This thesis analyzes first and second level WBS elements of 59 historical USAF Acquisition Category I RDT&E programs for accuracy and influence on the overall program cost growth. For the accuracy analysis portion, the mean, 15th, and 85th percentiles of common practice estimates at completion are compared with the same percentiles for distributions generated using the data. The results reveal a trend of substantial underestimation of risks associated with cost overruns. The Department of Defense (DoD) has encouraged the transition to digital engineering, yet there are limited guides for how to transition and there is limited data to show where an organization like a program office can reap the most benefit from the transition. To identify areas where potential benefits may be realized, this thesis compares two Requests for Information (RFIs), one document-based and one model-based, from generation to response. Muscle synergies (MS) are defined as the specific co-activation of muscle groups to accomplish functional movements. The hypothesis of muscle synergies helps simplify the motor coordination problem by decreasing the numbers of central nervous system signals. Grasping a target object is very challenging to a visually impaired individual due to vision loss. An object grasping task can be divided into three sub-tasks: detecting the target ob-ject, maintaining hand-object alignment while approaching the object, and taking a hold of it. Vision loss makes the first two sub-tasks impossible. To help a visually impaired per-son re-gain the capability in performing the two sub-tasks, a hand-worn assistive device is designed. In recent years, the demand for spectrum has increased exponentially. Cognitive radio (CR) technology provides the capability to dynamically sense the spectrum for available channels, estimate them and select a good channel. This thesis introduces the concept of dynamic spectrum leasing methodology (DSLM), a paradigm based on game theoretic concepts. DSLM takes into account the demand for spectrum by secondary users and the willingness of primary users to relinquish spectrum in a restricted manner, making possible spectrum leasing as a long-term commercially viable concept. The work reported in this thesis aims at developing a practical tool for utility transmission planners to protect power network from potential attacks. To efficiently address the problem, we propose a new formulation for defender which has a promising result than its counterpart. Moreover, the optimum defending strategy in power network is modeled which return the best protecting strategy based on the defender resources. One of the focuses of Corporate Information Management (CIM) initiative in the Department of Defense is the elimination of duplicate automated information systems. This thesis is a case study examination of the selection process in the logistics, transportation, and health functional areas. The case studies were performed through a one-time review of documents relating to system selections in each functional area. A review of strategic information systems planning and systems implementation literature is used to examine the results in the three areas. The thesis concludes with three suggestions for improving the selection process with an emphasis on systems implementation.

This research investigated the perceived Ada and software engineering education needs of software managers throughout the Air Force and provided recommendations to Air Staff for developing the education. Since the Department of Defense mandated all DOD agencies use the Ada programming language for software development, the education of the personnel who have to support the policy has lagged behind the implementation Ada is not a simple language to use and is only fully effective if used with sound software engineering principles.
