This research seeks to achieve two objectives: 1) to provide a comprehensive survey of research related to defense contractor profitability, and 2) to conduct an updated analysis of such profitability. No previous comprehensive survey of the topic was found in the academic literature. Therefore, the provision of such a survey may significantly benefit future researchers. A paucity of recent defense contractor profit research related was identified; only one published study analyzed data after 2000 and none used data more recent than 2010. Remote communities such as rural villages, post-disaster housing camps, and military forward operating bases are often located in remote and hostile areas with limited or no access to established infrastructure grids. Operating these communities with conventional assets requires constant resupply, which yields a significant logistical burden, creates negative environmental impacts, and increases costs. For example, a 2000-member isolated village in northern Canada relying on diesel generators required 8.6 million USD of fuel per year and emitted 8500 tons of carbon dioxide. Traditional learning curve theory assumes a constant learning rate regardless of the number of units produced; however, a collection of theoretical and empirical evidence indicates that learning rates decrease as more units are produced in some cases. These diminishing learning rates cause traditional learning curves to underestimate required resources, potentially resulting in cost overruns. A diminishing learning rate model, Boones Learning Curve (2018), was recently developed to model this phenomenon. This research confirmed that Boones Learning Curve is more accurate in modeling observed learning curves using production data of 169 Department of Defense end-items. Shared decision making is the concept of physicians involving patients in the treatment planning process. The University of Maryland Medical Center is interested in applying shared decision making to the treatment of patients with Inflammatory Bowel Disease (IBD). The two treatment methods analyzed in this study were medical management and surgery. To explore patient preferences between these two alternatives, a discrete choice experiment (DCE) was employed. As space becomes an increasingly congested domain, the risk of damage to satellite constellations is increasing. In response, there is an increasing need for capabilities for unmanned repair, refueling, and reconstitution (R3) of those constellations. Cislunar orbits offer a promising storage and low-cost transfer solution for on-orbit service vehicles and replacement satellites to leverage those capabilities. The DOD energy policy is to increase energy security resiliency, and mitigate costs in the use and management of energy[1] Forward operating bases (FOBs) are remote, austere base camps that support an operationally defined mission with a limited or no ability to draw from an energy grid and have historically relied on diesel-powered generators for the primary production of energy.[2] Generators are sized to meet a theoretical peak demand, but steady state loads are far below this peak, resulting in under-loaded generators.[3] Under-loaded diesel generators decrease efficiency and increase the need for maintenance, affecting the lifespan of …

The DOD is adopting open mission systems (OMS) as the future in the military aviation environment. OMS proponents promise reduced costs and truncated schedules through increased competition in the marketplace and reduced coding efforts. To the best of our knowledge, no studies have examined the success of these open architectures in the DOD. Therefore, we investigate costs and schedule for a recent DOD avionics OMS demonstration platform in comparison to 13 historically analogous programs.

Purpose: There appears to be no empirical-based method in the literature for estimating if an engineering change proposal (ECP) will occur or the dollar amount incurred. This paper aims to present an empirically based approach to address this shortfall.
Design/Methodology/Approach: Using the cost assessment data enterprise database, 533 contracts were randomly selected via a stratified sampling plan to build two regression models: one to predict the likelihood of a contract experiencing an ECP and the other to determine the expected median per cent increase in baseline contract cost if an ECP was likely. Many Air Force studies require a design and analysis process that can accommodate for the computational challenges associated with complex systems, simulations, and real-world decisions. For systems with large decision spaces and a mixture of continuous, discrete, and categorical factors, nearly orthogonal-and-balanced (NOAB) designs can be used as efficient, representative subsets of all possible design points for system evaluation, where meta-models are then fitted to act as surrogates to system outputs. This paper compares linear programming and stable marriage approaches to the assignment problem under conditions of uncertainty. Robust solutions should exhibit reduced variability in the presence of one or more additional constraints. Several variations of each approach are compared with respect to solution quality, as measured by the overall social welfare among Officers and Assignments, and robustness as measured by the number of changes after a number of randomized perturbations. The first part of this manuscript examines the impact of configuration changes to the learning curve when implemented during production. This research is a study on the impact to the learning curve slope when production is continuous but a configuration change occurs. Analysis discovered the learning curve slope after a configuration change is different from the stable learning curve slope pre-configuration change. The newly configured units were statistically different from previous units. This supports that the new configuration should be estimated with a new learning curve equation. Using open source data, this research formulates and constructs a suite of statistical models that predict future transitions into and out of violent conflict and forecasts the regional and global incidences of violent conflict over a ten-year time horizon. A total of thirty predictor variables are tested and evaluated for inclusion in twelve conditional logistic regression models, which calculate the probability that a nation will transition from its current conflict state, either In Conflict or Not in Conflict, to a new state in the following year. In 2003, the United States Air Force embarked on one of the largest and most comprehensive logistical transformation to delineate the logistics community’s strategy for supporting the warfighter. A key aspect of this campaign plan was to leverage information technology through an enterprise resource planning (ERP) solution called the Expeditionary Combat Support System (ECSS), a “big-bang” approach. The Joint Capabilities Integration and Development System (JCIDS) is 10 years old and ripe for review. A central output document of the JCIDS process is an Initial Capabilities Document (ICD) used by the Department of Defense to define gaps in a functional capability area and define new capabilities required. The research team analyzed 10 years of ICDs to identify methods and trends. The team found that several methodologies were favored and a convergence emerged in format and necessary content. They provide an economical way to remove unimportant factors from further, potentially costly, experimentation. Past research proposed that it is possible to forecast cargo demand using time series models and that there exists potential cost savings in the way that Civilian Reserve Air Fleet (CRAF) is used for cargo airlift. United States Transportation Command (USTRANSCOM) performs annual fixed-buys of CRAF to support airlift needs. Forecasted cargo demand would allow for reasonably accurate cargo projections vs. the current expected value estimation. Accurate forecasting allows for greater fixed-buys, further incentivizing CRAF airlines as well as reducing the number of additional aircraft purchases during the quarterly and monthly buys. Aeromedical Evacuation (AE) has been steadily utilized during Operation Iraqi Freedom and Operation Enduring Freedom. AE is a global enterprise. The current structure of AE is facing changes as forces scale down from operations in Iraq and Afghanistan. AE will, however, continue to be important in its domestic use in the continental USA (CONUS). Current practice is to pull aircraft (e.g. C-17, C-130 or KC-135) from their normal operations to meet Urgent and Priority patient needs when local alternatives are infeasible.
