for Fisheries established the Integrated Fisheries Management Allocation Advisory Committee (the Allocation Committee), under Section 42 of the Fish Resources Management Act 1994 (FRMA), in 2004 to investigate IFM resource allocation issues and make recommendations to him on optimal resource use.

The practice of releasing hatchery-reared fish into existing populations to augment fishing (stock enhancement) or restore depleted spawning biomass (restocking) has occurred around the world for decades with varying degrees of success. The underpinning concept is to produce and release fish into wild populations to increase their abundance, catch rates and/or fishery yields

If restocking and stock enhancement activities are to be successful, they should have clear objectives and be well planned and targeted at situations where there is a reasonable expectation of having a beneficial effect.

Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. This report presents catch and effort estimates from three surveys of boat-based fishers. Recreational anglers used lines with bait or lures to catch fish. Boat-based crabbers either use drop nets or catch crabs by hand whilst diving or snorkelling. Surveys of recreational fishing activities that included coverage of Cockburn Sound were conducted during 1996/1997 (Sumner and Williamson, 1999), in 2001/02 (Sumner and Malseed, 2004) and in 2005/06 (Sumner et al., 2008). The purpose of this report has been to investigate potential reallocation mechanisms for the transfer and/or adjustment of catch shares between sectors and the requirements to allow for their implementation, with particular reference to their application in the Western and South Australian rock lobster fisheries. While the report focuses on the commercial and recreational sectors of these fisheries, potentially all non-commercial fishing sectors could be included under a given mechanism in the same manner as that outlined for the recreational sector, subject to the appropriateness of allowing the sector’s allocation to be transferable
