Dominant theories relating to outcome-based learning and workforce competency were synthesized into a singular outcome-based competency model to evaluate systems engineering training. A baseline model was developed using leading theories from the academic literature pertaining to competencies for systems engineers across three categories: cognitive, skill-based, and behavioral. The model was further refined via qualitative and quantitative analysis of formal interviews of subject matter experts in the field of systems engineering workforce management. The refined model classifies 28 critical competencies for systems engineers into three tiers of workforce functionality: foundational, specialized, and leadership. Schedules often conflict in the rail transportation industry. Operations managers assign resources and make scheduling decisions with no visibility of the revenue, cost, and profitability characteristics of the route they are manipulating. Transit speed decisions focus on ensuring trains safely reach their destination on time with little regard given to the actual service needs of the customer. Although all customers want on-time deliveries, few actually pay a premium to garner this level of preferential treatment. The problem addressed in this dissertation is the Aircraft Sequencing Problem (ASP) in which a schedule must be developed to determine the assignment of each aircraft to a runway, the appropriate sequence of aircraft on each runway, and their departing or landing times. The dissertation examines the ASP over multiple runways, under mixed mode operations with the objective of minimizing the total weighted tardiness of aircraft landings and departures simultaneously.
