This work considers the problem of finding optimal replacement policies that minimize the expected total cost of maintaining a satellite constellation. The problem is modeled using discrete-time Markov decision processes to determine the replacement policy by allowing the satellite constellation to be in one of a finite number of states at each decision epoch. The constellation stochastically transitions at each time step from one state to another as determined by a set of transition probabilities. The primary objective of this research is to investigate the impact of an autonomic logistics system (ALS) on the sortie generation process for an individual airbase. As in some prior studies of this process, the methodology used to model the sortie generation process is a queueing network containing fork-join nodes for concurrent maintenance activities. The sortie generation rate is commonly regarded as the primary performance measure of the sortie generation process. This measure coincides with the throughput and is used to compare two models: (1) pre-ALS operations and (2) ALS-enhanced airbase operations. Analysis of the models shows that the ALS …

With more focused high-level attention on national security space decisions a measure that captures and quantities the value of space capabilities to combat operations professionals is desired. This research consisted of designing and evaluating portable document format (PDF) print estimating system to commercial systems. Taking into account functionality, reliability, standardization, and integration, the conventional design method (Pressman, 1997) was used to develop the print estimating system. Considering the printer's viewpoint, added features make the system function online and offline and compatible with all common computer platforms. After the system was developed, experts and entry-level users evaluated the system for software usability (Nielsen, 2000; Shneiderman, 1998). This research develops the first metaheuristic approach to the complete air crew scheduling problem. It develops the first dynamic, integrated, set-partitioning based vocabulary scheme for metaheuristic search. Since no benchmark flight schedules exist for the tanker crew scheduling problem, this research defines and develops a Java™ based flight schedule generator. The robustness of the tabu search algorithms is judged by testing them using designed experiments. An integer program is developed to calculate lower bounds for the tanker crew scheduling problem objectives and to measure the overall quality of solutions produced by the developed algorithms.

This research investigated value and utility functions in multiobjective decision analysis to examine the relationship between them in a military decision making context. The impact of these differences was examined to improve implementation efficiency. The robustness of the decision model was examined with respect to the preference functions to reduce the time burden imposed on the decision maker. Data for decision making in a military context supports the distinction between value and utility functions. Relationships between value and utility functions and risk attitudes were found to be complex. Elicitation error was significantly smaller than the difference between value and utility …

Fighter Pilots students undertake an intense 120-day training program. New classes of students enter the training program at regular interval. Students endured rigorous academic, simulator, and aircraft training throughout the program. Squadron schedulers ensure the multiple classes and students are scheduled for the activities. Simulator and aircraft training are scheduled individual for each student. Academic training are taught to the class. Aircraft utilization must also be considered. The research contribution of this thesis is the first known integrated architecture and feature selection algorithm for Radial Basis Neural Networks (RBNNs). The objective is to apply the network iteratively to determine the final architecture and feature set used to evaluate a problem. Discrete-event simulation paired with design of experiments is an effective combination. This article demonstrates how simulation in combination with design of experiments is used to compare the intrabay layout of two automated material handling systems. The hydromount mechanism is studied. It was determined that the dynamic characteristics of the hydromounts are related to the rubber static stiffness, rubber damping coefficient, volumetric stiffness, and effectiveness of the oscillating fluid in the inertia track. At high frequencies the motion of the fluid in the inertia track diminishes so that its effect is negligible and may be ignored. It is also concluded that the rubber damping has a minimal effect on the hydromount dynamic properties and may be neglected. Past decision-making techniques are discussed and their limitations are explained. Two multiattribute decision-making techniques, analytical hierarch process and value focused thinking, are studied.
