The authors defined waste in higher education and describe proven strategies to reduce waste, from and engineering and technical background, informed by HE administrative perspectives. It is important to categorize waste and then prioritize it because effort should be spent on eliminating the waste that has the greatest potential to improve the efficiency of the entire system. Waste can only be dealt with by someone with the span of control over that waste.

Dominant theories relating to outcome-based learning and workforce competency were synthesized into a singular outcome-based competency model to evaluate systems engineering training. A baseline model was developed using leading theories from the academic literature pertaining to competencies for systems engineers across three categories: cognitive, skill-based, and behavioral. The model was further refined via qualitative and quantitative analysis of formal interviews of subject matter experts in the field of systems engineering workforce management. The refined model classifies 28 critical competencies for systems engineers into three tiers of workforce functionality: foundational, specialized, and leadership. Learning curves are useful for assessing performance improvement due to the positive impact of learning. In recent years, the deleterious effects of forgetting have also been recognized. Workers experience forgetting or decline in performance over time. Consequently, contemporary learning curves have attempted to incorporate forgetting components into learning curves. An area of increasing interest is the study of how fast and how far the forgetting impact can influence overall performance. This report provides an assessment and recommendations for the systems engineering educational programs at the Air Force Institute of Technology (AFIT). The Air Force needs in systems engineering education are briefly summarized, followed by an analysis of the educational program at AFIT. Based on the assessment of AFIT's program, a set of recommendations are given for improving the programs and their utility to the Air Force. Appendices to the report contain additional information on the AFIT programs and an assessment of other graduate systems engineering programs in the US.

This research concerns itself with Participatory Action Research in a hostile setting. The thrust is a sociotechnical one, with the intent being to enhance the capacity of the Wallop Public School System, Wallop, USA, to address its problem of racial disparate treatment of Black children. The potential for Organizational Learning among the school system's senior staff is studied. Some new theory about such hostile interventions is proposed. Also discussed are questions about reliability and construct validity within the context of the multiple role playing that an interventionist has in this setting.
