A comprehensive expert-judgment elicitation methodology to quantify input parameter uncertainty and analysis tool uncertainty in a conceptual launch vehicle design analysis has been developed. The ten-phase methodology seeks to obtain expert judgment opinion for quantifying uncertainties as a probability distribution so that multidisciplinary risk analysis studies can be performed. The calibration and aggregation techniques presented as part of the methodology are aimed at improving individual expert estimates, and provide an approach to aggregate multiple expert judgments into a single probability distribution. Transportation costs constitute up to thirty percent of the total costs involved in a supply chain. Outsourcing the transportation service requirements to third party logistics providers have been widely adopted, as they are economically more rational than owning and operating a service. Transportation service procurement has been traditionally done through an auctioning process where the auctioneer (shipper) auctions lanes (distinct delivery routes) to bidders (carriers). In this study, the machining performance of a series of commercially available coated tungsten based cemented carbides, with 55o diamond shape, were investigated during finish turning of AISI 1018 steel under dry conditions. The inserts tested had a coating of TiN, Al2O3, TiN/Al2O3 and TiC/Al2O3/TiN respectively. For comparison, uncoated cemented tungsten carbide was also tested under the same cutting conditions. The coated tools exhibited superior wear resistance over the uncoated tool. The TiC/Al2O3/TiN coated tool had the lowest flank wear due to the high abrasive resistance of the TiC layer. This paper describes the routing problems in optical fiber networks, defines five constraints, induces and simplifies the evaluation function and fitness function, and proposes a routing approach based on the genetic algorithm, which includes an operator [OMO] to solve the QoS routing problem in optical fiber communication networks. The simulation results show that the proposed routing method by using this optimal maintain operator genetic algorithm (OMOGA) is superior to the common genetic algorithms (CGA). It not only is robust and efficient but also converges quickly and can be carried out simply, that makes it better than other complicated GA.

A general holistic framework, also called a process—named “Lean Product Development Flow (LPDF)”—for organizing the engineering work of Product Development (PD), has been proposed as a contribution to the emerging field of Lean Systems Engineering. The framework is based on Lean Principles, with emphasis on PD value-pulling workflow pulsed by takt periods. The value is defined as (1) mission assurance/product quality, (the traditional goals of Systems Engineering) and (2) reduced program cost and schedule achieved by a radical reduction of waste. E-branding provides non-profit organizations (NPOs) with new opportunities to communicate their missions, which is of paramount importance in a market segment that competes for donations and voluntary labor. Since successful e-branding is determined by both internal and external communication strategies, we developed a framework which explains the interdependency of these two factors in NPOs. Our findings are based on qualitative interview data and a website analysis of eleven Austrian NPOs. The NPOs' internal and external e-communication strategies are categorized into three successive levels each and combined in a two-dimensional grid, which shows how NPOs integrate their communication strategies.

The project management professional (PMP) certification has gained a positive reputation among project managers as well as with HR managers and recruiters. However, the organizational benefits are untested. This paper examines the business value of PMP certification. The three questions this study investigates are, “What value does certification give project managers?” “What value does certification give organizations?” and “How can organizations encourage project managers to pursue certification?” Content analysis of transcripts from twenty-five structured interviews identified several reasons businesses should encourage their project managers to pursue PMP certification, but many of the benefits are not easily quantified.

This paper explores the relationship between web site design, public relations strategy, and a consumer’s intention to return to a web site. This relationship is defined through a model that explores the influence of information satisfaction, particularly when the web site design is congruent with the consumer’s expectations. The public relations dimension extends the consumer web site design model by interjecting a long-term focus on relationship building that organizations will need to make electronic commerce a viable investment in information technology resources. Although Business-to-Business online reverse auctions have emerged as a promising purchasing tool, no research has been found that provides a model to assess the reverse auction decision in a systematic way. This paper fills this gap by presenting an integrated approach, utilizing Analytic Hierarchy Process techniques and an Integer Programming Formulation, to decide whether Reverse Auction Technology (RAT) adoption is cost-effective and appropriate. The model developed is a practical decision support tool that allows for the consideration of both qualitative and quantitative decision factors, and for the adoption of multiple modes of RATs, which are contrasted to traditional purchasing.
