Fisheries Administrative Guidelines

This guideline forms a further part of a framework for the orderly development of a rock lobster aquaculture industry in Western Australia. The Fish Resources Management Act 1994 (FRMA) is the legislation under which regulations for WA aquaculture are administered.

Ministerial Policy Guideline No. 8 Assessment of Applications for Authorisations for Aquaculture and Pearling in coastal waters of Western Australia outlines the generic process for the assessment of aquaculture authorisations. This guideline will establish the foundation upon which this policy specific to western rock lobster will operate.

CRAYFISH PLAGUE IS A MAJOR DISEASE AFFECTING FRESHWATER CRAYFISH IN SOME AREAS OF THE WORLD. THE DISEASE HAS NEVER BEEN REPORTED IN AUSTRALIA. THE SIMULATION EXERCISE THAT WAS UNDERTAKEN AS PART OF THIS PROJECT WAS A RESPONSE TO A FICTITIOUS OUTBREAK OF CRAYFISH PLAGUE.

Funding for this project was provided to enable an exercise simulating an outbreak of crayfish plague to be conducted in Western Australia. Crayfish plague is a fungal disease (Aphanomyces astaci) that has devastated some freshwater crayfish populations in Europe but has never been recorded in Australia. Australian abalone fisheries produce a high value, export-orientated products that provided 60% of the world supply in 1994 (Fleming, 2000). With wild abalone fisheries declining in countries worldwide, the interest in aquaculture products has increased substantially. The world production of abalone from aquaculture in 1999 was approximately 7,775 tonnes with only 89 tonnes (ca. 1%) being produced in Australia (Fleming, 2000). Abalone farming is expected to develop into a major industry and is a significant investment opportunity (McNamara, Victorian Aquaculture Strategy, May 1997). The worldwide decline of natural fish stocks, the accumulation of chemical pollutants in aquatic environments and increasing world consumption of fish products has provided an impetus in many countries for a rapid growth in aquaculture. Fish produced from aquaculture currently account for over one-fourth of fish consumed by humans. However, success in aquaculture mainly depends on breeding, feeding and protection from disease. Application of recombinant DNA technology in aquaculture can help to improve these requirements.

China and Taiwan are the major producers of cultured abalone; with annual production estimated at 3,500 and 3,000 tonnes respectively. The world production of cultured abalone sold in 1999 was 7,775 tonnes. Australian farm production was still relatively low (89 tonne in 1999) but numerous abalone farms have been proposed and many have been constructed. On a national scale, Tasmania and South Australia are the major states involved in temperate abalone culture; however, new projects have commenced in Victoria and considerable interest exists in New South Wales. Satus Creek provides critical habitat for the Yakima River Basin steelhead. A diverse community of riparian vegetation is important for healthy fish habitat; vegetation changes can affect shade, cover, channel structure, water quality, and food availability. The purpose of this thesis is to analyze and illustrate riparian vegetation change, both temporally and spatially, along three separate reaches of Satus Creek. A Geographic Information Systems approach was applied to assess the vegetation change by comparing plant species composition and density on 1949 and 1995 aerial photographs. The natural history, behavior, and ecology of double-crested cormorants (Phalacrocorax auritus) predispose this species for conflict with human sport and commercial fisheries. Cormorants breed early in life, have large broods, are efficient predators even in marginal conditions, seem to be able to adjust colony sizes quickly in response to local conditions, and have limited requirements for feeding and nesting habitats. A survey of the past history of successes and failures in managing cormorants reveals that economic impact is greatest with aquaculture and least in sport fisheries. Double-crested cormorants (Phalacrocorax auritus) are receiving increasing attention in North America because of depredations at aquaculture facilities and alleged impacts on sport and commercial fisheries. We obtained recent (most since 1994) estimates for the number of nesting double-crested cormorants in the United States and Canada from published references and by conducting telephone interviews with State and Provincial biologists. Using published data, we also determined annual rates of change in the number of cormorants since about 1990. Double-crested cormorant (Phalacrocorax auritus) depredation throughout the Southeastern United States has been on the increase over the past 20 years. The increase in depredation coincides with the growth of the aquaculture industry and an expansion of double-crested cormorant wintering populations throughout the Southeast. The U.S. Department of Agriculture–Animal and Plant Health Inspection Service–Wildlife Services plays a major role in reducing double-crested cormorant damage. Nonlethal harassment on farms, dispersal from night roosts, and lethal control have reduced double-crested cormorant depredation at aquaculture farms in Mississippi. Aquacultural research has been conducted collaboratively in Honduras since 1983 by the International Center for Aquaculture and Aquatic Environments, Auburn University, and the Direccion General de Pesca y Acuicultura, Secretaria de Recursos Naturales. This research was carried out at the El Carao National Fish Culture Research Center, Comayagua, Honduras, under the auspices of the USAID-financed Pond Dynamics/Aquaculture Collaborative Research Support Program (PD/A CRSP). The goal of the PD/A CRSP is to increase tilapia yields by optimizing resource use in systems based predominantly on natural pond productivity.

The productivity and diversification initiative for wool growers incorporates two leves of diversification.

Greatest emphasis is placed on industry wide increases in cropping intensity and in the range of crop types grown.

The second level involves non-traditional, alternative enterprises, each offering prospects for expansion of a limited number of wool growing businesses, suited to particular parts of the woolbelt.

The alternative enterprises include floriculture, aquaculture, export hay, farm tourism, commercial timber, horticulture and new animal industries.

The summer steelhead, Oncorhynchus mykiss population was studied in three intermittent tributaries in the Satus Creek Basin. There was a strong tendency for post emergent fry, resulting from redds located in intermittent reaches to move downstream. However, survival to perennial flow conditions was very low. Steelhead production in Dry Creek appears to be lower than in Logy Creek, because of elevated water temperatures and minimal spring and summer stream flow.

There has been heightened interest in the biology of striped bass (Morone saxatilis) because of increased pollution in their native spawning grounds and because of their extensive use in landlocked sport fisheries. Their euryhalinity makes them an excellent species for osmoregulation studies. The objective of this research was to study the rate of adaptation of striped bass gills to sea water (3% salt) after direct transfer from freshwater using biochemical (ion transport enzyme levels), physiological (chloride efflux), and ultrastructural methods. "Aquaculture 1983" was the title of a 5-day symposium and industry exhibit held in Washington, D.C., on january 9- 13,1983, sponsored by World Mariculture Society, Catfish Farmers of America, Fish Culture Section of the American Fisheries Society, U.S. Trout Farmers Association, Shellfish Institute of North America, and National Shellfisheries Association. While ecologists, economists, futurologists, and others have touted the virtues and potentials of intensive fish and shellfish farm- · ing, this growing industry in the U.S. may become blighted by the same problems that have come to afflict agribusiness' "factory farming" of crops, livestock, and poultry.
