This thesis presents an examination of the fish auction system in the Azores and three New England ports; Boston, New Bedford and Portland. On the island of Sao Miguel, the village of Rabo de Peixe was selected as a case study where a survey of local fishermen and dealers was conducted. Data obtained through interviews provided some insights into the socio-economic status of local fishermen and how they perceive infrastructure improvements, government support and changes in the auction system. During the 1983 season, two U.S. longline vessels initiated the first attempts at the commercial exploitation of swordfish in the Eastern Caribbean. In 1986, the number of U.S. vessels participating in the fishery surpassed 40 with landings of nearly two million pounds per season. The sudden influx of participants and technology to the region has resulted in a variety of user conflicts and associated policy issues. Major areas of concern involve the conservation of a heavily exploited resource and the distribution of benefits which accrue from resource exploitation among the resource-adjacent island states and U.S. fishing operations. This study examines the sociocultural aspects of fishery development in the Republic of the Marshall Islands. It is based upon field research conducted through interviews with indigenous fisherfolk, business people, and expatriates. The Marshall Islands were selected because they have a limited economic base, yet have abundant fishery resources which have considerable potential to generate foreign exchange. Many studies focus on the technical aspects of fishery resource development. However, none address the sociocultural factors that influence its success. This paper reports original research from two recent studies in the Antarctic Peninsula area, reviews past sighting information and policies affecting mysticete whales, and recommends future research. Due to poor management by the International Whaling Commission, mysticete whales are among the most severely depleted species groups in the Antarctic. The combined total Antarctic harvest from 1920 to 19867 for blue Balaenoptera musculus, fin B. physalus, sei B. borealis, minke B. acutorostrata and humpback Megaptera novaeangliae whales was over one million animals. The inshore shrimp fisheries along the coast of the Gulf of Mexico represent a significant portion of the total shrimp harvest in the Gulf. The shrimp harvest is allocated to the offshore and inshore fisheries through the use of season closures. In 1981, the Gulf of Mexico Regional Fisheries Management Council began implementing a policy known as the Texas Closure; a seasonal closure of the waters of the Federal Conservation Zone concurrent with the traditional season closure of the state waters of Texas. The extension of fishery jurisdiction out to 200 miles from the baselines used to measure the territorial sea by most of the coastal states was the dominant event in global fisheries during the decade of the 1970s. Tuna fishery is widely practiced in the east central Atlantic region by many fleets of different nationality. Most of the catch is taken by distant-water fleets. The new Law of the Sea convention, which gives coastal states an exclusive economic zone with outer limit of 200 miles, now allows the coastal states to make the most use of the living resources in their waters. The purpose of this thesis was to explore the limited entry alternative of fishery management by examining the history of a particular limited entry scheme: the Massachusetts inshore commercial lobster fishery license limitation law. A review was made of existing limited entry theory, followed by a description of limited entry programs extant in U.S. fisheries. The legislative and political histories of the Massachusetts lobster fishery limited entry program was then examined. This thesis provides a multidisciplinary analysis of the circumstances which surrounded the successful imposition of a countervailing duty on whole Canadian groundfish, and indicates what implications this action may have for the future. First, it will situate the countervailing duty investigation in terms of its relationship with U.S. statutes, and also with the Nation's international obligations. Then, the impact of the duty is examined to see how it might affect a potential free trade agreement with Canada. The North pacific fur seals of Alaska's Pribilof Islands have been subjected to commercial harvest for nearly 200 years. The harvest has been regulated under international agreement almost continuously since 1911; first under the 1911 North Pacific Fur Seal Convention, and following that under the 1957 Interim Convention on Conservation of North Pacific Fur Seals. Both Conventions banned pelagic sealing and divided the restricted land harvest among the four member states, the United States, Canada, Japan, and the Soviet Union. U.S.-Japan fisheries history spans over a half-century of controversy. A variety of developments have taken place over this period from past to present illustrating this point. This paper will present this subject in three parts, corresponding to the historical developments that have taken place. The saga begins with U.S. post-World War II aid in rebuilding the Japanese tuna, whaling and salmon fleets. Increased experience in fisheries cooperatives of developing countries has called into question a long-held presumption about their desirability and feasibility. In this context, this study attempts to reformulate the cooperative approach for small-scale fisheries in a realistic policy framework. First, past failures of fisheries cooperatives are analyzed from three different angles: the uniqueness of the fishing industry, systems intrinsic to the cooperative, and development policy. During 1982, the F/V ODIN, a fishing vessel from the Port of New Bedford, participated in a program to improve fish quality on board through use of innovative fish handling techniques. The captain and crew hoped to sell higher quality fish at a premium price. This thesis examines the prices the F/V ODIN received prior to participating in this experiment, the price differentials the vessel actually received for landing higher quality fish, and the impact of the program on the prices received by the ODIN following the project. A comparative study of the regulatory frameworks surrounding aquaculture in the states of Florida, Mississippi, and Rhode Island is conducted beginning with a generalized study of basic legal premises of aquaculture-related law common to each state. This is followed by a detailed study of the statutory authority for aquaculture regulation and the agencies which control aquaculture activities in each state. In conjunction with the law analysis an Index of Specialization (ISP) study is conducted for each state to determine a relative ranking of diversity of crop production relative to each state’s overall aquaculture production.

The signing of the United Nations Conference on the Law of the Sea (UNCLOS) Treaty was the maturation of an idea that was born thirty-six years ago. That treaty placed into effect the 200 mile exclusive economic zone (EEZ). A universal 200 mile EEZ could be a death knell for the high-seas fishing fleets we know today as the majority of the major fishing grounds lie within 200 miles of the coast. Exclusive fishery management jurisdiction between three and twelve nautical miles from the coast was granted to the Federal government by Congress in 1966. No federal regulations governing fishery management were ever promulgated, however. In 1972 an attempt was made to establish management regulations. Regional councils were formed to discuss industrial, managerial and scientific problems associated with fisheries within the territorial sea. Their success was limited. Not until the Fishery Conservation and ManagementAct of 1976 (PubIc Law 94-265) was enacted did a sound management structure exist at the federal level for fisheries regulation.
