Parties: Jicarilla Apache Nation and US. Amends Jicarilla Settlement Act, Section 8(e)(3) to move the adjudication decree deadline from December 31, 1998 to December 31, 2000. It also approves the December 8, 1992 Settlement Contract between the Nation and the US. Related to rights in the Rio Chama & San Juan drainages. Federal Legislation: San Luis Rey Indian Water Rights Settlement Act Amendment, PL 105-256, 112 Stat. 1896, 1899 (Oct. 14, 1998). Parties: La Jolla, Rincon, San Pasqual, Pauma, and Pala Bands of Mission Indians, US. San Luis Rey Indian Water Rights Settlement Act, Sec. 105(c) is amended to authorize disbursement of a total of $8M, of which $1.6M will go to each of the Bands, from the interest income which has accrued to the Fund. The disbursed funds shall be invested or used for economic development of the Bands. On the afternoon of May 19, 1998, in the University of South Dakota School of Law Courtroom, two panels assembled to discuss current issues in Indian land and water rights. The panels were part of the Fifth Biennial Indian Law Symposium entitled "Indian Nations on The Eve of The Twenty-First Century: Sovereignty, Self-Government, Water Rights, Land Rights." The Navajo Nation is a non-IRA5 tribe and is not governed by a written constitution. The Navajo Nation government consists of a three-branch system. The nation has a six volume, twenty-four title6 code. Title II outlines the administration of tribal affairs, including the executive and legislative branches. Title VII outlines duties of the judiciary. The modern Navajo Nation government is best described as a western / traditional blend of governance.

Reservation, and long-term cooperative management of the waters. The Tribes shall not convert any existing non-consumptive use to a consumptive use. The Agreement designates the amounts of instream flows and diverted water for the Tribes. The Tribes have the first priority for their Tribal Reserved Water Right; however, existing State law water rights will not be curtailed in favor of the Tribal Reserved water right.
