A Review Of The Management And Current Status Of Northern Fur Seals Of The Pribilof Islands, Holly Hansell

The North pacific fur seals of Alaska's Pribilof Islands have been subjected to commercial harvest for nearly 200 years. The harvest has been regulated under international agreement almost continuously since 1911; first under the 1911 North Pacific Fur Seal Convention, and following that under the 1957 Interim Convention on Conservation of North Pacific Fur Seals. Both Conventions banned pelagic sealing and divided the restricted land harvest among the four member states, the United States, Canada, Japan, and the Soviet Union. Management under the 1911 convention resulted in a steady increase in the severely depleted fur seal herd, restoring the population …

The fishery for the western rock lobster Panulirus cygnus is one of the most important single fisheries in Australia and an important export earner for the State. Western Australia produced 10,548 tonnes in 1981/82, out of a total Australian catch of rock lobster of 15,764 tonnes. The fishery is governed by a complex set of regulations which have been reviewed by Bowen (1971) and Hancock (1981) and which are designed to limit the total fishing effort to acceptable levels and to enforce a legal minimum size. The Sandhills region of Nebraska, the largest dune field in the Western Hemisphere, occupies 15 north-central counties and extends over 51,800 km (20,000 mi) (Keech and Bentall, 1971; Ahlbrandt and Fryberger, 1980). Far from a desert, the Sandhills region is entirely vegetated by mixed-grass prairie with numerous wet areas and lakes in interdunal valleys. This rich, grass-covered dune sea stretches 427 km (265 mi) across from east to west and 209 km (130 miles) from north to south. The twin-island Republic of Trinidad and Tobago is situated adjacent to the Republic Of Venezuela such that at one point Trinidad is merely seven miles off the northeast coast of Venezuela. Fishing activities of nationals of each country in the waters of the other are therefore common and often lead to conflict. In an attempt to solve the fishing problem a fishing agreement was negotiated. Increased experience in fisheries cooperatives of developing countries has called into question a long-held presumption about their desirability and feasibility. In this context, this study attempts to reformulate the cooperative approach for small-scale fisheries in a realistic policy framework. First, past failures of fisheries cooperatives are analyzed from three different angles: the uniqueness of the fishing industry, systems intrinsic to the cooperative, and development policy. Second, various possibilities of building viable cooperatives are explored by introducing two key concnpets: the strategic option and the operational option. Commercial catch and effort data from the Western Australian fishery for barramundi, Lates calcarifer, over eight years to 1982-83 were analysed. Major stocks and areas of this fishery are Cambridge Gulf (Ord River, port of Wyndham), Kimberley coast, King Sound and Broome coast (Fitzroy River, ports of Derby and Broome), and Pilbara coast (ports of Port Hedland, Roebourne and Onslow) where the Ashburton River is the southern limit to the distribution of barramundi on the west coast. As elsewhere, barramundi stocks are associated with river systems. The Low annual catch of about 30 tonnes appears to be due to the …
