Traffic congestion reduces productivity of individuals by increasing time spent in traffic and also increases pollution. To reduce traffic congestion by better handling dynamic traffic patterns, recent work has focused on online traffic signal control. Typically, the objective in traffic signal control is to minimize expected delay over all vehicles given the uncertainty associated with the vehicle turn movements at intersections. In real-world urban logistics operations, changes to the routes and tasks occur in response to dynamic events. To ensure customers’ demands are met, planners need to make these changes quickly (sometimes instantaneously). This paper proposes the formulation of a dynamic vehicle routing problem with time windows and both known and stochastic customers as a route-based Markov Decision Process. We propose a solution approach that combines Deep Reinforcement Learning (specifically neural networks-based TemporalDifference learning with experience replay) to approximate the value function and a routing heuristic based on Simulated Annealing, called DRLSA. This dissertation considers three separate optimization problems related to sustainable urban and environmental systems. The first problem relates to the nightly relocation and recharging operations for Free-floating electric vehicle sharing (FFEVS) systems. Such operations involve a crew of drivers to move the shared electric vehicles (EVs), and a fleet of shuttles to transport those drivers. Mixed integer programs are used to model the relocation and recharging operations. Two approaches are devised: sequential and synchronized approaches. This article presents the modeling and solution of an extended type of split delivery vehicle routing problem (SDVRP). In SDVRP, the demands of customers need to be met by efficiently routing a given number of capacitated vehicles, wherein each customer may be served multiple times by more than one vehicle. In the immediate response phase of a natural disaster, local governments and nonprofit agencies often establish shelters for affected populations. Decisions regarding at which locations to open shelters are made ad hoc based on available building inventory, and may result in high travel impedance to reach shelters and congestion. The per capita consumption of beef in Nigeria is reducing amidst a rising population that is dependent on beef as a major source of animal protein. In this paper, a system dynamics (SD) model was developed with the aim of testing exploratory policies aimed at reversing this trend. The simulations of various policy tests showed that, of all the policies tested, having a higher carcass yield seems to be the most efficient solution, but its feasibility faces some steep biological and ecological challenges. Automation is pervasive across all task domains, but its adoption poses unique challenges within the intelligence, surveillance, and reconnaissance (ISR) domain. When users are unable to establish optimal levels of trust in the automation, task accuracy, speed, and automation usage suffer (Chung & Wark, 2016). In the first problem, a combinatorial auction market has been proposed for fractional ownership of autonomous vehicles. The proposed combinatorial auction has two unique features. On-demand ride-pooling (e.g., UberPool, LyftLine, GrabShare) has recently become popular because of its ability to lower costs for passengers while simultaneously increasing revenue for drivers and aggregation companies (e.g., Uber). Endemic issues of sustainability in the water, sanitation, and hygiene (WASH) sector have led to the rapid expansion of ‘system approaches’ for assessing the multitude of interconnected factors that affect WASH outcomes. However, the sector lacks a systematic analysis and characterization of the knowledge base for systems approaches, in particular how and where they are being implemented and what outcomes have resulted from their application. This paper describes a systemic method towards standardization of a cyber weapon effectiveness and effectiveness prediction process to promote consistency and improve cyber weapon system evaluation accuracy – for both offensive and defensive postures. The approach included theoretical examination of existing effectiveness prediction processes for kinetic and directed energy weapons, complemented with technical and social aspects of cyber realm.
