The Truck Parking Problem occurs when drivers have met the daily driving limit and encounter a decision between driving over time or parking in unauthorized locations. This research applies data analytics to gain further knowledge to characterize the truck parking shortage in Arkansas. Truck parking shortages are a serious problem that truck drivers face daily and is complex due to Hours of Service (HOS) regulations restrictions on legal parking areas and design. This thesis presents an equilibrium-based modeling framework for emergency response (ER) workload balancing to achieve robust operation in large-scale metropolitan areas. The problem is formulated as a non-linear mathematical program (NLP), which determines the optimal workload cutoff for each ER station such that the weighted sum of the area-wide expected response time and its variation are minimized. The concept of Marginal Cost of Uncertainty (MCU) is introduced to measure the impact of a station’s workload increase on the area-wide service performance. In 2012, the federal government estimated that $17.5 billion was spent on inspection, rehabilitation, maintenance, and replacement of the nation’s bridges. While the average lifespan of steel and reinforced concrete bridges is 50 years, certain bridges subjected to extremely aggressive marine environments may not reach this desired target. This research paper investigates using fiber-reinforced polymer (FRP) materials as primary bridge girders in medium span bridges (30 ft. to 75 ft.). The goal of this research is to identify the most efficient and cost-effective alternative for these corrosion-resistant materials and potentially extend the lifespan of these bridges up to 75 years. …

In this thesis, U.S. manufacturing industries` global supply chain-linked energy use and economic output are investigated considering a total of 16 renewable and nonrenewable energy carriers. A multiregion input output (MRIO) framework is employed to conduct the global supply chain-linked energy use impact assessment. The study period was between 1995 and 2014 based on data availability. Thus, 20 MRIO models were developed. Each MRIO model consists of the 40 largest economies of the world and the rest of the world (ROW) as the 41st country. Coastal Louisiana is a critical economic, ecological and cultural asset, acting as a major hub for waterborne commerce, fisheries, and the petrochemical industry, and also as one of the world’s unique wetlands. Unfortunately, this rich environment is in great danger from the threat of hurricanes and storm surge flooding. Direct economic losses are estimated to average $2.7 billion per year under current conditions, and this could increase to $12 billion a year, or more, within 50 years if nothing is done. Inland waterways face natural and man-made disruptions that may affect navigation and infrastructure operations leading to barge traffic disruptions and economic losses. This dissertation investigates inland waterway disruption responses to intelligently redirect disrupted barges to inland terminals and prioritize offloading while minimizing total cargo value loss. This problem is known in the literature as the cargo prioritization and terminal allocation problem (CPTAP). A previous study formulated the CPTAP as a non-linear integer programming (NLIP) model solved with a genetic algorithm (GA) approach. This paper introduces a novel transit data analytics platform for public transit planning, assessing service quality and revealing service problems in high spatiotemporal resolution for public transit systems based on Automatic Passenger Counting (APC) and Automatic Vehicle Location (AVL) technologies. Frequency and duration of floods are analyzed using the global flood database of the Dartmouth Flood Observatory (DFO) to explore evidence of trends during 1985–2015 at global and latitudinal scales. Three classes of flood duration (i.e., short: 1–7, moderate: 8–20, and long: 21 days and above) are also considered for this analysis. The nonparametric Mann–Kendall trend analysis is used to evaluate three hypotheses addressing potential monotonic trends in the frequency of flood, moments of duration, and frequency of specific flood duration types. We also evaluated if trends could be related to large-scale atmospheric teleconnections using a generalized linear model framework. …

In Santiago, Chile, the market conditions are seemingly excellent for the household adoption of photovoltaic (PV) technology, yet the uptake is negligible. To explore this paradox, the authors conducted a Delphi study to solicit the knowledge of a panel of Chilean PV experts. These efforts yielded 26 factors—both motivations and barriers—impacting the diffusion of PV in Santiago. Of the 26, experts were in consensus on the relative importance of 21. The literature suggests that diffusion of PV technologies is influenced by complex technical, economic, and social factors. Precision agriculture offers the technologies to manage for infield variability and incorporate variability into irrigation management decisions. The major limitation of this technology often lies in the reconciliation of disparate data sources and the generation of irrigation prescription maps. Here the authors explore the utility of the cosmic-ray neutron probe (CRNP) which measures volumetric soil water content (SWC) in the top ~ 30 cm of the soil profile. The emerging technology of connected vehicles generates a vast amount of data that could be used to enhance roadway safety. In this paper, we focused on safety applications of a real field connected vehicle data on a horizontal curve. The database contains connected vehicle data that were collected on public roads in Ann Arbor, Michigan with instrumented vehicles. Horizontal curve negotiations are associated with a great number of accidents, which are mainly attributed to driving errors. To help estimate pipe breaks and maintenance frequency, a number of physically-based and statistically-based water main failure prediction models have been developed in the last 30 years. This research proposes novel solution techniques to optimize two real-world problems in the area of scheduling and transportation. We first consider a model for optimizing the operations of dredges. In this problem, scheduling and assignment decisions are integrated across a finite planning horizon. Additional constraints and problem elements explicitly considered include, but are not limited, to environmental work window restrictions, budget limitations, dredge operation rates and schedule-dependent dredge availability. The objective of this study was to create a tool that will enable renewable energy microgrid (REμG) facility users to make informed decisions on the utilization of electrical power output from a building integrated REμG connected to a smart grid. A decision support tool for renewable energy microgrids (DSTREM) capable of predicting photovoltaic array and wind turbine power outputs was developed. Revealing Casual Pathways To Sustainable Water Service Delivering Using Fsqca, Kate E. Gasparro, Jeffrey P. Walters

This study aimed to build on theory and practice regarding the combinations of conditions that influence water service sustainability when external partners are involved. The study investigates 26 well projects that have been implemented in developing countries with the assistance of Engineers Without Borders-USA (EWB-USA). Using past literature on sustainable water service delivery in developing communities, emergent coding techniques with project documents, and surveys with EWB-USA team members, this study identifies a set of project conditions to conduct fuzzy-set Qualitative Comparative Analysis (fsQCA). Supply chain collaboration programs, such as continuous replenishment program (CRP), is among the most popular supply chain management practices. CRP is an arrangement between two partners in a supply chain to share information on a regular basis for lowering logistics costs while maintaining or increasing service levels. CRP shifts the replenishment responsibility to the upstream partner to avoid the bullwhip effect across the supply chain. This dissertation aims to quantify, measure, and expand the benefits of CRP for the purpose of reducing logistics cost and improving customer service.
