The Global War on Terrorism (GWOT) has yielded new challenges to the United States' strategic airlift infrastructure. The network of en-route airfields that serve as refueling and maintenance stops were designed primarily to service relatively static Cold War requirements. However, the GWOT has resulted in the need for an infrastructure that is responsive to a highly dynamic environment. This research uses a "value focused" methodology to identify en-route airfield locations that simultaneously maximize cargo throughput capability while possessing a high degree of adaptability to volatile cargo delivery requirements.

There are many types of models for counterterrorism, explaining different problems that the military faces in the fight against terrorism. This thesis proposes that one of the fundamental assumptions underlying existing models of counterterrorism is that the struggle with terrorists can be understood as a war in the traditional sense of the term. We propose to rethink the struggle against terrorism as a fight against an infection. In order to bring the doctrine of Effects-Based Operations (EBO) into a fully operational capability, Effects-Based Assessment (EBA) must provide relevant insight to the commander and his planning staff. Assessments of an effects-based plan and execution must include an assessment of the effects of a campaign on the enemy in addition to an assessment of the accomplishment of friendly actions taken to achieve the desired effects. Every day, over 800,000 hazmat transactions take place across the United States. This segment of transportation is expected to grow at a modest two percent a year for the foreseeable future but differences of regulations between the state and Federal level have been a growing concern for both the government and members of the hazmat industry. In a rapidly changing environment, the behavior and decision-making power of agents may have to be adaptive with respect to a fluctuating autonomy. In this paper, a centralized fuzzy approach is proposed to sense changes in environmental conditions and translate them to changes in agent autonomy. A distributed coalition formation scheme is then applied to allow agents in the new autonomy to renegotiate to establish schedule consistency. The proposed framework is applied to a real-time logistics control of a military hazardous material storage facility under peace-to-war transition.

We consider a container terminal discharging and uploading containers to and from ships. The discharged containers are stored at prespecified storage locations in the terminal yard. Containers are moved between the ship area and the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to dispatch vehicles to the containers so as to minimize the total time it takes to serve a ship, which is the total time it takes to discharge all containers from the ship and upload new containers onto the ship. Since Sept. 11, 2001, there has been great interest in the military and intelligence communities in using Social Network Analysis (SNA) to support the disruption and destruction of global terrorist networks. SNA results, however, tend to be descriptive and are limited due to the lack of advantageous properties of the relationship measures applied to the arcs in a social network. This article describes active research in commercial maritime port's recovery from security disruptions which explores the synergy of economic and simulation models in investigating the recoverability of ports after security incidents. Previous study has identified decision variables and throughput simulation models of port operation. This exploratory case study dissertation examined multinational project teams' communication satisfaction as influenced by the project team's cultural attribute of power distance. Utilizing a exploratory case study, semi-guided interview research approach, ordinal scale data and open-ended contextual based question responses was obtained. This data was gathered from United States---Russia and Canada---Angola multi-national, complex, high technology oil transportation project teams. A military organization operates a large fleet of vehicles in a depot to serve the requests of various operational units. Each request has a fixed start and end time, and is served by a prescribed number of vehicles. The forces at play in reconstruction operations are a complex system of time phased interlocking cause and effect relationships that are not thoroughly understood. A model capable of capturing the general dynamics involved in post-conflict reconstruction would provide insight to decision makers regarding potential policy alternatives. This research investigated the armed services current uses of GIS, and asked the question whether or not a joint GIS program could benefit the DOD. An information technology implementation model was presented as a framework to implement a joint GIS program. It was found that all four armed services use GIS for forward deployments. The Army has its Combat Terrain Information System (CTIS). The Navy's digital nautical charts are a GIS. There is concern within U.S. space and intelligence organizations that the current Tasking, Processing, Exploitation, and Dissemination processes may be insufficient to support current and future Intelligence, Surveillance, and Reconnaissance systems. Recent work in modeling decision-making work processes has focused on including the national culture of individual decision-makers in order to emphasize the differences in decision criteria between decision-makers of different nationalities. Current infrastructure network models of single functionality do not typically account for the interdependent nature of infrastructure networks. Infrastructure networks are generally modeled individually, as an isolated network or with minimal recognition of interactions. This research develops a methodology to model the individual infrastructure network types while explicitly modeling their interconnected effects. The result is a formulation built with two sets of variables (the original set to model infrastructure characteristics and an additional set representing cuts of interdependent elements). This research develops the first metaheuristic approach to the complete air crew scheduling problem. It develops the first dynamic, integrated, set-partitioning based vocabulary scheme for metaheuristic search. Since no benchmark flight schedules exist for the tanker crew scheduling problem, this research defines and develops a Java™ based flight schedule generator. The robustness of the tabu search algorithms is judged by testing them using designed experiments. An integer program is developed to calculate lower bounds for the tanker crew scheduling problem objectives and to measure the overall quality of solutions produced by the developed algorithms.

This research investigated value and utility functions in multiobjective decision analysis to examine the relationship between them in a military decision making context. The impact of these differences was examined to improve implementation efficiency. The robustness of the decision model was examined with respect to the preference functions to reduce the time burden imposed on the decision maker. Data for decision making in a military context supports the distinction between value and utility functions. This thesis was designed to detect the type of spatial ability most effected by auditory stimulation, as described in the Mozart effect. Previous research has shown enhancement of performance on the paper-folding and cutting subtest of the Stanford-Binet Intelligence Scale IV with failures to replicate in research using other measures. Seventy-five college students enrolled in introductory psychology classes were exposed to one of three types of auditory stimulation, followed by two measures of spatial ability. This dissertation develops new methods for the modeling and analysis of social networks. Social networks describe the complex relationships of individuals and groups in multiple overlapping contexts. Influence in a social network impacts behavior and decision making in every setting in which individuals participate. This study defines a methodology for modeling and analyzing this complex behavior using a Flow-Model representation. Multiple objectives in an influencing effort targeted at a social network are modeled using Goal Programming. Human Capital has a major impact on cash flow management decisions in a Technical Services company. Decisions to hire or terminate employees to meet contract requirements affect the company's economic value. The objective of this research is to develop a model that assists management in establishing a starting point in making, as efficiently as possible, those decisions that impact employees' lives.
