Targeting Youth—Hit Or Miss? Juvenile Certification In Clark County, Nevada Examined, Brittnie Turquoise Watkins

UNLV Theses, Dissertations, Professional Papers, and Capstones

Juvenile certification is the method by which a juvenile may be removed from juvenile court jurisdiction and placed in the adult criminal court jurisdiction. In many cases, juvenile courts exercise judicial certifications, in which a judge determines if the case will be heard in juvenile or adult court. Many factors influence a judge's determination of certification outcomes. Legal factors include dangerousness, amenability, and maturity of the youth. Extra-legal factors include race and sex. Although judges are believed to be impartial, prior research has found that these bias factors may influence outcomes. This study assesses what factors are influential in one …

Gray Zones Of Modern Genocide, Megan Dale Lee May 2009

Gray Zones Of Modern Genocide, Megan Dale Lee

UNLV Theses, Dissertations, Professional Papers, and Capstones

Italian-Jewish chemist and Holocaust survivor Primo Levi wrote in his work The Drowned and the Saved about the "Gray Zone," or holding place for all things difficult to categorize about his experiences in the Nazi camp Auschwitz. Because human tendency is to divide things in a rigid dichotomy, he argued, anything without a set role is brushed aside. I have extended this Gray Zone to include mutually shared situations from modern genocide including: the relationship of race/land to genocide, the "Forced Victim-Perpetrator" (victim forced to commit atrocities against his or her own people), and the complex international reaction to genocidal …

The Undermining Of International Human Rights Law : The Clash Of Western And Non-Western Human Rights Ideologies, Anahita Agha-Ghassem

Theses, Dissertations and Culminating Projects

The notion of human rights is an undeniable, undisputable concept that has received universal validity. However, the history of human rights has shown the difficulty that exists in protecting and guaranteeing these rights, which in turn illustrates the difficulty in enforcing international human rights laws. In recent years, the legitimacy of international human rights law has become a highly debated topic. Events in the West and the East have cast a spotlight on its authority. The question of its universality has also surfaced as more human rights violations are taking place worldwide. Several human rights issues, in both Western and …

The City of Las Vegas, Detention and Enforcement is a law enforcement organization that is significantly unique in its mission and organization. On March 15, 1982, the City of Las Vegas determined that, due to extreme overcrowding at the Las Vegas Metropolitan Police Departments holding facility, it was time to create the Las Vegas Department of Detention and Correctional Services. As the population of Las Vegas continued to grow, the Las Vegas Department of Detention and Correctional Services also increased in both size and degree of responsibilities. In 1986, the Las Vegas Park Rangers were absorbed and became the law …

Minnesota Mandates: County Government Fiscal Stress In An Era Of Declining State Support, Selena Krueth Apr 2009

Minnesota Mandates: County Government Fiscal Stress In An Era Of Declining State Support, Selena Krueth

Political Science Theses and Capstones

Minnesota counties are experiencing more than just financial burdens from state mandates these days. Counties and local governments currently are seeking the most effective solution of implementing state mandates; leaving behind the argument of no mandates without funding to "give us mandates that work". In my analysis I combined county budgetary and demographic data, with phone survey data gathered from Minnesota counties. I anticipate results that will show a wide variety in county administrator attitudes towards state mandates and varying local capacity to meet them. Costly state mandates, such as health services, and large county populations have proven significant in …

Factors Influencing Police Officer Marksmanship During Qualifying Drills, Kelly Kennedy

Graduate Student Dissertations, Theses, Capstones, and Portfolios

Police departments across the country are interested in reducing the costs of retraining and improving the rate of retention of the officers they are training. If police officers can be better trained in the skills necessary for marksmanship due to improved evaluative methods by instructors then the rate of progression in skill development could be accelerated. The purpose of this non-experimental, exploratory (comparative) and explanatory (correlational) survey research was to examine the relationships among demographics, handgrip, firearms experience, physiological changes, environmental factors, and psychological state for police officers during qualifying shooting drills, and to determine if Marksmanship during qualifying shooting …

Children's Health Insurance Program: The Dynamics Of Federalism And Health Care Policy, Erik White

Political Science Theses and Capstones

On February 4th, 2009, President Obama signed into law the reauthorization of the Children Health Insurance Program. The federal government will now spend 30 billion dollars towards the goal of ensuring that more children in the United States are insured. I investigate this particular health care policy and look at the different dynamics that affect the ultimate goal of universal health insurance for children. Because this program allows for state flexibility under broad federal guidelines, one is able to look at individual states, and their particular actions and characteristics, to determine the best approach to insuring the most …

Perceived Justice And Barriers And Facilitators To The Attainment Of Leadership Positions In Local And County Law Enforcement Organizations In The State Of Florida, Delsa R. Bush

Graduate Student Dissertations, Theses, Capstones, and Portfolios

Disparity in leadership positions within organizations continue to exist along racial and gender lines even as organizations become more diverse. The numerous studies investigating race, ethnicity, gender, and the attainment of leadership positions within organizations focus primarily on the glass-ceiling effect. Few have empirically addressed the issue of the glass-ceiling effect in law enforcement organizations. Previous research suggested that several factors might affect leadership positions, i.e., human capital assets, demographic characteristics, organizational characteristics, procedural justice, distributive justices, barriers and facilitators to career advancement, institutional values, racism, and organizational culture. The glass ceiling effect, which encompasses a majority of these factors, …

An Investigation Of Knowledge Transfer And Retention In A Government Procurement Office, Garland T. Mobley Mar 2009

An Investigation Of Knowledge Transfer And Retention In A Government Procurement Office, Garland T. Mobley

Theses and Dissertations

There is no measure for the loss of corporate memory. Organizations build a reservoir of knowledge in its employees, and this knowledge becomes a critical ingredient in an organization’s ability to carry out its mission. This study introduces specific knowledge attributes that significantly impact effective tacit and explicit knowledge transfer and retention. Under this construct the proposed investigation explores a government program office to see if replacing experienced government employees with outsourced personnel impacts corporate knowledge retention. The study concludes that a loss of corporate …

The Evolution Of Small Business Reform In Russia, Megan Hanna Mar 2009

The Evolution Of Small Business Reform In Russia, Megan Hanna

Electronic Theses and Dissertations

Small businesses are key drivers in the world’s leading economies. Russia on the whole is lagging behind the developed world in terms of small businesses per capita. Entrepreneurship gradually took shape after the collapse of the Soviet Union despite structural challenges. A discourse on small business reform emerged during the presidency of Vladimir Putin. Legislation passed during his tenure illustrates the evolution of reform in specific areas that affect small business. Surveys show that perceived challenges for small businesses have also evolved. As central control recedes, regional and local authorities will ultimately be responsible for the future of small business …

Beyond Blood: Rethinking Aboriginal Identity And Belonging, Pamela Palmater Jan 2009

Beyond Blood: Rethinking Aboriginal Identity And Belonging, Pamela Palmater

PhD Dissertations

The traditional Aboriginal Nations in Canada, like the Mi'kmaq, Mohawk, or Maliseet, have been divided into multiple Indian bands. Their vast traditional territories have been taken up for settlement and the little land that remains in their possession is concentrated in tiny reserves. Similarly, traditional Aboriginal identities have been divided into so many legal and political units, that even families can be divided along these same lines. Many Aboriginal people now identify as status and non-status Indians, with further sub-categories like 6(1) and 6(2) status Indians, or original members and restored members. Single communities can be bitterly divided along these …

Hedging To Safety: A Political Economy Of Derivatives, Risk And Agriculture In The Developing World, Sasha Coler Breger Bush Jan 2009

Hedging To Safety: A Political Economy Of Derivatives, Risk And Agriculture In The Developing World, Sasha Coler Breger Bush

Electronic Theses and Dissertations

It has become common for researchers and international development institutions to recommend the use of derivative instruments to developing country farmers and policymakers as a means of insuring agricultural incomes against the threats posed by volatile global commodity prices. Despite such enthusiasm, very little research to date examines whether or not derivative instruments actually can deliver income support to agricultural producers who face commodity price risk. This dissertation evaluates these recommendations, focusing upon the potential income security benefits of hedging with futures instruments for coffee farmers in Mexico, Brazil and Uganda during the 1998-2002 coffee crisis. The three-part quantitative and …

Religio-Political Groups And The Israeli-Palestinian Peace Process, Catherine Ruth Orsborn Jan 2009

Religio-Political Groups And The Israeli-Palestinian Peace Process, Catherine Ruth Orsborn

Electronic Theses and Dissertations

The Israeli-Palestinian conflict is a quagmire of interests working against one another. In this paper, I explore the specific role of religio-political groups in the conflict. I particularly examine the ideological political and religious foundations of Gush Emunim and Hamas, paying much attention to the question of why they are attractive to people in our current era. I argue that these groups are continuously effective in opposing the current quest for a peaceful resolution to the conflict, and that they continue to grow as the result of an identity crisis brought about by factors related to globalization and the failure …

Role Expectations And State Socialization: Germany's Rediscovery Of The Use Of Force 1990–1995, Thorsten Spehn Jan 2009

Role Expectations And State Socialization: Germany's Rediscovery Of The Use Of Force 1990–1995, Thorsten Spehn

Electronic Theses and Dissertations

This dissertation engages the question of why German political elites accepted the use of force during the 1990s and started to commit the country's armed forces to multilateral peacekeeping missions. Previous governments of the Federal Republic had opposed foreign deployment of the military and Germany was characterized by a unique strategic culture in which the efficacy of military force was widely regarded as negative. The rediscovery of the use of force constituted a significant reorientation of German security policy with potentially profound implications for international relations.

I use social role theory to explain Germany's security policy reorientation. I argue that …

Disciplinary Patterns And Complaint System Of The Los Angeles County Sheriff's Department, Scott Eric Hutter Jan 2009

Disciplinary Patterns And Complaint System Of The Los Angeles County Sheriff's Department, Scott Eric Hutter

Theses Digitization Project

This thesis will analyze the disciplinary patterns and the complaint system of the Los Angeles County Sheriff's Department (LASD). It reveals if there is significance when multiple officers engage in improper acts as opposed to when a single officer engages in the same acts. The study will identify the most common types of accusations filed against sworn personnel, what ranks are most commonly involved (i.e. deputy, sergeant, etc.), and what assignments (i.e. patrol) incur the most investigations.
