The use of scientifically based hazard identification, risk analysis and risk management is fundamental to managing unwanted effects. Hazards, such as quarantine incursions, will continue to occur despite the use of risk assessment methodologies but the frequency and severity of their occurrence will be reduced.
This was recognised by the Ministerial Council on Forestry, Fisheries and Aquaculture in 1999 when they published the "National policy for the translocation of live aquatic organisms".

In 1995 and again in 1998/9, millions of pilchards (Sardinops sagax neopilchardus) were found dead or dying off the coast of Australia. Some pilchards in New Zealand were also affected during the 1995 epizootic. The epizootics moved progressively in a "bushfire-like" manner against the prevailing currents at a rapid speed. An uncharacterised herpesvirus, pilchard herpesvirus (PHV), was associated with both mortality events and, based on its occurrence in affected fish and the disease pathogenesis, generally accepted as the causative agent, although experimental evidence of its role was not established. The study was undertaken to provide detailed information on blue swimmer crabs in Geographe Bay so that the recreational and commercial fishery issues could be addressed using more accurate data than was previously available. A ministerial decision that banned commercial fishing for blue swimmer crabs in Geographe Bay was made in January 2005 while this study was underway. The intention of this report was to provide a summary of information on crab stocks in the region, not to alter the current management arrangements. Age Structure And Reproductive Activity Of The Blue Sucker In The Milk River, Missouri River Drainage, Montana, Julie Bednarski, Dennis L. Scarnecchia
The Prairie Naturalist
The life history and ecology of the blue sucker (Cycleptus elongatus) in the lower Milk River, Montana were investigated in 2002 and 2003. A total of 253 blue sucker was captured; 248 adult fish, three larval fish, and two age-0 juveniles. The ages (n = 102) of the adult blue sucker ranged from 10 to 37 years; maximum age greatly exceeded ages reported in other studies. Blue sucker in the Milk River population grew slower, matured later, and lived longer than fish at lower latitudes. Adult females of the blue sucker were longer and weighed more than …

Surveys of DSP (Diarrheic Shellfish Poisoning) toxin profiles in the mussel Mytilus galloprovincialis from coastal waters of the central Adriatic Sea, over the years 1995 to 2001, demonstrate that incidents of shellfish toxicity in this area are dominated by the occurrence of okadaic acid (OA) and a PTX derivative, 7-epi-pectenotoxin-2-seco acid (7-epi-PTX-2SA). Toxin composition and the relative ratio of toxic components in shellfish is in correlation with the occurrence of DSP producing organisms from the Dinophysis species along with Prorocentrum micans and Lingulodinium polyedrum. The occurrence of D. sacculus shortly before the appearance of OA in shellfish implicates its possible …

The first phase of this project involved a desktop study to broadly identify areas where Western Australian Grey Nurse Sharks potentially aggregate for further investigation with field surveys. These areas were identified from information obtained from commercial shark fishers, previously unpublished research data, as well as anecdotal reports of sightings or captures from recreational divers and fishers, professional dive stores, dive clubs and charter boat operators. Chemical analysis of fish otoliths has become an important technique in fisheries science with widespread applications. Most research up to this point has focused predominantly on sagittal otoliths, but the underlying assumptions may also apply to lapilli. The goal of this study was to determine whether lapilli and sagittae have the same otolith chemistry and whether one can be substituted for the other for solution-based chemical analysis in wild-captured fish. We compared the stable isotope chemistry (δ13C and δ18O) of paired sagittae and lapilli of juvenile spotted seatrout Cynoscion nebulosus collected from Chesapeake Bay seagrass beds in 2002. …

The populations of sea urchins and their main predators, triggerfish (Balistidae), wrasses (Labridae) and emperors (Lethrinidae), were studied in the extractive and non-extractive zones of the Misali Island Marine Conservation Area in order to (1) evaluate the applicability of a sea urchin-sea urchin predator model developed in Kenya’s fringing reefs, (2) gain baseline data on Misali’s coral reef, and (3) evaluate the recovery status of the protected zone. A 12-month creel survey of recreational boat-based and shore-based fishing in the Pilbara region (Onslow to Broome inclusive) of Western Australia was conducted between December 1999 and November 2000. During the survey 3,085 boat crews were interviewed at public boat ramps when they returned from their fishing trips. Patrols conducted along the coastline interviewed 73 groups of boat-based fishers and 569 groups of shore-based fishers at fishing locations and camp sites.
The total annual recreational fishing effort for the Pilbara region was estimated to be 201,000 fisher days (95%CI: 193,000 – 210,000). This comprised 109,000 fisher days by boats launched …

This study has determined the optimal strategies to achieve statistically robust indices of recruitment of five key finfish species in south-western Australia. For another two species such indices could not be established. The sampling strategies developed will initially focus on the most appropriate location, month, and lunar phase, after which fine tuning of the sampling activity will be undertaken with respect to time of day, tide height, weather conditions etc. A significant outcome from the project is that five finfish species have a sampling strategy for recruits that can be utilized as a monitoring program …

Quota management systems are now in place for the New Zealand, Tasmanian and South Australian rock lobster fisheries. New Zealand was the first to move to QMS (1989), followed by the Southern Zone of South Australia (1993), Tasmania (1998) and Northern Zone South Australia (2001). As part of a review of the system of management used for the West Coast Rock Lobster Fishery, a West Australian delegation visited New Zealand, Tasmania and South Australia in 2004 to learn more about the management systems in place for their respective rock lobster fisheries.

Although the Great Salt Lake is frequently treated as if it were a single body of water, the natural bays and transportation causeways have divided it into a system of four bays. The bays, however, do not function independently because water, nutrients and other contaminants flow between them. The purpose of our study was to analyze the water quality in three of the bays (Farmington, Bear River and Gilbert), to determine fluxes of nutrients between them, and to determine how this was influencing brine shrimp populations in the lake. To examine how salinity and nutrient supply interact to control phytoplankton community composition, nutrient limitation, and dinitrogen (N2) fixation rates in the Great Salt Lake (Utah, USA), we conducted a series of bioassay experiments with plankton from both Gilbert Bay, where salinities are near 160 g·L–1, and Farmington Bay, where salinities range from 10 to 90 g·L–1. Six-day nutrient addition bioassay experiments showed that the extant phyto plankton communities in both bays were limited by nitrogen (N). However, in 28- to 30-day factorial bioassay experiments in which both salinities and nutrient supply were manipulated, phosphorus stimulated chlorophyll a as much …

A telephone survey of the Western Australian public was conducted to assess the level of success of programs implemented by the Department of Fisheries. The sample comprised of 700 interviews, 422 in the metropolitan area and 278 in regional areas throughout the State.
This community survey was used to determine the level of recall and awareness of the Department of Fisheries, the understanding and support of the community for the Department of Fisheries' management strategies and to examine key aspects of community participation in recreational fishing.

This dissertation aims to understand the history of, and possible alternatives to, managerial responses to socio-ecological issues by examining one of the largest natural resource management failures of the twentieth century—the collapse of the Northern cod fisheries off Newfoundland and Labrador, Canada. In 1992, the Northern cod fishery off Newfoundland and Labrador (the world's largest ground fishery) was shut down. The Northern cod had been reduced to 1% of their historic spawning biomass and cod fishing as a way of life had come to an end after a 500 year history. The capability to identify individual shark species from processed body parts is necessary for the WA Department of Fisheries to ensure the compliance of all WA fisheries with both existing protected species regulations and proposed new management measures for commercially important shark species. This project established a reference database of genetic profiles or ‘fingerprints’ for nine of Western Australia’s protected and commercially important shark species. The purpose of this project was to collect the biological and fishery information necessary to conduct a stock assessment of the sandbar (known locally as ‘thickskin’) shark, Carcharhinus plumbeus and to improve and update the existing stock assessment for the dusky shark, Carcharhinus obscurus. Results from this project have already been used by the Western Australian Department of Fisheries to determine appropriate management arrangements for the State’s shark fisheries to ensure the sustainable exploitation of these species. A workshop was conducted involving input from most jurisdictions. Technical issues including hazard identification and risk management associated with the translocation of live finfish were documented.
A series of recommendations, which resulted from the workshop process, will be progressed through the National Aquatic Animal Health Technical Working group and the Aquatic Animal Health Committee.
