Quantitative and qualitative research methodologies have had their greatest share of debates dating back to the 1970s. Researchers have long argued over the underlying philosophical features between the two methodologies and their ability to derive knowledge (Onwuegbuzie & Leech, 2005, Sale, Lohfeld, & Brazil, 2002; Powell, Mihalas, Onwuegbuzie, Suldo and Daley, 2008; Sechrest and Sidani, 1995). Data captured in the Human View can be used to populate a simulation model to evaluate the performance of the humans interacting in a work process. Developing effective protection, mitigation, and recovery measures for critical infrastructure (CI) systems is paramount in the wake of increasing natural and manmade hazards, risks, and threats. Influencing protection, rescue, and recovery measures are interplays (i.e., interdependencies) among infrastructure systems. Understanding interdependencies plays an essential role in minimizing and reducing cascading failures among complex interdependent infrastructure systems. This paper asserts that deployment of protection, mitigation, and recovery solutions can have little effect on infrastructure management if infrastructure operators and policymakers have partial understanding of infrastructure interdependencies. The aim of this research is to examine the impact of CACC (Cooperative Adaptive Cruise Control) equipped vehicles on traffic-flow characteristics of a multilane highway system. The research identifies how CACC vehicles affect the dynamics of traffic flow on a road network and demonstrates the potential benefits of reducing traffic congestion due to stop-and-go traffic conditions. An agent-based traffic simulation model is developed specifically to examine the effect of these intelligent vehicles on the traffic flow dynamics. Traffic performance metrics characterizing the evolution of traffic congestion throughout the road network, are analyzed. Different CACC penetration levels are studied.

The Aerial Refueling Scheduling Problem (ARSP) can be defined as determining the refueling completion times for fighter aircrafts (jobs) on multiple tankers (machines) to minimize the total weighted tardiness. ARSP can be modeled as a parallel machine scheduling with release times and due date-to-deadline window. The FROST Method is presented which improves the efficiency of long-term sustainment of hardware systems. The FROST Method makes sustainment and scheduling decisions based on the minimization of the expected value of current and future costs. This differs from current methods which tend to base decisions not on the expected value of costs, but on the expected inventory demand found through projections using data which is often inaccurate.

The thesis examines possible US and Russian policy decisions following the establishment of an Islamist safe-haven in Chechnya. Conflicting national policies affect the possibility of a negotiated settlement. Domestic and international political considerations constrain the decision-making of the two nations. The author applies game theory to examine the sequential decision-making of the two nations. The extensive form model draws outcome payoff values from a bounded uniform distribution. This dissertation proposes a formal theory of interoperability that explains 1) what interoperability is as opposed to how it works, 2) how to tell whether two or more systems can interoperate and 3) how to identify whether systems are interoperating or merely exchanging bits and bytes. The research provides a formal model of data in M&S that captures all possible representations of a real or imagined thing and distinguishes between existential dependencies and transformational dependencies.
