A one-versus-one air combat maneuvering problem is considered wherein a friendly autonomous aircraft must engage and defeat an adversary autonomous aircraft in a beyond visual range environment. The Advanced Framework for Simulation, Integration, and Modeling (AFSIM) is leveraged to model the complex and interdependent operations of aircraft, sensors, and weapons utilized in beyond visual range air combat. We formulate a Markov decision process to obtain high-quality decision policies wherein our autonomous aircraft makes maneuvering and missile firing decisions. U.S. Department of Defense (DoD) personal property moves account for 15% of all domestic and international moves - accurate prediction of their cost could draw attention to outlier shipments and improve budget planning. In this work 136,140 shipments between 13 personal property shipment hubs from April 2022 through March 2023 with a total cost of $1.6B were analyzed. Shipment cost was predicted using recursive feature elimination on linear regression and XGBoost algorithms, as well as through neural network hyperparameter sweeps. This thesis presents a methodology to assess the ability of a Low-Earth Orbit (LEO) satellite constellation to successfully accomplish the GMTI mission in a cost-effective fashion. A simulation model was developed to test the coverage performance of 512 unique constellation designs. Significant factors were revealed by developing regression models that revealed the most critical constellation trade-offs on measures of performance. A Value-Focused Thinking (VFT) approach was applied to assign weights to a broad range of measures of performance from which the Pareto distribution on a cost-capability plot revealed cost-effectiveness. The current Air Force Civil Engineer Center (AFCEC) built infrastructure Facility Sustainment Restoration and Modernization (FSRM) portfolio management methodology results in an unbalanced project portfolio. The consequence of this unbalance is that majority of the funding goes towards buildings on the flightline and Facility Support Services activities do not get adequate funding which leads to further deterioration of those facilities. This research game theory framework evaluates the resilience of nuclear deterrence options between two players. We use lexicographic prioritization to value four priorities of political, military, economic, and civilian casualties. The value order may be varied. We demonstrate our approach with six player choices of no nuclear strike, demonstration, counterforce, tactical military, economic, or countervalue strike. We use game theory to construct and analyze the resulting damage matrix. We conclude that credible deterrence requires having at least equivalent offensive damage capabilities.

Members of the armed forces greatly rely on having an effective and efficient medical evacuation (MEDEVAC) process for evacuating casualties from the battlefield to medical treatment facilities (MTF) during combat operations. This thesis examines the MEDEVAC dispatching problem and seeks to determine an optimal policy for dispatching a MEDEVAC unit, if any, when a 9-line MEDEVAC request arrives, taking into account triage classification errors and the possibility of having blood transfusion kits on board select MEDEVAC units. In the pursuit of digital transformation, the Air Force creates digital airmen. Digital airmen are robotic process automations designed to eliminate the repetitive high-volume low-cognitive tasks that absorb so much of our Airmen's time. The automation product results in more time to focus on tasks that machines cannot sufficiently perform data analytics and improving the Air Force's informed decision-making. This research investigates the assessment of potential automation cases to ensure that we choose viable tasks for automation and applies multivariate analysis to determine which factors indicate successful projects. The location, allocation, and utilization of military medical evacuation (MEDEVAC) resources significantly impact the quality and timeliness of medical care to injured troops. In 2009, Secretary of Defense Robert Gates introduced the Golden Hour mandate that entails the evacuation of critically-injured troops to military treatment facilities (MTFs) within an hour to prevent further complications. To develop high-quality policies that improve MEDEVAC system performance, several papers in the current literature assume that MTFs have both the capacity and capability of treating any patient, regardless of the type of injury. Augmenting capabilities with nontraditional sensors present an expeditious and low-cost improvement. Wind tunnels are used to test scale-model air frames in order to collect aerodynamic data. The Subsonic Aerodynamic Research Laboratory (SARL) Wind Tunnel is a low speed wind tunnel located at Wright-Patterson Air Force Base. The SARL Wind Tunnel team approached AFIT for assistance in creating statistically defensible models for the conditions inside the wind tunnel. During a wind tunnel test, pressure sensors cannot be placed at the test model. Instead, pressure is measured by a pitot probe permanently mounted in the corner of the test chamber. Excerpt: Limited facilities operating and modernization budgets require organizations to carefully identify, prioritize and authorize projects to ensure allocated resources align with strategic objectives. Traditional facility prioritization methods using risk matrices can be improved to increase granularity in categorization and avoid mathematical error or human cognitive biases. These limitations restrict the utility of prioritizations and if erroneously used to select projects for funding, they can lead to wasted resources. This paper aims to propose a novel facility prioritization methodology that corrects these assessment design and implementation issues.

Traditional learning curve theory assumes a constant learning rate regardless of the number of units produced. However, a collection of theoretical and empirical evidence indicates that learning rates decrease as more units are produced in some cases. These diminishing learning rates cause traditional learning curves to underestimate required resources, potentially resulting in cost overruns. A diminishing learning rate model, namely Boone’s learning curve, was recently developed to model this phenomenon. This research confirms that Boone’s learning curve systematically reduced error in modeling observed learning curves using production data from 169 Department of Defense end-items. Owners and construction managers can analyze historical project performance data to inform cost and schedule overrun risk-reduction strategies. With the increasing capabilities of artificial intelligent agents (AIAs) integrated into multi-agent systems, future concepts include human-agent teams (HATs) in which the members perform fluidly as a coordinated team. The United States Air Force has implemented a dispersed air base strategy to enhance mission effectiveness for near-peer conflicts. Asset dispersal places many smaller bases across a wide geographic area, which increases resupply requirements and logistical complexity. Hybrid energy systems reduce resupply requirements through sustainable, off-grid energy production. PV materials, structures and architectures have matured into competitive and readily available energy technologies based on their levelized cost of energy (LCOE). The 45th Weather Squadron supports the space launch efforts out of the Kennedy Space Center and Cape Canaveral Air Force Station for the Department of Defense, NASA, and commercial customers through weather assessments. Their assessment of the Lightning Launch Commit Criteria (LLCC) for avoidance of natural and rocket triggered lightning to launch vehicles is critical in approving space shuttle and rocket launches. The LLCC includes standards for cloud formations, which requires proper cloud identification and characterization methods.
