An Analysis Of Air Force Acquisition Engineering Officer's Perceptions Of The Adequacy Of Their Preparation For Management, Steven E. Woodruff

The purpose of this study was to determine how much time Air Force acquisition engineers spend in performing management functions, how those engineers spend in performing management functions, how those engineers perceive their management training, and which types of training contribute the most to managerial competency. The results from surveys of 215 acquisition engineers assigned to ASCEN, Wright-Patterson AFB, OH and their supervisors revealed that engineers do indeed spend substantial amounts of time performing management functions. Slightly more than half the engineers reported spending at least 50 of an average workday performing management functions. Over 53 of engineers responding to …

Continental municipalities have derived many benefits from the economies of scale associated with a regional approach to facilities location and management planning. Centralized solid waste processing facilities is an example. Island communities, however, surrounded by miles of ocean, are constrained to a fragmented approach to the facilities location solution. This research was conducted to determine if the regional paradigm suggested in the literature is applicable to a set of island communities connected by an ocean transportation infrastructure. The sociotechnical aspects of group communication in semiautonomous technical work teams were investigated to understand how team members define "effective" group communication and what impact technical tools have on the group communication process. A team of workers with various technical backgrounds was selected for study. The study involved videotaped group sessions, a group training educational briefing and individual group member questionnaires. The results indicate that group members believed sharing information among group members was critical to successful communication and that certain technical tools could be effective during group meetings. In this research the effect of socioeconomic factors on terrorism and government instability in Latin America are studied. A commonly held opinion is that terrorism and instability are caused by repressive conditions. The objective of this research was to generate a methodology to forecast terrorism and instability given certain socioeconomic indicators. This methodology was generated for individual countries, two groups of countries, and a composite developing country. A set of 28 socioeconomic factors were evaluated and reduced based on correlation analysis. Patterns of terrorism and instability were investigated through data analysis and factor analysis. This study examined the applicability of a multiple criterion decision making method, known as the Analytic Hierarchy Process (AHP) , to economic analysis decisions involving project selection. Through a survey of the literature and current practices, it was determined that qualitative criteria were not adequately represented in a typical economic analysis of projects. Several MCDM methods were examined and the AHP was found to be the most promising technique to rate projects on a ratio scale. This study examined differences based on computer and paper modes of administration in psychological testing. The hypotheses tested were the expectations that scores on the computer Wonderlic Personnel Test (WPT) would be higher than the paper version and subjects would report higher levels on the computer Vocational Preference Inventory (VPI) scales. A counterbalance experimental design with two experimental groups was used. The subjects were volunteers from the Air Force Institute of Technology (AFIT) and Wright State University (WSU); 90 subjects completed the study. The responsibility for system optimization and failure detection was shared by the operators through computer-mediated communication.
