Fisheries Administrative Guidelines

Under s.246 of the Fish Resources Management Act 1994 (FRMA) and under s.24 of the Pearling Act 1990 (PA) (collectively, the Acts), the Minister for Fisheries (Minister) may issue guidelines for the administration or enforcement of the Acts.

This Administrative Guideline (Guideline) aims to streamline the process for assessment of applications under s.92 and s.97 of the FRMA for aquaculture licences and leases and under s.23 of the PA for pearl oyster farm leases; and certain applications to vary a pearling lease or aquaculture licence.1 The Guideline is intended to provide guidance to the Department of Primary Industries and Regional …

World population growth has resulted in an increased demand for a sustainable food supply. This rapid growth coupled with an increased per capita consumption of seafood, has resulted in many of the world’s marine fisheries being over-exploited in an effort to meet the global demand for seafood. Aquaculture has attempted to fill the supply and demand gap created by the dwindling supply of fish in the world’s oceans. Sustaining good water quality in aquaculture ponds is vital. Without an aerator, the dissolved oxygen in ponds comes primarily from mass transfer at the water-ambient atmosphere interface. As sediment can seriously affect water quality, this study used indoor experiments to examine the nutrient (nitrogen and phosphorus) release mechanisms and fluxes from sediment in aquaculture ponds with moving water but no aeration. The results showed that the ammonia nitrogen (NH3-N) concentration in the overlying water was inversely proportional to flow velocity and that a higher flow velocity tended to result in a lower concentration in the overlying water, a …

The impacts of aquaculture on the rural communities in terms of livelihood and food security are assessed in this paper. Aquaculture contributes to the livelihood of the poor through improved employment and income. African catfish, Clarias gariepinus, is an important species in aquaculture and fisheries in Kenya. Mitochondrial D-loop control region was used to determine genetic variation and population structure in samples of C. gariepinus from 10 sites including five natural populations (Lakes Victoria (LVG), Kanyaboli (LKG), Turkana (LTA), Baringo (LBA) and Jipe (LJP), and five farms (Sangoro Aquaculture Center (SAN), Sagana Aquaculture Centre (SAG), University of Eldoret Fish Farm (UoE), Kibos Fish Farm (KIB), and Wakhungu Fish Farm (WKU)) in Kenya. This study examined the licensing system that permits seal shooting in Scotland, which was established under Part 6 Conservation of Seals of the Marine (Scotland) Act 2010. Four approaches were used: data were collated and analyzed from both the Scottish Government and Scottish Marine Animal Stranding Scheme; a survey was sent to current license holders and informal interviews were conducted with key stakeholder types. Between February 2011 and the end of October 2015, 1229 gray seals, and 275 common seals were reported shot under license to the Scottish Government. This Senior Project discusses the design, cost analysis, and evaluation of an aquaponics system. The system incorporates aquaculture and hydroponics to create a source of fish protein and various crops. The system was sized based off a minimum requirement of pounds of fish available per week. The system designed is capable of generating 2080 pounds of catfish, and 16,000 pounds of produce annually. The first year of operation the system will operate at a loss due to the significant cost of the components of the system, however, the project is projected to generate a minimum stream of revenue of $10,600 …

The incorporation of bioprocessed soybean meals (BSBMs) as a protein replacement for marine-derived fish meal (MDFM) has gained momentum with the potential for aquafeed cost reduction, improved growth performance, and reducing exploitation on wild fish stocks. Further, potential health benefits and optimized production performance resulting from bioprocessed feed ingredients have led to research on the nutraceutical benefits of plant-based ingredients. A novel proprietary MBBM has been developed using a microbial conversion of carbohydrates into digestible protein and additional cellular components that have immunogenic potential. A good understanding of spawning dynamics of species in aquaculture is vital in order to maximize egg production and quality as well as efficient allocation of food and space resources. The breeding program of California yellowtail (CYT; Seriola dorsalis previously Seriola lalandi) at Hubbs-SeaWorld Research Institute (HSWRI) is set up such that up to 30 wild caught brood fish can broadcast spawn in a group setting, just as CYT reproduce in the wild. Oyster production in Rhode Island accounts for over $2.5 million in annual revenue, making it the top aquaculture product in the state. However, larval tank infections significantly constrain production and create substantial economic losses for commercial hatcheries. In most cases antibiotics may not be used to prevent or treat larval tank infections. A probiotic, or beneficial microbe which competes with pathogens, is a safer and “green” approach to preventing infections. Vibriosis, a common cause of oyster larval mortality, is the result of Vibrio species infections. Previous studies have shown that a native Rhode Island microbe, Bacillus pumilus RI06-95, protects oyster …

Alteration of habitat associated with coastal development and increased demand for food and recreation can result in the depletion of fisheries resources such as the Spotted Seatrout (Cynoscion nebulosus), the Gulf of Mexico’s most popular recreational fish. Stock enhancement, or the release of cultured fish to supplement wild populations, is one potential tool for managing important fisheries resources. Although much effort has gone into marine stock enhancement, the effectiveness of stocking is not well established, and techniques for ensuring success have not been developed. Pond fertilization is an important component of semi-intensive to intensive aquaculture pond management that supports successful production of the culture organism. Semi-intensive and intensive aquaculture pond management fall along the extensive to hyper-intensive management continuum and are characterized by high stocking rate of the culture animal, limited use of fertilizers, use of compound or complete feeds, and water quality monitoring and management, including use of mechanical aeration. Fertilization contributes to establishing and maintaining a pond environment that allows the culture organism to utilize efficiently the compound or complete feeds offered.
