A telephone survey of Department of Fisheries’ stakeholders was conducted in August 2008 in order to evaluate their perception of the Department’s management of commercial and recreational fishing, pearling and aquaculture, and fish and fish habitat protection. The survey also assessed satisfaction with the level of service provided to stakeholders and their involvement in decision making processes. The results of this survey were compared to similar surveys conducted during 2002, 2004, 2006 and a survey of the general public conducted during 2008. In recent years the profitability of the fishing industry in Western Australia has been severely impacted by a combination of the high cost and scarcity of labour, high fuel prices, a poor exchange rate and the recent global financial crisis. The prices for some locally caught fish species have been impacted by the significant growth in overseas aquaculture production.

These principles are contained within the objectives of the Fish Resources Management Act 1994 and the Department is keen to demonstrate both to the Government and the broader community that these principles are being achieved. The Department developed a policy statement in 2002 - “Policy for the Implementation of Ecologically Sustainable Development for Fisheries and Aquaculture within Western Australia” (Fletcher 2002) – that described its direction on incorporating ESD within fisheries and aquaculture management.

The performance of the Pacific white shrimp Litopenaeus vannamei (Boone) under various stocking strategies was evaluated in earthen ponds filled with freshwater amended with major ions. Six 0.1-ha earthen ponds located in Pine Bluff, Arkansas, USA, were filled with freshwater in 2003 and 2004, and potassium magnesium sulfate added to provide 50 mg K+ L-1 and stock salt added to provide 0.5 g L-1 salinity. Concern over increasing numbers of double-crested cormorants (Phalacrocorax auritus) and their impacts on channel catfish (Ictalurus punctatus) aquaculture has resulted in increased need for quantitative information to develop and evaluate depredation management efforts. We evaluated aerial surveys in a stratified cluster sampling (SCS) design to estimate and monitor abundance of cormorants on catfish aquaculture ponds in the Yazoo River Basin of Mississippi, USA (hereafter Yazoo Basin). Twice monthly abundance estimates and coefficient of variation during winter averaged 8,128 (n = 29, SE = 1,233) and 33% (n = 29, SE = 0.02), respectively. Counts of cormorants …

The Department of Fisheries has prepared this draft ‘Final Policy Paper’ as the second phase in the development of a management framework for the aquaculture of coral and live rock. The use of scientifically based hazard identification, risk analysis and risk management is fundamental to managing unwanted effects. Hazards, such as quarantine incursions, will continue to occur despite the use of risk assessment methodologies but the frequency and severity of their occurrence will be reduced.

This was recognised by the Ministerial Council on Forestry, Fisheries and Aquaculture in 1999 when they published the "National policy for the translocation of live aquatic organisms".

Aquaculture surveys were designed and initiated along with the writing of the State Aquaculture Plan during 1993 to 1995. The first Virginia Aquaculture Survey, conducted for the production year 1993, established the status of both freshwater and marine commercial industries. Subsequent surveys were conducted to trace industry developments relevant to production aspects and economic impacts. Survey data from Virginia Agricultural Statistics Service Reports for 1993, 1995, 1997, and 2003 summarize a decade of Virginia freshwater aquaculture information. Significant changes in sales among the principal aquaculture species occurred over the 10-year period. The 1993 freshwater aquaculture value of $2.8 million increased …

The Western Australian Dhufish Workshop 2004 was a joint project between Recfishwest and the Western Australian Department of Fisheries.

The workshop incorporated presentations from the Department of Fisheries, Recfishwest, the Western Australian Fishing Industry Council, Murdoch University and Challenger TAFE to showcase current knowledge relating to the iconic dhufish in Western Australia. The perspectives of a recreational fisher, a commercial wetline operator and a metropolitan charter boat operator were also presented.

Changes In Demersal Wild Fish Aggregations Beneath A Sea-Cage Fish Farm After The Cessation Of Farming, Fernando Tuya, Pablo Sanchez-Jerez, Tim Dempster, Arturo Boyra, Ricardo Haroun

Demersal, non-cryptic, wild fish were counted in replicate 100 m2 transects beneath a floating sea-cage fish farm and two nearby sandy locations at Gran Canaria (Canary Islands, eastern Atlantic) four times before and after the cessation of farming. Cessation of farming involved the removal of farmed fish and ceasing of the daily feeding, although farm structures (cages and moorings) remained. A “beyond-BACI” sampling design provided the framework to detect the effect of the cessation of farming, which produced qualitative and quantitative changes in the composition and structure of the fish assemblages beneath the sea-cage fish farm compared with two nearby …

A workshop was conducted involving input from most jurisdictions. Technical issues including hazard identification and risk management associated with the translocation of live finfish were documented.

A series of recommendations, which resulted from the workshop process, will be progressed through the National Aquatic Animal Health Technical Working group and the Aquatic Animal Health Committee.

This guideline forms a further part of a framework for the orderly development of a rock lobster aquaculture industry in Western Australia. The Fish Resources Management Act 1994 (FRMA) is the legislation under which regulations for WA aquaculture are administered.

Ministerial Policy Guideline No. 8 Assessment of Applications for Authorisations for Aquaculture and Pearling in coastal waters of Western Australia outlines the generic process for the assessment of aquaculture authorisations. This guideline will establish the foundation upon which this policy specific to western rock lobster will operate.

CRAYFISH PLAGUE IS A MAJOR DISEASE AFFECTING FRESHWATER CRAYFISH IN SOME AREAS OF THE WORLD. THE DISEASE HAS NEVER BEEN REPORTED IN AUSTRALIA. THE SIMULATION EXERCISE THAT WAS UNDERTAKEN AS PART OF THIS PROJECT WAS A RESPONSE TO A FICTITIOUS OUTBREAK OF CRAYFISH PLAGUE.

Funding for this project was provided to enable an exercise simulating an outbreak of crayfish plague to be conducted in Western Australia. Crayfish plague is a fungal disease (Aphanomyces astaci) that has devastated some freshwater crayfish populations in Europe but has never been recorded in Australia. Australian abalone fisheries produce a high value, export-orientated products that provided 60% of the world supply in 1994 (Fleming, 2000). With wild abalone fisheries declining in countries worldwide, the interest in aquaculture products has increased substantially. The world production of abalone from aquaculture in 1999 was approximately 7,775 tonnes with only 89 tonnes (ca. 1%) being produced in Australia (Fleming, 2000). China and Taiwan are the major producers of cultured abalone; with annual production estimated at 3,500 and 3,000 tonnes respectively. The world production of cultured abalone sold in 1999 was 7,775 tonnes. Australian farm production was still relatively low (89 tonne in 1999) but numerous abalone farms have been proposed and many have been constructed. On a national scale, Tasmania and South Australia are the major states involved in temperate abalone culture; however, new projects have commenced in Victoria and considerable interest exists in New South Wales. The development of commercial aquaculture of a non-endemic species such as silver perch raises a number of important issues relating to translocation. These include the potential of the introduced species to: impact on genetic diversity; introduce disease; and impact on - the natural environment; and - the biodiversity of native species. This Management Paper has been drafted in liaison with the Department of Environmental Protection in accordance with the principles of rish assessment, taking into account the above issues.
