In this research the effect of socioeconomic factors on terrorism and government instability in Latin America are studied. A commonly held opinion is that terrorism and instability are caused by repressive conditions. The objective of this research was to generate a methodology to forecast terrorism and instability given certain socioeconomic indicators. This methodology was generated for individual countries, two groups of countries, and a composite developing country. A set of 28 socioeconomic factors were evaluated and reduced based on correlation analysis. Patterns of terrorism and instability were investigated through data analysis and factor analysis. Techniques for applying time series fundamentals to forecasting hurricane movement are thoroughly examined in this research. The objectives are: (1) to modify Dr. Thomas Curry's threshold autoregressive time series model to improve its ability to forecast hurricane movement, (2) to forecast the maximum sustained wind speed for a hurricane, and (3) to identify if wind speed should be included as an explanatory variable to aid in forecasting hurricane movement. Eleven different models to predict the latitude, longitude and maximum sustained wind speed are compared and contrasted with Curry's bivariate time series model. This thesis implements a variable selection method proposed by Alan J. Miller, and makes an extension of Ross J. Hansen's 1988 thesis research by comparing the methods he examined: Minimum MSE, Minimum Sp, and Minimum Cp with Miller's method. Response Surface methodology is employed with two performance measures: the percentage of correct variables in a model and the Theoretical Mean Squared Error of Prediction (TMSEP). Each technique is applied on generated data with known multicollinearities, variances, random predictors, and sample sizes. This research will produce a new modified Anderson-Darling and W* goodness of fit statistics for the three parameter Weibull Distribution when all parameters unknown and estimated by Maximum Likelihood-Minimum Distance combination. The critical values for each statistic, sample size and a levels 0. 20, 0.15, 0.10, 0.05 and 0.01 are produced. The main focus of this thesis effort was to develop a means to estimate the capacity of the test range complex at Eglin AFB, Florida. For the purposes of this study, test range capacity was defined as the maximum number of missions, of a given set, that could possibly be supported by range resources on any given day. The Air Force uses the C-18 Cruise Missile Mission Control Aircraft (CMMCA) to radar track cruise missiles (CM) during test flights. Because of the complexity of the CM flight profiles, maintaining radar coverage at all times is very difficult. This thesis attempted to apply optimal control theory to construct a simulation providing 100% radar coverage. The simulation was divided into ten second intervals, and fuzzy logic was used at the start of each interval to determine the set point, i.e., that point in space where the CMMCA should be in ten seconds. A new modified Anderson-Darling goodness-of-fit test is introduced for the three-parameter Gamma distribution when the location parameter is found by minimum distance estimation and scale parameter by maximum likelihood estimation. Monte Carlo simulation studies were performed to calculate the critical values for A-D test when A-D statistic is minimized. These critical values are then used for testing whether a set of observations follows a Gamma distribution when the scale and location parameters axe unspecified and are estimated from the sample. A modified chi-squared goodness-of-fit test was created for the gamma distribution in the case where all three parameters must be estimated from the sample. Critical values are generated using a Monte Carlo simulation procedure with 5000 repetitions each. Random samples of 8 different sizes were drawn from gamma distributions with shape parameters 1, 1.5, 2., and 2.5. The shape, scale, and location parameters were then estimated from each sample, using an iterative technique combining the maximum likelihood and minimum distance methods, enabling, computation of the chi-squared statistics and critical values. The critical values for a new goodness-of-fit test based on spacings are generated for the Weibull distribution when the shape parameter is known. The critical values are used for testing whether a set of observations follow a Weibull distribution when the scale and location parameters are unknown. A Monte Carlo simulation with 10,000 iterations is used to generate the critical values for sample sizes 5(5)35 at shape parameters k equal to 0.5(0.5)1.5 and for sample sizes 5(5)20 at shape parameters k = 2.0(1.0)4.0. The purpose of this design study was to identify ways to improve the Integrated Blade Inspection System. The Air Force requires inspection of jet engine compressor and turbine blades to locate defects and prevent engine failure. The current inspection process uses fluorescent penetrant as an aid to identify cracked blades. A systems engineering design process was applied to evaluate the current inspection techniques and to develop alternative methods to satisfy the Air Force requirements. Models used to predict the probability of a cloud-free line-of-sight (PCFLOS) from the ground to space have existed since the 1960s. Unfortunately, an adequate data set has not been available to check the validity of these models until the deployment of the Whole-Sky Imager (WSI) system in 1989. Correlation was investigated as a technique for locating and identifying visible light terrain board images of tanks, airplanes, and trucks. A correlator was built which utilizes the Fast Fourier Transform. The 180 images in the image set were correlated in both the raw form and after pre-processing via energy normalization and local energy normalization. The correlation of the raw images led to development of quantitative and heuristic rules for possible inclusion in a rule based expert system. We applied two first-order, linear, time-varying, differential equations to the task of segmenting motion from sequences of images. The equations are modified Grossberg formulas for long-term and short-term memory models characterizing the neurotransmitter and cell-activity levels of a synapse and neuron. We described how a two layered, sensory, neural network can be built using the equations to simulate the amacrine neurons of the retina. The model is defined using adaptive input nodes (adaptive model) and is compared to a similar model without these nodes (O and G model). One way to increase the resolution is to improve the optics and sensors of the imaging system. Another is to process the data on the ground by computer. This research investigates the utility of the Hopfield and Kohonen artificial neural networks to the traveling salesman optimization problem. A third, non-neural-network technique (the Christofides Algorithm - a competitive, bounded-solution operations research technique) is also investigated for comparison to the artificial neural network solutions. This research presents a study of the maximal coverage p-median facility location problem as applied to the location of an imaging radar in Canada for imaging spaceborne objects. The classical mathematical formulation of the maximal coverage p-median problem is converted into network-flow with side constraint formulations that are developed using a scaled down version of the imaging radar location problem. Data truncation is a commonly accepted method of dealing with initialization bias in discrete-event simulation. Algorithms for determining the appropriate initial-data truncation point for univariate and multivariate output are proposed. The techniques entail averaging across replications and estimating a steady-state output model in a state-space framework. Using the estimated model, Multiple Model Adaptive Estimation (MMAE), which uses Kalman filters with different parameter vectors, is applied. Based on the filters' residuals, the conditional probabilities of each filter's specific parameter vector being correct are determined. The United States Air Force's Navstar Global Positioning System (GPS) provides high-accuracy space-based navigation and time distribution to suitably- equipped military and civilian users. The system consists of earth-orbiting satellites and a world-wide network of ground stations. A single operational control center, the GPS Master Control Station (MCS) monitors, maintains, and commands the GPS satellite constellation. The on-going deployment of the complete satellite constellation and recent changes in the operational crew structure may invalidate previously used planning and management paradigms. This study investigated the results of measuring software support of Oracle database applications and estimating the effort and schedule required to provide support. Software measurement was accomplished with a variant of the function points metric, called Mark II function points, which is comprised of three weighted parameters, inputs, entities, and outputs. This thesis is about computing life cycle cost and culminates with a life cycle cost forecasting tool (software). The software is written in FORTRAN 77 and uses IMSL subroutine extensively for random number generation from various distributions. The algorithm can compute life cycle cost for the following types of cost elements: constant, stochastic, and cost estimating relationships (CERs). The use of a trapezoid approximation of payment allocation is allowed. This research investigates the feasibility of developing responsive space systems through responsive launch operations with the Titan IV, the only expendable heavy-lift launch vehicle in the United States inventory. A definition for responsive launch has not been firmly established by Air Force Space Command for this launch vehicle. For benchmark purposes, this study uses the responsive launch definition contained in the proposal request for the Medium Launch Vehicle Ill: launch vehicle ignition within 60 days of mission need notification. A real-time recurrent learning algorithm was applied to a five class radar target identification problem. The wideband radar was assumed to measure both kinematic (tracking information expressed as estimated aspect angles) and high range resolution data from a single, isolated aircraft. The aspect angles (azimuth and elevation) of the aircraft relative to the radar were assumed to be constantly chancing. This created temporal sequences of high range resolution radar signatures that changed as the aspect angles changed.
