Since the establishment of individual states supreme courts, there has been debate on the best way to retain individual judges to their court. With five different forms of retention, each comes with their own set of outside forces that determine how a judge behaves while on the court. Some of these outside forces like a judge’s length of service on the court can also affect the decision to overturn a standing precedent, especially when the case captures great amounts of media attention. Research implies that African Americans and other minorities experience racial disparities in their encounters with police. Their white counterparts tend to not experience any racially driven disparity. Oftentimes this research does not use different characteristics while testing for racial disparity, leaving much more to be explored when researching police encounters among minorities. Sampling was popularized during the beginnings of hip-hop music and now a wide variety of genres use samples or techniques created by sample-based music. Early hip-hop beats took samples of drum breaks or a portion of a track from another artist or band. As hip-hop grew in the late 80s and early 90s, the use of samples became a question of intellectual property rights and if it was acceptable to sample someone’s copyrighted work. Digital forensic readiness within the law enforcement community, especially at the local level, has gone mostly unexplored. As a result, a current lack of data exists that examines the digital forensic readiness of individual agencies, the possibility of proximity relationships, and correlations between readiness and backlogs. This quantitative, crosssectional research study sought to explore these issues by focusing on the state of Maryland. The study resulted in the creation of a digital forensic readiness scoring model that was then used to assign digital forensic readiness scores to thirty (30) of the one-hundred-forty-one (141) law enforcement agencies throughout Maryland. The purpose of this phenomenological study was to explore and better understand the lived experiences of African American juvenile parole and probation officers in the Pacific Northwest. I conducted semistructured interviews with four African American juvenile parole and probation officers using a transcendental phenomenological framework. This framework was further supported and guided by social identity theory, critical race theory, and person‒organization fit theory. Through detailed semistructured interviews, field notes, and artifacts; honest and thought-provoking insight was gathered about the experiences of African American juvenile parole and probation officers. Recruitment and retention are persistent issues within the law enforcement organizations because positions are remaining vacant and fewer people are attracted to the profession. The purpose of this research study was to understand the differences between generational cohorts and specifically the millennial generation’s motivation for entering and remaining in the law enforcement profession, as well as their satisfaction with their career choice. Since Title IX was signed into law in 1972, the legislation has long been associated with athletics. After the passage of Title IX, high school level and any other federally funded institution, now had to promote gender equality, including athletics. However, even though equality was and still is required, those demands are still not being met. This paper analyzes the efficacy of Title IX when considering national name, image, and likeness (NIL) legislation and NCAA Division I athletic department expenditure behavior. To answer this question, I analyzed Title IX’s legislative history, current compliance rules, recent litigation, and academic literature. Using publicly-available data reported to the US Department of Education, I performed regression analysis on institutional characteristics and expenditure behaviors to assess the impact that spending behavior has on gender equity. My results show that revenue-generating sports had a large impact on spending equity, and disparities in expenditures are more distinct than participation. Ultimately, the market-based exceptions …

تهدف هذه الرسالة إلى بيان فكرة الخطأ المرفقي كأساس للمسؤولية الإدارية وكيفية تقدير القضاء لهذا الخطأ، نظراً إلى أن هذه المسؤولية ستقع على عاتق المرفق العام فهو الذي يتحملها ويدفع التعويض المترتب عليها، المحكوم به من طرف القضاء صاحب الاختصاص. ولا يمكن مساءلة الإدارة - سواء في المسؤولية القائمة على أساس الخطأ أو بدون خطأ - إلا إذا ترتب على ذلك الخطأ أو النشاط ضرر معين، فإذا انتفى الضرر انتفى معه حق المطالبة بالتعويض، وإذا تحقق الضرر فإن المسؤولية لا تتحقق إلا بوجود علاقة سببية بين الفعل الضار الصادر من الإدارة وبين الضرر الذي لحق المضرور.

The Clergy On Patrol (COP) program is a collaboration between the Norfolk Police Department and community faith leaders of the Norfolk Urban Renewal Center. This study analyzed themes and patterns in the communicative relationship between police and clergy members, using a semiotic approach and the scholarship of intergroup communication. Additionally, an added secondary analysis of media coverage helped focus the results of the study using themes. This thesis merged the two semiotic analyses to examine a style of community policing that has lacked a closer eye.

In 1980, the United States Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This federal law provided the U.S. Environmental Protection Agency (EPA) with the legal tools necessary to pursue polluters who had improperly stored or disposed hazardous wastes. Since its passage, more than a thousand sites have been added to the National Priorities List (NPL), but only a fraction have been cleaned up. Proponents of neoliberalism argue that aggressive environmental policies such as CERCLA harm workers by making it impossible for businesses to operate profitably. This study conducts a qualitative thematic analysis of mass media framing of victims and perpetrators of police-involved killings of unarmed black males, the legal outcomes of the investigations into these killings, and the community response in the aftermath. This research finds five themes within the data: Dispute over Justice, Colorblind Racism, Distrust of the Criminal Justice System, Officer Vindication, and Suppression of Black Protest.
