As part of the Outcomes of the Wetline Review released in 2007 (Fisheries Management Paper 224) the then Minister for Fisheries approved the drafting of the Gascoyne Demersal Scalefish Fishery Management Plan (the Plan). The Hon Norman Moore MLC, Minister for Fisheries re-approved those decisions in 2009. The draft Plan will supersede the Shark Bay Snapper Management Plan 1994.

As a result, a decision was made to comprehensively review the fisheries, taking into account matters of fishery sustainability and gear interactions, together with industry economics and market considerations.

The review has also addressed research requirements to ensure an appropriate scientific basis for decision-making into the future.

The report was produced during most of 2009, and gives a state of art overview of current knowledge on the effects of catch and release practices on these fish species’ welfare, using accessible and peer reviewed published literature as basis for the assessment. Anecdotic and non-published reports have been used to a limited extent as they are regarded as untested or containing unverified statements. The Panel on Animal Health and Welfare discussed the full report in a meeting on the 9th of December, and gave its support to the conclusions drawn by the ad hoc-group.

The Minister for Fisheries has determined that the allocation for sectors in the western rock lobster fishery after reserving one tonne for the customary sector shall be 95 per cent commercial and five per cent recreational.

The notional Sustainable Harvest Level (SHL) for rock lobster is expressed as a range, depending on the status of the stock rather than a specific quantitative limit.

A telephone survey of Department of Fisheries’ stakeholders was conducted in August 2008 in order to evaluate their perception of the Department’s management of commercial and recreational fishing, pearling and aquaculture, and fish and fish habitat protection. The survey also assessed satisfaction with the level of service provided to stakeholders and their involvement in decision making processes. The results of this survey were compared to similar surveys conducted during 2002, 2004, 2006 and a survey of the general public conducted during 2008. The expansion in the capacity of the fleet has lead to the development of two managed fisheries.

This paper provides a brief outline of the history of the fishery; details the fishing and management methods presently used; and discusses the options available for future management, particularly ways of limiting fishing effort.

The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. Therefore, the proposed management package has been carefully developed so that each management measure adds to the reduction required, while minimising the social and economic impacts as much as possible.

The FHPA has been declared to protect and conserve an example of a near-shore reef community. In order to achieve this aim, and encourage the appreciation and conservation of fish, a number of management strategies have been identified which restrict recreational and commercial fishing. Hazards, such as quarantine incursions, will continue to occur despite the use of risk assessment methodologies but the frequency and severity of their occurrence will be reduced.

Aquaculture surveys were designed and initiated along with the writing of the State Aquaculture Plan during 1993 to 1995. The first Virginia Aquaculture Survey, conducted for the production year 1993, established the status of both freshwater and marine commercial industries. Subsequent surveys were conducted to trace industry developments relevant to production aspects and economic impacts. Survey data from Virginia Agricultural Statistics Service Reports for 1993, 1995, 1997, and 2003 summarize a decade of Virginia freshwater aquaculture information. In 1995 and again in 1998/9, millions of pilchards (Sardinops sagax neopilchardus) were found dead or dying off the coast of Australia. Some pilchards in New Zealand were also affected during the 1995 epizootic. The epizootics moved progressively in a "bushfire-like" manner against the prevailing currents at a rapid speed. An uncharacterised herpesvirus, pilchard herpesvirus (PHV), was associated with both mortality events and, based on its occurrence in affected fish and the disease pathogenesis, generally accepted as the causative agent, although experimental evidence of its role was not established. Until recently, rapid and sensitive methods to detect PHV were not …

The FRMA was implemented on 1 October 1995 following widespread public consultation and support from both Houses of Parliament.
