Complex systems such as military aircraft and naval ships are difficult to cost effectively maintain. Frequently, large-scale maintenance of complex systems (i.e., a naval vessel) is based on the reduction of the system to its base subcomponents and the use of manufacturer-suggested, time-directed, preventative maintenance, which is augmented during the systems lifecycle with predictive maintenance which assesses the system's ability to perform its mission objectives. While preventative maintenance under certain conditions can increase reliability, preventative maintenance systems are often costly, increase down time, and allow for maintenance-induced failures, which may decrease the reliability of the system (Ebeling, 1997). This dissertation describes the development of expert judgment calibration methodology as part of elicitation of the expert judgments to assist in the task of quantifying parameter uncertainty for proposed new aerospace vehicles. Multiple linear regression techniques have been traditionally used to construct predictive statistical models, relating one or more independent variables (inputs) to a dependent variable (output). When an organization’s output declines due to either internal changes or changes in its external environment, it needs to adapt. In order to evaluate the effectiveness of different adaptation strategies on organizational per- formance, an organizational model composed of individual models of a five stage interacting decision maker was designed using an object oriented design approach and implemented as a Colored Petri net. Systems of different command centers that are brought together in a coalition operation must have some level of interoperability in order to work together. Bares [2000] has introduced a formalism of three interoperability domains that describe the ability of the systems to define their own level of interoperability within the coalition by assessing their own and the other systems’ ability to interact on actions of the coalition. This paper describes the development of parametric models for estimating operational reliability and maintainability characteristics for reusable launch vehicle concepts, based on vehicle size and technology support level. A reliability and maintainability analysis tool (RMAT) and response surface methods are utilized to build parametric approximation models for rapidly estimating operational reliability and maintainability characteristics such as mission completion reliability. These models that approximate RMAT, can then be utilized for fast analysis of operational requirements, for lifecycle cost estimating and for multidisciplinary design optimization.

A Kraft recovery boiler in a pulp-paper mill provides a means for recovery of the heat energy in spent liquor and recovery of inorganic chemicals while controlling emissions. These processes are carried out in a combined chemical recovery unit and steam boiler that is fired with concentrated black liquor and which produces molten smelt. Since the recovery boiler is considered to be an essential part of the pulp-paper mill in terms of energy resources, the performance of the recovery boiler has to be controlled to achieve the highest efficiency under unexpected disturbances.

A gap exists between theoretical stances that acknowledge the importance of dialogue as a dynamic within socially constructed structures, and "steersmanship" of those constructs--e.g., directing, intervening or transforming organizations. A "mechanism" which links theory with practice is missing, leaving practitioners with an acknowledgment of dialogue's central position, but without tools to enact this centrality in practice or research. Over time there have been many improvements in models that are used to predict the outcome of battles. Currently there is much supposition and speculation surrounding the use of human performance related factors as additional inputs to battle simulation models to improve their accuracy. However there is no conclusive scientific evidence which shows that these factors do make a significant difference.
