This paper explores the practice of evidence-based policymaking (EBPM) in the municipal council of Santa Fe, Cebu, Philippines. Data for this study is based on a content analysis of the minutes of council sessions and committee meetings from July 2022 to August 2024. The use of evidence in policymaking has caught on among policymakers in the Philippines, at both the national and local levels. However, few studies have examined policymakers' use of evidence in municipal governments, especially those in smaller, less urbanized towns. This study investigated ICT adoption (mobile phone and internet usage), access to electricity, and their impact on household agricultural productivity in Nigeria, Africa’s largest economy. Utilizing Wave 4 (2018 to 2019) Living Standards Measurement Study–Integrated Survey on Agriculture (LSMS–ISA) data covering 4,980 household heads, this study applied logit regression and Propensity Score Matching (PSM) for estimation, alongside a Cobb-Douglas production function to analyze input contributions to agricultural output. The findings revealed that the age, residential location, educational level, and access to electricity of household heads significantly determine technology adoption among farming households. Cassava (Manihot esculenta Crantz) is a vital staple crop in many developing countries, valued for its adaptability and dual-purpose use of roots and leaves. This study investigated the effects of leaf harvesting frequency on the leaf and tuber yields of 3 locally grown cassava varieties: Binulak, Lakan 1, and Sultan 6. The sweet potato weevil, Cylas formicarius (Fabricius), is a devastating pest of sweet potato, Ipomoea batatas (L.) Lam., with a specific point of damage at the tuber where eggs are oviposited, and voracious larvae feed. Farmers in Tarlac province in the Philippines claim that a specific cultivar is highly infested by the pest, suggesting that other cultivars may not be susceptible to the pest damage. Varietal improvement of the Philippine ‘Carabao’ mango (Mangifera indica L.) through conventional breeding is constrained by polyembryony, which makes it difficult to distinguish zygotic hybrids from nucellar seedlings at early developmental stages. This study evaluated the utility of simple sequence repeat (SSR) markers for early and accurate identification of hybrids in polyembryonic ‘Carabao’ mango crosses. Genomic DNA was isolated from 24 parental accessions and 61 putative hybrid seedlings using a modified CTAB protocol that yielded DNA suitable for PCR-based marker analysis. Toward A Local Governance Model For Green Building Regulation: Lessons From A Philippine City, Mikaela Amihan S. Arrosa, Aileen V. Lapitan

The study analyzed local governance in implementing green building regulations in a city in Metro Manila, Philippines, through a case study. Compliance rates were calculated by comparing projects with Green Building Compliance Certification to those with Green Building Pre-Compliance Certification issued by the city. The Delphi method explored environmental sustainability implications of compliance, while key informant interviews and policy landscape analysis identified the factors affecting Green Building Code management. Fewer than half of the pre-compliance and construction permit holders also received occupancy certificates. The intensifying impacts of climate change have become more evident in recent years. While policies and programs have been implemented in the Philippines for decades, questions remain about how climate change is understood and experienced by fishing communities, the country’s poorest sector. By applying the Ecological-Symbolic Approach, this paper inquired into the fisherfolk’s social definition of climate change. A Qualitatively Driven Sequential Explanatory (QualDSE) mixed-methods design guided the study in developing an informed, substantiated, and context-based definition of climate change. This definition was also analyzed vis-a-vis the widely held definitions in national climate policy.

In the post-Rice Tariffication Law (RTL) period, several protectionist policies and state interventions have reemerged in the Philippine rice market. Using national-level time series data from January 2018 to April 2025, the study applies autoregressive distributed lag models to assess the impact of policy changes and external shocks on unmilled rice (palay) and rice prices. Results show that National Food Authority (NFA) rice stocks significantly affect palay farmgate prices and special rice retail prices. This study characterized the performance of high-yielding forages, namely Napier grass (NG) and Pakchong 1 (PK), when intercropped with soybean (SB) and mungbean (MB) under rain-fed conditions in Los Banos, Laguna. The study was conducted at the Faculty of Agriculture in Dicle University, Southeast Anatolia, Türkiye, during the 2023 growing season to estimate heterosis, heterobeltiosis, and dominance for phenological, leaf, and plant traits in F₁ hybrids from desi × kabuli and kabuli × kabuli chickpea crosses. In 2022, 2 desi (Black, ICCV 10) and 3 kabuli (Azkan, ILC 533, ILC 482) chickpea varieties were crossed, producing 10 hybrids and 5 parents evaluated in a randomized complete block design with 3 replications. This study examines the attitudes of cotton producers in Şanlıurfa toward establishing a producers’ union to address structural challenges in Türkiye’s leading cotton production region. Şanlıurfa contributes approximately 40% of Türkiye’s cotton output, yet lacks organizational frameworks for its nearly 20,000 producers who face significant risks including price volatility, high input costs, and limited market access. The research utilized primary data collected through face-to-face surveys with 165 cotton producers selected via convenience sampling. The value chain of agricultural products significantly influences their profitability and socio-economic contribution. This study developed a descriptive model of the pili (Canarium ovatum Engl.) nut value chain in Sorsogon, the primary producer in the Philippines, and the only province with large-scale commercial operations. Using a descriptive research approach, data were collected through purposive interviews with 15 key informants—farmers, processors, and traders—guided by Porter’s value-chain framework. Results indicate that Sorsogon produces about 3 times the quantity required daily (< 2,233 kg) by Bicol-based processors, leading to underutilization and post-harvest losses attributed to limited storage facilities and market linkages. The processing stage, which converts pili fruits into nuts and kernels, demonstrates the highest operational efficiency, while the trading stage remains constrained by limited market access. Stakeholders often perform overlapping functions, and traditional sun-drying methods remain common. Furthermore, an aging farming population, limited succession planning, and inconsistent implementation of food safety standards continue to pose challenges to industry growth. These inefficiencies result in reduced profitability and restrict expansion. Strengthening the value chain through improved processing systems, broader market integration, and streamlined production activities is necessary to enhance economic returns and support the sustainable growth of Sorsogon’s pili nut industry.

Oviposition site selection in Ostrinia furnacalis is a hierarchical, multi-stage process influenced by plant phenology and spatial context. Oviposition preferences under mini-screen cage (Sampaloc) and semi-field (BL2) conditions were evaluated to determine the effects of field size, corn developmental stage, and the presence of non-corn plants on egg deposition patterns. Females deposited significantly more egg masses on 40 DAP (pre-reproductive) corn than on early vegetative-stage plants [Sampaloc: n=437 (40 DAP), n=88 (30 DAP); BL2: n=98 (40 DAP), n=84 (30 DAP)], demonstrating a strong phenological preference, particularly in Sampaloc. Several experiments were conducted on the ovipositional preference and behavior of the Asian corn borer (ACB), Ostrinia furnacalis (Guenée). Confirmatory tests were conducted in table cages (1.5 m2) to determine if the results would align with those obtained from experiments on semi-field (285 m2) and mini-screen cage (90 m2) spatial scales. Preference for Bt and non-Bt corn was then observed under confined conditions. Table cage test results showed similar oviposition behavior to that observed in prior studies on larger test areas.
