As software costs become an increasingly higher percentage of total computer system costs, it becomes increasingly more important for software development managers to have the ability to predict development costs with reasonable accuracy early in the software development cycle. Software development cost estimates are based in large measure on software size. Function points are considered by many to be a de facto industry standard as a size metric. International competition among metrology laboratories, as well as their customers, has intensified the incentive to seek either accreditation to ISO Guide 25 or ISO 9000 quality system registration for the laboratory. The debate continues as to which is more beneficial to the laboratory and its customers once the decision is made to pursue one or the other. This study addresses the advantages and limitations of each, and how best to prepare for complying with ISO standards. Post-production weight growth of tanks is an historic problem for the military. Tanks are difficult to transport because of their weight, and post-production modifications tend to cause this weight to increase over the lifecycle of the tank. In this thesis, a computer model is constructed which uses influence diagrams to model tank weight growth as a probabilistic process. Historical weight data for the MI Abrams tank program is used to derive probabilities for the model. This research applied sociotechnical systems theory to explore the process used by two elected bodies to decide upon adoption of a complex technical engineering proposal. The research used a modified sociotechnical systems conceptual framework that was developed by Pava (1983) for application to non-traditional work settings. Pava applied the conceptual framework to what he termed non-routine office work which is characterized by non-linear conversion flow, multiple, concurrent conversion processes and vocational separatism (Pava, 1983).

The present study examined how different communication patterns affected task performance with an adaptive interface. A Wizard-of-Oz simulation (Gould, Conti, & Hovanyecz, 1983) was used to create the impression of a talking and listening computer that acted as a teammate to help participants interact with a computer application.
Four levels of communication mode were used which differed in the level of restriction placed on human-computer communication. In addition, participants completed two sets of tasks (simple and complex). Genetic algorithms, offering a robust search strategy suitable for integer variables and the simulation domain, can be applied to minimize these resources. The purpose of this research was to study and analyze the Norfolk Naval Shipyard's manufacturing methods of determining part families and generating part process plans for parts in the machine shop. A knowledge-based decision support system was designed based on knowledge acquired from machinist experts and documented sources of the Norfolk Naval Shipyard. The system interprets specific part information provided by the user, categorizes parts into part families and generates process plans to manufacture the parts. Statistics and neural networks are analytical methods used to learn about observed experience. Both the statistician and neural network researcher develop and analyze data sets, draw relevant conclusions, and validate the conclusions. They also share in the challenge of creating accurate predictions of future events with noisy data.
Both analytical methods are investigated. This is accomplished by examining the veridicality of both with real system data. The real system used in this project is a database of 400 years of historical military combat. This research developed a methodology for supporting decision making by reducing uncertainty in decision environments which are too large, dynamic and complex to be treated by traditional quantitative and simulation techniques. These environments are complex because of the free choice associated with human involvement, and the existence of a large number of interrelated factors which influence the outcomes of the decision process. They are dynamic because the ground rules affecting those interrelationships are constantly changing. The purpose of this thesis was to study and analyze the wastewater pipeline failure risk assessment process, and then design and develop an effective and efficient wastewater pipeline risk assessment tool for the Hampton Roads Sanitation District, in Virginia, U.S.A. A knowledge based system was developed using an expert system building shell (Xi-Plus).
The system design is based on the knowledge elicited from the experts and literature in sanitary pipeline failure risk evaluation. The knowledge base contains both heuristics and procedural rules. This research investigated the development of Organizational Learning Process (OLP) through the application of a computer-based strategy in an organizational setting. OLP is developed from the organizational learning literature as an integration of similar concepts of organizational processes of inquiry essential to organizational learning. These concepts included: organizational dialectic (Argyris and Schon 1978), surfacing and testing mental models (Senge 1990a,1990b), and interpretation process (Daft and Weick 1984). A qualitative research methodology was developed within a participatory action research framework (Whyte 1989). A six phase research project, designed as a computer-based strategy to generate OLP, was applied in an organizational setting. …
