It is composed of officers commissioned by the President of the United States as are the officers of the Air Force, Army, Coast Guard, Marines, Navy, and Public Health Service. "NOAA" is the acronym for the National Oceanic and Atmospheric Administration, an agency within the U.S. Department of Commerce.

In this research, algorithms are developed to address the problem of dynamic lot sizing and scheduling in a single level (or single operation) production system. This research deviates from previous research in this area in that it does not have the kind of assumptions regarding the real world production system that normally were made to reduce the complexity of the problem. Among the various missions and levels in a military organization, the term "Combat Readiness" is defined in many ways. To a unit-level command, such as an aircraft squadron, it simply refers to the unit's capability to perform its assigned mission when called upon. The proof of that capability is evident in the aftermath of combat, however, it is too late at that point to address any shortcomings that may exist. Systems engineering and concurrent engineering together provide the theoretical foundation for the method. The minimization of operations and support resources of reusable launch vehicles is a complex task, involving discrete optimization and the simulation domain. Genetic algorithms, offering a robust search strategy suitable for integer variables and the simulation domain, can be applied to minimize these resources. This research developed an enhanced genetic algorithm for problems with a linear objective function, the most common class of discrete optimization problems. The dynamic scale genetic algorithm developed here incorporates concepts of implicit enumeration to enhance search. Many companies use forecasting techniques as a tool in managing their assets. Trends in such items as sales, population and inventory levels have all been determined at one time or another using forecasting, yet research indicates that these tools have not been utilized to predict utility budgets. This research was conducted to determine if such techniques could be applied to the specific task of predicting the utility bill at an Air Force base. The concept of mental models has received much attention within recent years, especially within the context of organizational learning. This research is based on and departs from the Organizational Learning Process as developed by Keating, Robinson, and Clemson (1994). That process, which is based on a verbal representation of mental models, does not call forth the kind of change that is desired in Organizational Learning. Continental municipalities have derived many benefits from the economies of scale associated with a regional approach to facilities location and management planning. Centralized solid waste processing facilities is an example. Island communities, however, surrounded by miles of ocean, are constrained to a fragmented approach to the facilities location solution. This research was conducted to determine if the regional paradigm suggested in the literature is applicable to a set of island communities connected by an ocean transportation infrastructure. This research investigated the development of Organizational Learning Process (OLP) through the application of a computer-based strategy in an organizational setting. OLP is developed from the organizational learning literature as an integration of similar concepts of organizational processes of inquiry essential to organizational learning. These concepts included: organizational dialectic (Argyris and Schon 1978), surfacing and testing mental models (Senge 1990a,1990b), and interpretation process (Daft and Weick 1984). A qualitative research methodology was developed within a participatory action research framework (Whyte 1989). A knowledge based system was developed using an expert system building shell (Xi-Plus).

Cultural diversity is therefore likely to introduce variety to organizations in which individuals from different national backgrounds are working together. The sociotechnical aspects of group communication in semiautonomous technical work teams were investigated to understand how team members define "effective" group communication and what impact technical tools have on the group communication process. A team of workers with various technical backgrounds was selected for study. The study involved videotaped group sessions, a group training educational briefing and individual group member questionnaires. The results indicate that group members believed sharing information among group members was critical to successful communication and that certain technical tools could be effective during group meetings. The research objective is to study the phenomenon of transferring organizational practices which are conceptualized in one culture to another different culture. The purpose of the study is (1) to understand how cultural values and beliefs are manifested in behavior; (2) to explore how the Western organizational practices are interpreted and assimilated into an organization in an Eastern culture; and (3) to explore strategies for the fit between local cultural orientations and imported organizational practices. This research concerns itself with Participatory Action Research in a hostile setting. The thrust is a sociotechnical one, with the intent being to enhance the capacity of the Wallop Public School System, Wallop, USA, to address its problem of racial disparate treatment of Black children. The potential for Organizational Learning among the school system's senior staff is studied. Some new theory about such hostile interventions is proposed. Also discussed are questions about reliability and construct validity within the context of the multiple role playing that an interventionist has in this setting.
