A primary motivating factor on the decision to harvest a fish among consumptive-orientated anglers is the size of the fish. There is likely a cost-benefit trade-off for harvest of individual fish that is size and species dependent, which should produce a logistic-type response of fish fate (release or harvest)as a function of fish size and species. We define the self-imposed length limit as the length at which a captured fish had a 50% probability of being harvested, which was selected because it marks the length of the fish where the probability of harvest becomes greater than the probability of release. …

Integrated Fisheries Management (IFM) is an initiative aimed at addressing the issue of how fish resources in WesternAustralia can be best shared between competing users within the broad context of “Ecologically Sustainable Development”, or ESD, so that they can be managed on a sustainable basis.
The Minister for Fisheries established the Integrated Fisheries Management Allocation Advisory Committee (the Allocation Committee), under Section 42 of the Fish Resources Management Act 1994 (FRMA), in 2004 to investigate IFM resource allocation issues and make recommendations to him on optimal resource use.

The Department of Fisheries (Department) is proposing a new simplified management approach which focuses on fishing as the core criteria in the new licensing framework. Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. The Department is of the view that these activities can be adequately managed by regulations that have broader application across the community.
The current management, licensing and fee structures are complex and provide limited business flexibility. A simplified management approach will also improve the Department’s capacity to monitor …

This report presents catch and effort estimates from three surveys of boat-based fishers. Recreational anglers used lines with bait or lures to catch fish. Boat-based crabbers either use drop nets or catch crabs by hand whilst diving or snorkelling. Surveys of recreational fishing activities that included coverage of Cockburn Sound were conducted during 1996/1997 (Sumner and Williamson, 1999), in 2001/02 (Sumner and Malseed, 2004) and in 2005/06 (Sumner et al., 2008). The discussion paper for a five-year management strategy for the recreational trout fishery (Fisheries Management Paper No. 234) was released for public comment in September 2009. It attracted a moderate level of comment with 17 written submissions being received from a variety of stakeholders. The RFFSS considered these submissions and took into account the issues raised in developing the recommendations contained within this paper.

The Connecticut River is the largest and most diverse inland fishery resource in the State of Connecticut. Significant improvements in water quality over the past 30 years have led to progressive increases in recreational use, presumably increasing fishing pressure on some species and possibly decreasing overall fishing quality. To address this concern, the Inland Fisheries Division (IFD) of the Connecticut Department of Energy and Environmental Protection (CT DEEP) conducted an angler survey on the entire portion of the Connecticut River within the state during March-October of 2008-09. Following the setting of a 40 tonne Total Allowable Recreational Catch (TARC) for the Perth recreational abalone fishery, a working group was formed to examine future management options.
The Metropolitan Roe’s Abalone Recreational Fishery Working Group (“the Working Group”) examined historical management, key principles, amenity of fishing, bag limits, license numbers, season length and timing of the season to assist its deliberations. A questionnaire was also sent out to 1,000 abalone recreational licence holders, with 20 per cent of licensees providing a detailed response.

The Recreational Fishing Advisory Committee (RFAC) was concerned over the delay in time in progressing this issue and recommended that the issue of trout stocking for recreational purposes be progressed in isolation. This matter was referred to the Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) to progress the recreational aspects of stocking trout within State public waters. A telephone survey of Department of Fisheries’ stakeholders was conducted in August 2008 in order to evaluate their perception of the Department’s management of commercial and recreational fishing, pearling and aquaculture, and fish and fish habitat protection. The survey also assessed satisfaction with the level of service provided to stakeholders and their involvement in decision making processes. The results of this survey were compared to similar surveys conducted during 2002, 2004, 2006 and a survey of the general public conducted during 2008. A 12-month survey of boat-based recreational fishing in the West Coast Bioregion (Augusta to Kalbarri) of Western Australia was conducted at boat ramps between 1st July 2005 and 30th June 2006. During the survey a total of 15,999 boat crews were interviewed, of which 13,185 (82%) had been undertaking some form of fishing activity and, of these, 10,382 (or 79%) of fishing boat crews had been ocean line fishing. The total annual recreational boat based fishing effort for the West Coast Bioregion was estimated to be 1,557,000 fisher hours (95%CI: 1,495,000 – 1,620,000), which is a 15.5% increase in nominal …

The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. Therefore, the proposed management package has been carefully developed so that each management measure adds to the reduction required, while minimising the social and economic impacts as much as possible.

This paper discusses the major issues around controlling the total recreational catch. It also considers some of the tools available to manage the catch to specific target levels. The sustainability of fish species must be a key driver. However, the impacts on the social amenity of recreational fishing must also be taken into account. Any particular tool, if used on its own and to its full extent, may be rather “blunt” in its application and its impacts unacceptable to large parts of the community. Trap surveys using Antillean-Z fish traps were carried out across a range of depths and habitat types in the gulfs of Shark Bay between 1998 and 2000. Objectives of the study were (i) to evaluate the efficiency of the fish traps in catching 0+ and 1+ pink snapper (Pagrus auratus), (ii) to investigate the distribution and abundance of juvenile pink snapper in both gulfs using trap surveys, (iii) to investigate the influence of environmental factors including habitat-type on the distribution of juvenile pink snapper and, (iv) to develop trap indices of 0+ relative abundance and assess their use for monitoring …

The study was undertaken to provide detailed information on blue swimmer crabs in Geographe Bay so that the recreational and commercial fishery issues could be addressed using more accurate data than was previously available. A ministerial decision that banned commercial fishing for blue swimmer crabs in Geographe Bay was made in January 2005 while this study was underway. In its discussion paper (Fisheries Management Paper No.198), which was widely distributed and publicised, the Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) of the Recreational Fishing Advisory Committee (RFAC) put forward a range of proposals for community discussion. These proposals were developed after an assessment of historic catch information and the consideration of scientific advice. The proposals also took into account the outcomes and recommendations of the previous review of the recreational marron fishery that was undertaken in 2002. While some of the factors threatening the future of the marron fishery can be managed via traditional fisheries controls, many fall outside of the Department of Fisheries’ jurisdiction and require a ‘whole of Government’ approach to management. To help ensure a quality future for the recreational marron fishery, the Recreational Freshwater Fisheries Stakeholder Sub-committee (RFFSS) has now developed a set of draft management proposals designed to form the basis of a five-year management plan for the fishery.

In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.
The Department does not recommend having any finer scale zoning of the allocations, or the creation of exclusive recreational fishing areas. …
