major focus of the Military Health System is to provide efficient and timely medical evacuation (MEDEVAC) to battlefield casualties. Medical planners are responsible for developing dispatching policies that dictate how aerial military MEDEVAC units are utilized during major combat operations. The objective of this research is to determine how to optimally dispatch MEDEVAC units in response to 9-line MEDEVAC requests to maximize MEDEVAC system performance. A discounted, infinite horizon Markov decision process (MDP) model is developed to examine the MEDEVAC dispatching problem. Personnel retention is a matter of great interest in the private and public sectors. In the public sector--specifically the US Air Force--maintaining appropriate retention levels of rated officers is paramount as these officers are the backbone of the Air Force’s mission. As part of the effort to ensure proper retention rates for rated officers, retention models are created by the Air Force Personnel division that assist in predicting future retention patterns and accession needs. Over 10 years ago, the Air Force produced enlisted career field sustainment lines based on manning. If a career field was over manned the authorizations were decreased, likewise if a career field was under manned the authorizations were increased. The 2016 NDAA authorized changes to the military retirement system transitioning from the legacy High-3 defined benefit annuity to the new Blended Retirement System (BRS). In exchange for a reduced defined benefit annuity, the BRS incorporates automatic and matching contributions to the member’s Thrift Savings Plan and a continuation payment offered at 12 years of service. In 2018,service members with less than 12 years of service will make an irrevocable decision between the two retirement systems. Burden sharing within an international alliance is a contentious topic, especially in the current geopolitical environment, that in practice is generally imposed by a central authority's perception of its members' abilities to contribute. Instead, we propose a cost sharing mechanism such that burden shares are allocated to nations based on their honest declarations of the alliance's worth. Specifically, we develop a set of multiobjective nonlinear optimization problem formulations that respectively impose Bayesian Incentive Compatible (BIC), Strategyproof (SP), and Group Strategyproof (GSP) mechanisms based on probabilistic inspection efforts and deception penalties that are budget balanced and in the core. The ability of military aircraft maintenance personnel to prepare aircraft for flight depends not only on the technical ability and availability of replacement parts, but also on access to serviceable support equipment. While the general relationship between support equipment failures and aircraft availability is understood, the struggle to quantify that relationship makes targeted support equipment replacement or quantity authorization increases difficult. This paper empirically examines whether the aging of a fleet affects operational availability and operating cost using a unique data-set on the 117 47-foot Motor Lifeboats (MLBs) of the United States Coast Guard (USCG). Procured from 1997 to 2003, the 47-foot MLB is the standard lifeboat of the USCG and all 117 MLBs remain in service. The aging of the MLB fleet has resulted in higher annual operating costs and lower operational availability, although the nature of this relationship remains unclear. While tracking technology has become increasingly accessible, firms still struggle with deploying these technologies into the supply chain. Using the complementary perspectives of transaction cost and institutional theory, we develop an understanding of how supply network, product, and environmental characteristics jointly impact tracking technology assimilation. We empirically test our model on a global dataset of 535 supply chain executives and decision makers. The results suggest that assimilation is frequently initiated by an external stakeholder in a firm's supply chain and that firms must develop strong collaborative ties with their partners in order to take full advantage of this technology.

การวิเคราะห์รูปแบบการพัฒนา และการระบุความสำคัญของสถานีในเครือข่ายขนส่งมวลชนทางรางในกรุงเทพมหานคร, พิชญา ณ บางช้าง

เครือข่ายขนส่งมวลชนทางรางในกรุงเทพมหานครเป็นเครือข่ายขนส่งมวลชนทางรางในเมืองเครือข่ายแรกของประเทศไทย ซึ่งในปี พ.ศ. 2572 เครือข่ายดังกล่าวจะมีจำนวนสถานีทั้งหมด 285 สถานี และจะเป็นหนึ่งในเครือข่ายขนส่งมวลชนทางรางที่มีขนาดใหญ่ติด 5 อันดับแรกของโลก ในงานวิจัยนี้ผู้วิจัยได้ทำการศึกษารูปแบบการพัฒนาของเครือข่ายดังกล่าวตั้งแต่เปิดให้บริการในปี พ.ศ. 2542 จนถึง พ.ศ. 2572 ในทุกลำดับการขยายผ่านทฤษฎีเครือข่ายซับซ้อน โดยอาศัยตัวชี้วัดเครือข่ายทั้งหมด 7 ชนิดในการอธิบายปรากฎการณ์ที่เกิดขึ้นจากรูปแบบการพัฒนาเครือข่ายในช่วงเวลาดังกล่าว นอกจากนี้ผู้วิจัยยังได้ทำการพัฒนาตัวชี้วัดรวบยอดเชิงประสิทธิภาพเครือข่าย และเชิงการเป็นจุดแพร่กระจายผลกระทบ เพื่อระบุสถานีที่มีความสำคัญ ซึ่งสามารถนำไปใช้ในการเสริมสร้างความแข็งแรงให้กับเครือข่ายในอนาคตได้ จากผลการวิจัยพบว่า ตัวชี้วัดระดับเครือข่ายโดยภาพรวม อันประกอบไปด้วย ค่าเส้นผ่านศูนย์กลางเครือข่าย ดัชนีแกมมา และค่าเอนโทรปีมาตรฐานของเครือข่าย มีแนวโน้มเพิ่มขึ้น และมีค่าเฉลี่ยของค่าความเป็นศูนย์กลาง Degree อยู่ในช่วง [1.91,2.27] สถานีที่มีค่าความเป็นศูนย์กลาง Closeness สูงมักอยู่บริเวณกึ่งกลางของเครือข่าย ในขณะที่สถานีที่มีค่าความเป็นศูนย์กลาง Betweenness สูงมักอยู่บนเส้นทางรัศมีที่เชื่อมต่อระหว่างกึ่งกลางเมืองและชานเมือง สำหรับผลจากตัวชี้วัดรวบยอดที่ใช้เพื่อระบุความสำคัญของสถานีนั้น พบว่าสถานีที่มีความสำคัญเชิงประสิทธิภาพเครือข่ายสูงมักจะอยู่บริเวณสถานีที่มีค่า Degree สูง และเน้นไปในเส้นทางที่เป็นทางผ่านระหว่างจุดเชื่อมต่อออกไปทางชานเมือง โดยมีการกระจายอยู่หลายจุดทั่วทั้งเครือข่าย ในขณะที่สถานีที่มีความสำคัญเชิงการเป็นจุดแพร่กระจายผลกระทบสูงมักอยู่บริเวณใดบริเวณหนึ่งของเครือข่ายเพียงเท่านั้น

งานวิจัยนี้มีวัตถุประสงค์ เพื่อหาสัดส่วนที่เหมาะสมของการใช้หินฝุ่นเป็นส่วนผสมในการผลิตคอนกรีตผสมเสร็จกรณีศึกษาของโรงงานผลิตคอนกรีตตัวอย่าง โดยนำแนวทางซิกซ์ ซิกมามาประยุกต์ใช้ ซึ่งแนวทางซิกซ์ ซิกมาจะมีระยะการทำงาน 5 ระยะ ได้แก่ ระยะนิยามปัญหา (Define Phase) ระยะตรวจวัดปัญหา (Measurement Phase) ระยะการวิเคราะห์ปัญหา (Analysis Phase ) ระยะการแก้ไขปรับปรุง (Improvement Phase ) และระยะสุดท้าย คือ ระยะการควบคุมกระบวนการ (Control Phase ) ในงานวิจัยนี้จะดำเนินการตามขั้นตอนตามระยะการทำงาน 5 ระยะ ดังนี้ 1.) ระยะการนิยามปัญหา ทำการพิจารณาการปัญหาคุณภาพคอนกรีตที่ต่ำกว่ามาตรฐานทำให้เพิ่มสัดส่วนเผื่อของปูนซีเมนต์ให้มากขึ้นจากมาตรฐานในการผลิตคอนกรีตประมาณ 30 กิโลกรัมต่อลูกบาศก์เมตร คิดเป็นต้นทุนส่วนเผื่อปูนซีเมนต์จากสูตรมาตรฐานประมาณ 1 ล้านบาทในช่วง 6 เดือน ทางโรงงานมีความต้องการลดส่วนเผื่อปูนซีเมนต์ลงโดยมีความต้องการที่จะนำหินฝุ่นซึ่งเป็นวัสดุทดแทนที่สามารถนำมาใช้เป็นส่วนผสมกับมวลรวมละเอียด 2.) ระยะตรวจวัด จะเริ่มด้วยการทำการตรวจสอบระบบการวัดซึ่งได้ผลการตรวจสอบผ่านเกณฑ์การยอมรับ จากนั้นทำการวิเคราะห์หาปัญหาด้วยแผนภูมิก้างปลาจนได้ 17 ปัจจัย และทำการคัดกรองปัจจัยต่าง ๆ ด้วย Cause and Effect Matrix ทำให้เหลือปัจจัย 4 ปัจจัย 3.)ระยะของการวิเคราะห์ปัญหา ทำการวิเคราะห์ปัจจัยทั้ง 4 ด้วยวิธีการทางสถิติ ทำให้สรุปได้ว่า ปัจจัยเหล่านี้มีผลต่อค่ากำลังอัดคอนกรีตอย่างแท้จริง 4.) ระยะการปรับปรุงแก้ไข ใช้วิธีการออกแบบการทดลองแบบแฟคทอเรียล ทำการทดลองซ้ำ 2 ครั้ง ทำให้ได้ค่าที่เหมาะสมของแต่ละปัจจัย 5.)ระยะควบคุม จะดำเนินการโดยนำสัดส่วนหินฝุ่นที่เหมาะสมไปเป็นส่วนผสมในคอนกรีตผสมเสร็จ หลังจากการปรับปรุงได้ทำการเปรียบเทียบต้นทุนวัตถุดิบที่ใช้ในการผลิตคอนกรีตระหว่างก่อนการปรับปรุงและหลังการปรับปรุง พบว่าหลังการปรับปรุงส่งผลให้ลดปริมาณส่วนเผื่อปูนซีเมนต์ลงได้ คิดเป็นต้นทุนวัตถุดิบที่ลดลงได้ที่ 67 บาทต่อลูกบาศก์เมตร

This article explores the viability of using a FAR Part 141 collegiate crew resource management (CRM) flight simulator scenario event as a jeopardy event (a graded, syllabus item) in an upper-level professional pilot curriculum course. กระบวนการผลิตและส่งน้ำประปาให้ผู้ใช้น้ำของการประปานครหลวงแบ่งออกเป็น 2 ขั้นตอนคือ ขั้นตอนการผลิตน้ำ และขั้นตอนการสูบส่งและจ่ายน้ำ โดยมีร้อยละ 70 ของค่าใช้จ่ายไฟฟ้าในการผลิตและส่งน้ำเกิดจากขั้นตอนการสูบส่งและจ่ายน้ำ ซึ่งปัจจัยที่มีผลต่อค่าไฟฟ้ามี 2 ปัจจัย แบ่งเป็นปัจจัยที่ไม่สามารถควบคุมได้ และปัจจัยที่สามารถควบคุมได้ ปัจจัยที่ไม่สามารถควบคุมได้คือรูปแบบการคิดค่าไฟฟ้า ปริมาณความต้องการใช้น้ำ และแรงดันน้ำ ซึ่งขึ้นอยู่กับการไฟฟ้านครหลวงและผู้ใช้น้ำ ปัจจัยที่สามารถควบคุมได้คือระดับน้ำในถังเก็บน้ำของสถานีสูบจ่ายน้ำ งานวิจัยนี้มีวัตถุประสงค์ในการหาค่าระดับน้ำในถังเก็บน้ำของแต่ละสถานีสูบจ่ายน้ำประปาและหาแนวทางการควบคุมระดับน้ำเพื่อลดค่าไฟฟ้าในกระบวนการสูบส่งและสูบจ่ายน้ำ โดยการประยุกต์ใช้วิธีวิวัฒนาการโดยใช้ผลต่างร่วมกับแบบจำลองทางชลศาสตร์ EPANET 2.0 จากโครงข่ายอุโมงค์ส่งน้ำของการประปานครหลวง โดยมีขั้นตอนการหาคำตอบค่าระดับน้ำ 2 ขั้นตอนคือ หาคำตอบระดับน้ำที่สามารถลดค่าไฟฟ้าได้เบื้องต้นซึ่งจะได้ผลลัพธ์เป็นค่าระดับน้ำเป้าหมายในแต่ละชั่วโมงเป็นเวลา 10 วัน จากนั้นจึงนำผลลัพธ์นี้ไปใช้ในขั้นตอนที่สองเพื่อปรับค่าระดับน้ำโดยรวมของสถานีสูบจ่ายน้ำให้สูงขึ้น ซึ่งจะมีผลทำให้ค่าไฟฟ้าโดยรวมมีค่าลดลง จากผลการศึกษาพบว่าสามารถลดค่าไฟฟ้าได้ประมาณ 17,000 บาทต่อวัน หรือประมาณ 6,000,000 บาทต่อปี
