Section 1. Purpose. Artificial intelligence (AI) holds extraordinary potential for both promise and peril. Responsible AI use has the potential to help solve urgent challenges while making our world more prosperous, productive, innovative, and secure. At the same time, irresponsible use could exacerbate societal harms such as fraud, discrimination, bias, and disinformation; displace and disempower workers; stifle competition; and pose risks to national security. Harnessing AI for good and realizing its myriad benefits requires mitigating its substantial risks. This endeavor demands a society-wide effort that includes government, the private sector, academia, and civil society.

Virtual Criminal Law Dualism, Itay Ravid, Hadar Dancig-Rosenberg
Virtual Criminal Law Dualism, Itay Ravid, Hadar Dancig-Rosenberg
Faculty Publications
Since the start of the new millennium, technological and societal changes have initiated a transition from physical to virtual spaces. This farreaching phenomenon has extended to the law and legal institutions, including the criminal law domain. This essay coins the term “virtual criminal law dualism” to describe the dynamic relationship between the virtual and physical spaces in the criminal law sphere. We contend that the transition to virtual spaces has manifested in two distinct aspects. The first relates to formal doctrinal, procedural, and institutional changes that the mainstream criminal law and procedure have undergone due to the emergence of virtual …

140 Characters To Justice? The Promise And Perils Of Using Social Media To Reveal Lay Punishment Perspectives, Itay Ravid, Rotem Dror
Faculty Publications
For centuries, penal theorists have debated two key criminal justice questions: justifying state punishment power and determining proper punishment levels. Moral philosophers offered several theories to address these questions. Over time, calls emerged to move beyond theories and to consider community views on punishment rationales in criminal law and policy design, an approach that gained support alongside meaningful critique. Concurrently, social science advancements enabled empirically deepening understanding of public attitudes about punishment, largely through surveys and experiments.
One domain, however, remained untouched by those calling to assess lay intuitions of justice: social media. Such oversight is puzzling in light of …

Episode 3: Tarnished Gold, Sara Gras
Season 01
To better understand how and why sports are a part of education, this episode goes back to where they started. Although the culture of youth sports has certainly evolved, the purpose of interscholastic athletics really has not. Today, just like 100 years ago, educators value the role of sport in preparing kids for success in life. But the structures governing competition have always limited who can participate and how they are recognized. Many thanks to all the guests who contributed their thoughts.

Mortgage scoring models are pivotal in evaluating the risk associated with mortgages. Traditionally, these models were constructed using logistic regression. However, with the rise of machine learning, algorithms such as classification trees and neural networks have been employed. These algorithms are trained on a sample of mortgages, with the occurrence or non-occurrence of default observed. The data is then split into training and test samples, with machine learning algorithms further dividing the training sample for validation. This approach aims to determine hyperparameters that maximize performance while minimizing overfitting. Once calibrated, the model is applied to the test sample to predict …

UBT International Conference
This paper explores the advantages of machine learning over traditional statistical methods in the context of real estate mortgage scoring. While traditional methods require extensive data preprocessing, machine learning offers a more streamlined and efficient approach. The financial industry is recognizing these benefits, with machine learning enabling faster mortgage application processing and reduced modeling biases. The findings underscore the potential of machine learning to revolutionize the financial sector.
Imposition Of Alternative Measures In North Macedonia And Comparison Of Probation In France And Croatia, Alma Doko
UBT International Conference
When the criminal offense is mentioned, the only association is the prison sentence, as a justification that the purpose of the punishment is achieved with it. But today, modern criminal law legislation is characterized by humanity and the request for the imposition of non-institutional sanctions, in the sense that it is not always possible to expect that the desired results will be achieved with the prison sentence, which is the fight against criminality, its prevention and suppression. Fierce criticism of the short-term prison sentence and the prison sentence for its emphasized retributive character led to the emergence of new sanctions …

Environmental Law And The Legal Framework For Integrat-Ing Impacts On Indoor Air Quality In Life Cycle Assessments, Afrim Syla, Visar Hoxha
UBT International Conference
Products used during construction and operation of a building can contribute to Indoor Air Quality (IAQ) problems that affect occupants’ well-being. However, IAQ is conven-tionally not addressed in the life cycle assessments (LCAs) of buildings and building related products even though IAQ leads to one of the areas of protection under LCA - human health impacts. In this study, we proposed an overall framework for integrating IAQ into LCA using the standard steps of LCA. The framework focused on IAQ and LCA modeling from two cate-gories of building related products:
1) passive products that realize their function through initial installation …

A Comparative Analysis Of Legal Restrictions Impacting Housing Prices: A Study Of Kosovo And Slovenia, Visar Hoxha, Egzone Osmanaj
UBT International Conference
The purpose of this study is to undertake a comparative analysis of the laws between Kosovo and Slovenia in terms of legal restrictions that affect housing prices. The present study uses a comparative analysis of laws that impose restrictions that affect the housing prices in Kosovo and Slovenia. The research found that both countries impose similar restrictions on building regulations such as sanitation, lighting, air quality, fire safety, and materials standards. Spatial and zoning laws in both countries regulate urban containment, population growth, and municipal development plans. This study provides a novel and comparative analysis of the impact of legal …

According to Kosovo Law No. 04/L-077 on Obligation Relations, lifelong maintenance occurs when one contracting party (the maintaining party) undertakes to support the other contracting party or any other person (the maintained party), and the other contracting party declares that he/she will leave the former all or part of his/her property, which includes real estate and movable property intended for the use and enjoyment of the real estate, and the delivery thereof is postponed until the former dies. In order to provide a thorough examination taking into account its origins, developments, and how it responds to practical situations, this paper …

Inside The Internet, Nick Merrill, Tejas N. Narechania
Duke Law Journal Online
Conventional wisdom—particularly in the legal literatures—suggests that competition reigns the inside of the internet. This common understanding has shaped regulatory approaches to questions of network security and competition policy among service providers. But the original research presented here undermines that long-held assumption. Where the markets for internet traffic exchange (and related services) have long been thought to be characterized by robust competition among various network services providers, our findings suggest that these markets have consolidated. These trends raise a host of concerns for network reliability, online speech, and consumer choice, among other matters. Indeed, some recent high-profile internet outages reflect …

Copyright And Generative Ai: Insights From The Project On The Right To Research, Sean M. Fiil-Flynn
Joint PIJIP/TLS Research Paper Series
With the widespread launch of “generative AI” technology capable of creating music, art and text that could potentially substitute for the work of human creators, policy makers around the world are highly focused on how and whether copyright law should change in response. This paper summarizes results from studies that have been commissioned as part of the Project on the Right to Research in International Copyright coordinated by American University’s Program on Information Justice and Intellectual Property. That project focuses on uses of copyrighted works in text and data mining technology by scientific researchers. The same text and data mining …
