The ability to detect the special-cause variation of incoming feedstocks from advanced sensor technology is invaluable to manufacturers. Many on-line sensors produce data signatures that require further off-line statistical processing for interpretation by operational personnel. However, early detection of changes in variation in incoming feedstocks may be imperative to promote early-stage preventive measures. A method is proposed in this applied study for developing control bands to quantify the variation of data signatures in the context of statistical process control (SPC). This article investigates the concept of developing a game theoretic framework that is based on the application of buyer and seller utility functions to support the bidding process in government acquisition. The results of a literature survey of utility function approaches, with potential to provide a suitable foundation to a game theory framework for acquisition, are presented. The utility function methods found most promising were further adapted and tested: the Best-Worst method, the Multi-Swing Method, and Functional Dependency for Network Analysis. It is evident in previous works that operations research and mathematical algorithms can provide optimal or near-optimal solutions, whereas simulation models can aid in predicting and studying the behavior of systems over time and monitor performance under stochastic and uncertain circumstances. Manufacturer and industry recommendations vary considerably for maintenance and tests of emergency diesel-electric generator sets in emergency standby duty. There is little consistency among generator sets of similar technology, and manufacturers and their representatives often provide contradictory guidance. As a result, periodicity of emergency diesel-electric generator set maintenance and tests varies considerably in practice. This paper empirically examines whether the aging of a fleet affects operational availability and operating cost using a unique data-set on the 117 47-foot Motor Lifeboats (MLBs) of the United States Coast Guard (USCG). Procured from 1997 to 2003, the 47-foot MLB is the standard lifeboat of the USCG and all 117 MLBs remain in service. The aging of the MLB fleet has resulted in higher annual operating costs and lower operational availability, although the nature of this relationship remains unclear. This study proposes a novel methodology towards using ant colony optimization (ACO) with stochastic demand. In particular, an optimizationsimulation-optimization approach is used to solve the Stochastic uncapacitated location-allocation problem with an unknown number of facilities, and an objective of minimizing the fixed and transportation costs. ACO is modeled using discrete event simulation to capture the randomness of customers’ demand, and its objective is to optimize the costs. However, sometimes-optimized assignments based on employees’ qualifications may result in an uneven and ineffective workload distribution among them. A novel methodology for the calculation, visualisation and analysis of the Reconfigurable Machinery Efficient Workspace (RMEW), based on the twist angles, is presented in this paper.
