The development of this strategy represents a significant step in protecting recreational fishing quality in the South Coast Region and meeting the long-term needs for the sustainable management of recreational fishing. All recommendations contained in this report were made only after careful consideration of the submissions and issues which were raised at public meetings, along with the action needed to be taken to protect the long-term sustainability of our fish stocks.

The Recreational Fishing Advisory Committee (RFAC) and the Pilbara/Kimberley Recreational Fishing Working Group would like to thank those people and organizations that took the time to provide this valuable feedback. In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.

The Department does not recommend having any finer scale zoning of the allocations, or the creation of exclusive recreational fishing areas. …

On October 22, 2002, 5000 six-page surveys (Appendix 3) were sent to a stratified-random sample of Nebraska anglers drawn from the 2001 licensed anglers database. The database included all anglers who purchased a fishing license in 2001 as well as all lifetime fishing permit holders who purchased their license before or during 2001. The database did not include those possessing a free permit, such as veteran’s or senior citizen permits. The survey subsample (2.6% of the 2001-licensed angler database) was stratified such that the proportions of surveys in the subsample (4366 residents and 634 non-residents) matched the proportions of resident/non-resident …

If the fishery stays with input controls there will need to be regular reviews of the level of exploitation and its impact on the breeding stock. Gila seminuda, a native endangered species, and Oreochromis aureus, a nonnative invasive species, share the same habitat in the form of the Reid Gardner Power Plant intake ponds. The purpose of this study is to characterize the feeding habits of Oreochromis aureus within the Reid Gardner Power Plant intake ponds and address the potential predation habits of Oreochromis aureus. Stomach contents of O. aureus were identified and analyzed using chi-square and log-likelihood ratio techniques, with respect to mass, length, girth, gender, or spatial distribution of samples. Season 2001/2002 produced 8,983 tonnes, a far cry from last season’s catch of 11,300 t. The sharp decline in catch was most likely the result of unfavourable environmental conditions throughout much of the season. The catches by the three zones were 1,651 tonnes in zone A, 2,800 tonnes in zone B and 4,532 tonnes in zone C. The sharp decline in total catch on the previous season was also reflected in declining catches in the three zones. Nominal effort also declined slightly from 10.487 million pot lifts in 2000/2001 to 10.367 million pot lifts in 2001/2002. Following the very low …

Farmington Bay is a nutrient-enriched, highly eutrophic embayment of the Great Salt Lake. The highly variable salinity of the bay influences what species of plankton can survive there. Previous analyses suggested that cyanobacteria (blue-green algae) may not be able to survive or fix atmospheric nitrogen at high salinities, thus maintaining the lake in a nitrogen-limited state. To determine the interacting influence of nutrients and salinity on the growth and nitrogen fixation of plankton we performed a 28-day bioassay with water from Farmington and Gilbert Bays in October 2004. Analysis of historical patterns of abundance of the Australian sea lion on the west coast of Western Australia suggests that the population size was greater prior to the impacts of colonization and commercial sealing/whaling between the 18th and 20th centuries. In addition, it is evident that there has been a reduction in the number of breeding sites along the west coast, particularly around the greater Perth metropolitan area. There is limited evidence of the impact of indigenous hunting on the abundance and distribution of this species. The investment in this project has resulted in a substantially more extensive set of age composition data than would have otherwise been possible. This in turn has underpinned stock assessment modeling that has provided the basis for determining that the commercial fishery for snapper in Shark Bay needed a substantial decrease the total allowable catch. The modeling was able to determine that the stock was at a low size following a period of low recruitment during the late 1990s. In Fall 2004, the Aquatic Ecology Practicum class at Utah State University finished a third year of research on limnological and ecological characteristics of Farmington Bay and Gilbert Bays of the Great Salt Lake. Our previous research has produced interesting findings in Farmington Bay, including hypereutrophy (Marcarelli et a!. 2001), high phosphorus loading into the Bay, overnight water column anoxia linked to high winds (Wurtsbaugh et a!. 2002), potential predator control of brine shrimp, and high levels of hydrogen sulfide in the sediment and deep brine layer (Marcarelli et a!. 2003). The primary objective of this study is to document differences between image characteristics of two sources (illustrations in Naville, 1898; and images in the cast of the relief at Virginia Museum of Fine Arts (VMFA) of the Punt relief from the temple of Hatshepsut at Deir El-Bahri. A study was undertaken to classify eight stream reaches in the North Branch of the Potomac River watershed and determine if geomorphologic differences influenced the availability of fish habitat structure and fish density. Stream reaches were classified using Rosgen Level II (1996) methods, and fish habitat was determined using Hydraulic Channel Unit (HCU) classification based on a method modified from Bisson et al. (1982). Other habitat variables were also studied such as stream shading and physical habitat based on the Rapid Bioassessment Protocol (Barbour et al. 1999). Comparisons Of Morphology And Reproductive Status Of Plethodon Glutinosus At High, Middle, And Low Elevations In West Virginia, Cynthia F. Lucas

Plethodon glutinosus populations in West Virginia were looked at in three different elevations. Objectives were to determine if there is enough difference in elevation to cause different populations to vary in morphology and reproduction. Nine morphological measurements were taken to represent both size and proportional shape. Sexual dimorphism was found in all measurements only in low elevations, males being larger (p<0.001-p=0.041). Mean measurements between the three elevations showed significant differences (p<0.005) in all measurements excluding head width, tail length, and 3rd digit length. Salamanders were dissected; testes and vasa deferentia were removed from males and ovaries with follicles were removed from females. Results showed males in lower and middle elevations deposit spermatophores May-July. Low sample sizes in higher elevations provided inconclusive results. Females of lower elevations lay eggs early-mid summer. Middle and higher elevations results revealed a likely spring oviposition, or possibly a fall oviposition.

In glaciated mountains, lakes are interspersed through watersheds and connected by streams. Although lakes or streams are frequently studied as individual water bodies, studying them as integrated functional units provides considerable insight on temperature patterns, nutrient transport and other functions. In the Sawtooth Mountains (Idaho), inter-lake distance averages 2.8 km. In summer, lakes are solar collectors, and warm outflow streams as much as 10 C, thus increasing metabolic rates. These streams seldom cool to equilibrium temperatures before encountering another lake, where the waters tend to overflow and mix into the epilimnion. With overflow, N-15 tracer experiments demonstrated that water and …

We, the U.S. Fish and Wildlife Service (Service), determine endangered status for the Salt Creek tiger beetle (Cicindela nevadica lincolniana), pursuant to the Endangered Species Act (Act) of 1973, as amended (Act). This species is endemic to the saline wetlands of eastern Nebraska (NE) and associated streams in the northern third of Lancaster County and southern margin of Saunders County. Only three small populations of this subspecies remain, and the known adult population size in 2005 was only 153 individuals. This final rule extends Federal protection and recovery provisions of the Act to the Salt Creek tiger beetle.

The central Platte River Valley provides crucial staging habitat for the endangered whooping crane (Grus americana) and the mid-continent population of sandhill cranes (Grus canadensis). Platte River flow depletions and the conversion of native wet meadows for agriculture and other purposes has decreased the cranes natural habitat in the central Platte River Valley, and waste corn now makes up most of the cranes diet while they are in the Valley.

It was established by Executive Order in 1916, and was managed by the Bureau of Reclamation (BR) until 1986, when primary jurisdiction was granted to the U.S. Fish and Wildlife Service (Service). Recreational shooting of black-tailed prairie dogs (Cynomys ludovicianus) is a common activity at Thunder Basin National Grassland (TBNG), Wyoming. The prairie dog carcasses left in the area are scavenged by coyotes (Canis latrans), raptors, and other animals. These scavengers are susceptible to lead (Pb) poisoning if they consume Pb bullet fragments or Pb shot when scavenging the shooter-killed prairie dogs. In 2000, a local rehabilitator noted an increase of Pb poisoning cases in raptors (L.Layton, pers. comm. 3/30/01) from the area. Populations of Desmognathus quadramaculatus were compared for genotypic and phenotypic differences across 5 states in the Southern Appalachians. Series consisting of 10 salamanders each were collected from West Virginia, Virginia, Tennessee, North Carolina and Georgia. Salamanders were assessed for genotypic differences by using allozyme (proteins with polymorphic loci) electrophoresis staining for 13 loci of the muscle, liver and stomach tissue. Nei’s genetic distance was used to score genetic variation between populations. Phenotypic differences were assessed by comparing 10 external morphological measurements between populations. Mahalanobis’ distance was used to score morphological differences between populations. Both genetic and morphological differences were correlated …
