It is always a pleasure to visit with the people who have made the work we do in the Institute of Agriculture and Natural Resources their work, and I want to thank each of you for the years and the gifts you gave Nebraska and the University as a representative of University of Nebraska Cooperative Extension. I am a strong supporter of extension because I have long believed that Cooperative Extension is the best "out of the classroom" educational opportunity ever devised.

I've now completed four months as University of Nebraska Vice President for Agriculture and Natural Resources and Harlan Vice Chancellor of the Institute of Agriculture and Natural Resources, and I welcome every opportunity that comes my way to meet and talk with Nebraska's residents. I'm particularly happy to be here with you; I appreciate your interest in agriculture, and Ed Woeppel tells me that many members of this group are very supportive of the Institute, and worked hard to create IANR in the '70s.

I appreciate the opportunity to be present today to visit with you about the Impact of the proposed-budget rescission on the Nebraska College of Technical Agriculture. For this fiscal year, the Legislature appropriated approximately $2.3 million from the General Fund to operate NCTA. The amount of the proposed 3% budget rescission is just over $73,000. My wife Virginia and I slipped into the state literally the week before Christmas, arriving in the face of a strong north wind and windchills hitting 35 to 40 below. It was an exciting advent to our new home, driving for hours over icy, snow packed roads.
