Harvest Incentives: A Tool For Managing Aquatic Invasive Species, Bob Wiltshire, Nathan Stone, Marshall Meyers, Bill Hyatt, Lori Williams, Jason Goldberg, Susan Pasko, Leah Elwell

Conclusion
The success of any harvest incentive program to address aquatic invasive species will depend upon numerous biological, socioeconomic, and legal considerations. Programs that encourage harvest may be a successful management tool in targeting small, distinct populations; in high priority areas within a larger invasion; or they may play a supplementary role within larger control programs. Their use, however, will require careful review, planning, and monitoring to ensure success and that they do not unintentionally lead to further spread of invasive species, cause additional harm to native species, or waste valuable resources.

Lake Erie has experienced harmful algal blooms with increased frequency since the mid-1990s due to excess nutrients from Rivers, such as the Maumee River, and largely agricultural watersheds. Nonpoint source pollution from agriculture contributes to eutrophication, algal blooms, and the degradation of water quality. This creates stress on aquatic fauna, reduced aesthetic quality, odor, and limits of the water for usage of drinking, recreation, and industry. International fisheries are being overexploited, and the current institutional structure in place to manage them is not working effectively. Presently, two sets of intergovernmental institutions oversee global fishing. The first comprises roughly three dozen regional fisheries management organizations (RFMOs), approximately 19 of which are charged with regulating fishing in the areas they oversee. The second set consists of global organizations that touch on but do not directly regulate fisheries issues, such as the United Nations Food and Agriculture Organization (FAO), the World Trade Organization (WTO), the World Bank, and the International Maritime Organization (IMO). This white paper provides:
a) Background information on the use, accuracy and reliability of PCR-based assays such as environmentally sampled DNA (eDNA) for early detection of aquatic invasive species (AIS) and;
b) Recommendations for establishing a system for validating assays and accrediting laboratories that report on the presence or absence of AIS.
This white paper was developed by the members of ISAC and discusses the need for developing validation requirements for Polymerase Chain Reaction (PCR) and other DNA-based molecular assays that are increasingly being used to detect AIS. The worldwide exploitation of marine turtles has been common throughout human history, turtle products including carapaces for decoration and use, skin for leather, and eggs and meat for consumption. The hunting of marine turtles has long established economic importance among Madagascar's coastal inhabitants and is an activity traditionally associated with integral cultural and spiritual values. Due to overexploitation and a combination of relatively newer threats such as pollution, habitat loss, and incidental fisheries take, however, all marine turtle species in the Indian Ocean are considered to be endangered or critically endangered.
