This research developed the foundation, theory, and framework for a set of analysis techniques to assist decision makers in analyzing questions regarding the synthesis, interdiction, and protection of infrastructure networks. This includes extension of traditional network interdiction to directly model nodal interdiction; new techniques to identify potential targets in social networks based on extensions of shortest path network interdiction; extension of traditional network interdiction to include layered network formulations; and develops models/techniques to design robust layered networks while considering trade-offs with cost. This research explored the use of modeling and enterprise architecture in the analysis of Air Force Capabilities. The Air Force accomplishes this through the Capability Review and Risk Assessment (CRRA). The CRRA is currently performed by building architectures which contain Process Sequence Models (PSMs). PSMs are scored by Subject Matter Experts to determine the probability of successfully completing the mission they model and ultimately to determine the risk associated to Air Force capabilities. The objective of this research is to develop a tailorable systems engineering framework for S&T project planning, execution, assessment and transition. The key deliverable is an Excel-based tool instantiating the SE framework for a wide range of S&T projects in technology development organizations. Many design problems require the optimization of competing objective functions that may be too complicated to solve analytically. These problems are often modeled in a simulation environment where static input may result in dynamic (stochastic) responses to the various objective functions. System reliability, alloy composition, algorithm parameter selection, and structural design optimization are classes of problems that often exhibit such complex and stochastic properties. This research extends the work produced by Capt. Robert Johnson for detecting target pixels within hyperspectral imagery (HSI). The methodology replaces Principle Components Analysis for dimensionality reduction with a clustering algorithm which seeks to associate spectral rather than spatial dimensions. By seeking similar spectral dimensions, the assumption of no a priori knowledge of the relationship between clustered members can be eliminated and clusters are formed by seeking high correlated adjacent spectral bands. Detecting and identifying objects of interest is the goal of all remote sensing. New advances, specifically in hyperspectral imaging technology have provided the analyst with immense amounts of data requiring evaluation. Several filtering techniques or anomaly detection algorithms have been proposed. However, most new algorithms are insufficiently verified to be robust to the broad range of hyperspectral data being made available. This paper presents a new tabu search based two-dimensional bin packing algorithm which produces high quality solutions to the Mixed Payload Airlift Load Planning (MPALP) problem using C-5 and C-17 aircraft. This algorithm, called Mixed Payload Airlift Load Planning Tabu Search (MPALPTS), surpasses previous research conducted in this area because, in addition to pure pallet cargo loads, MPALPTS can accommodate rolling stock cargo (i.e. tanks, trucks, HMMMVs, etc.) while still maintaining aircraft feasibility with respect to aircraft center of balance, mandatory cargo separations, aircraft floor structural limitations, etc. Furthermore, while this research is currently restricted to C-5 and C-17 aircraft, …

An automatic target classification system contains a classifier which reads a feature as an input and outputs a class label. Typically, the feature is a vector of real numbers. Other features can be non-numeric, such as a string of symbols or alphabets. One method of improving the performance of an automatic classification system is through combining two or more independent classifiers that are complementary in nature. The purposes of this research were: (1) validating Kim’s (2007) simulation method by applying analytic methods and (2) comparing the two different Robust Parameter Design methods with three measures of performance (label accuracy for enemy, friendly, and clutter). This research presents an inaugural general method of measuring the collaborative and confrontational interoperability of a heterogeneous set of systems in the context of an operational process. The method is holistic, fundamental, flexible, and mathematical in nature and accommodates all types of systems and interoperations. This research uses decision analysis to develop a structured, repeatable and most importantly defensible decision model for the evaluation of proposed IED defeat solutions submitted to the Joint IED Defeat Organization (JIEDDO). Additive value models using Value-Focused Thinking (VFT) and the Analytic Hierarchy Process (AHP) are examined as possible methodologies. VFT is determined to be the "best fit" for JIEDDO's decision situation in which proposals are submitted continuously and must be scored independently of previous proposals. This thesis both evaluates, and presents improvements to, the current method of forecasting flying costs of Air Force aircraft. It uses depot level repairable (DLR) and consumable (CONS) data for the Air Force's bomber platforms: B-1B, B-2, and B-52H. The current forecasting method assumes a proportional relationship between costs and flying hours such that 1) when no hours are flown costs are zero, and 2) a 1% increase in flying hours will increase costs by 1%. The findings of this research indicate that applying log-linear ordinary least squares regression techniques may be an improved fit of flying cost data over …

This research extends the emerging field of hyperspectral image (HSI) target detectors that assume a global linear mixture model (LMM) of HSI and employ independent component analysis (ICA) to unmix HSI images. Via new techniques to fully automate feature extraction, feature selection, and target pixel identification, an autonomous global anomaly detector, AutoGAD, has been developed for potential employment in an operational environment for real-time processing of HSI targets. Longitudinal social network and personality data were collected in a class of enlisted military professionals attending a 6-week leadership development course. Findings support known relationships in existing leadership research. The thesis demonstrates the applicability of system dynamics toward the complex social phenomena of leader emergence.

This research focuses on reducing computational time in parameter optimization by using multiple surrogates and subprocess CPU times without compromising the quality of the results. This is motivated by applications that have objective functions with expensive computational times at high fidelity solutions. Applying, matching, and tuning optimization techniques at an algorithm level can reduce the time spent on unprofitable computations for parameter optimization.
